AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE
CITY OF EULESS, CHAPTER 84, UNIFIED DEVELOPMENT CODE,
AMENDING THE CITY OF EULESS ZONING DISTRICT MAP,
AMENDING THE PLANNED DEVELOPMENT (PD 2306) ZONING
DISTRICT, AMENDING SECTION 4.2.1.2 OF THE GLADE PARKS
DEVELOPMENT STANDARDS AS DESCRIBED HEREIN; LOCATED AT
GLADE PARKS ADDITION, BLOCK A, ON THE NORTHEAST CORNER
OF RIO GRANDE BOULEVARD AND LOVING TRAIL; PROVIDING FOR
A SEVERABILITY CLAUSE, PENALTY FOR VIOLATION; PROVIDING A
SAVINGS CLAUSE; PROVIDING FOR PUBLICATION IN THE OFFICIAL
NEWSPAPER; AND AN EFFECTIVE DATE.
WHEREAS, Ordinance No. 1944, an ordinance of the City of Euless, Texas,
established a planned development zoning district in the City of Euless known as Glade
Parks, which was approved by the City Council of the City of Euless on February 14,
2012;
WHEREAS, Ordinance No. 2306, an ordinance of the City of Euless, Texas,
amended Ordinance No. 1944, and was approved by the City Council of the City of Euless
on June 28, 2022;
WHEREAS, the Planning and Zoning Commission has conducted a public hearing
on September 3, 2024, in conjunction with Planned Development Case No. 24-04-PD,
and has rendered a recommendation to the City Council with respect to this case; and
WHEREAS, the City Council has conducted a public hearing on September 10,
2024, considered the recommendation of the Planning and Zoning Commission, and has
determined that the proposed change is in the best interest of the general welfare of the
City of Euless.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS, THAT:
SECTION 1.
The official zoning district map of the City of Euless, Texas, being a part of Chapter
84 of the Code of Ordinances, be amended to read so that the Planned Development
(PD) zoning district classification of Glade Parks Addition, Block A, located on the
northeast corner of Rio Grande Boulevard and Loving Trail is amended, as described
herein.
Section 4.2.1.2 of the Glade Parks Development Standards in Ordinance No. 2306
is hereby amended to read as follows:
"4.2.1.2 Eating Establishments (drive -through) are only permitted within the
following areas as delineated in Exhibit "C":
On no greater than six lots contained within Block A..."
SECTION 2.
SEVERABILITY CLAUSE. It is hereby declared to be the intention of the City
Council of the City of Euless that the sections, paragraphs, sentences, clauses, and
phrases of this ordinance are severable and if any phrase, clause, sentence, paragraph,
or section of this ordinance shall be declared unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such unconstitutionality shall not affect any
of the remaining phrases, clauses, sentences, paragraphs, or sections of this ordinance,
since the same would have been enacted by the City Council without the incorporation in
this ordinance of any such unconstitutional phrase.
SECTION 3.
PENALTY FOR VIOLATION. Any person, firm, or corporation violating any of the
terms and provisions of this ordinance shall be deemed guilty of a misdemeanor, and
upon conviction thereof shall be fined in accordance with Chapter 1, "General Provisions,"
Section 1-12, "General Penalty," Euless Code of Ordinances. Each such violation shall
be deemed a separate offense and shall be punishable as such hereunder.
SECTION 4.
SAVINGS CLAUSE. All rights and remedies of the City of Euless are expressly
saved as to any and all violations of the provisions of the Euless Unified Development
Code applicable to the Property that have accrued at the time of the effective date of this
Ordinance; and, as to such accrued violations and all pending litigation, both civil and
criminal, whether pending in court or not, under such ordinances, same shall not be
affected by this Ordinance but may be prosecuted until final disposition by the courts.
SECTION 5.
PUBLICATION. The caption, penalty clause, and effective date clause of this
ordinance shall be published in a newspaper of general circulation in the City of
Euless, in compliance with the provisions of Article II, Section 12 of the Euless City
Charter.

SECTION 6.
EFFECTIVE DATE. This ordinance shall be in full force and effect from and
after its passage, as provided by the Euless City Charter and the laws of the State of
Texas.

meeting of the Euless City Council on September 10, 2024, by a vote of 7 ayes,
0 nays, and 0 abstentions.

25 Budget and Tax Rate in the coun-

current rate, however, this budget will

The North Central Texas Council of
Govemments (NCTCOG) is request-
ing written proposals from consul-
tant firms to conduct up to sixty (60)
Road Safety Audits (RSAs) for select
high -injury roadway corridors target-
ed by the Pedestrian Safety Action
Plan (PSAP) and Roadway Safety Plan
(RSP) within four core counties of the
Dallas -Fort Worth metropolitan region
(Collin, Dallas, Denton, and Tarrant
Counties). In addition, up to twen-
ty-five (25) Safe Routes to Schools
(SRTS) plans will be completed con-

NOTICE OF INTENTION TO
ISSUE CITY OF
NORTH RICHLAND HILLS, TEX-
AS CERTIFICATES OF
OBLIGATION, SERIES 2025
TAKE NOTICE that the City Council of
the City of North Richland Hills, Texas,
shall convene at 7:00 o'clock P.M. on
the 9th day of December, 2024, at the
City Hall, 4301 City Point Drive, North
Richland Hills, Texas, and, during
such meeting, the City Council will
consider the passage of an ordinance
authorizing the issuance of certificates
of obligation, in one or more series, in
an amount not to exceed $5,700,000,
for the purpose of paying contrac-
tual obligations to be incurred for (i)
designing, constructing, improving,
and equipping park and recreation
facilities that are generally accessi-
ble to the public and are part of the
City park system, and (ii) professional
services rendered in relation to such
projects and the financing thereof;
such certificates to be payable from
ad valorem taxes and a limited pledge
of the net revenues of the City's com-
bined Waterworks and Sewer System.
In accordance with Texas Local Gov-
emment Code Section 271.049, (i) the
current principal amount of all of the
City's outstanding public securities
secured by and payable from ad va-
lorem taxes is $129,685,000; (ii) the
current combined principal and in-
terest required to pay all of the City's
outstanding public securities secured
by and payable from ad valorem taxes
on time and in full is $161,375,128; (iii)
the estimated combined principal and
interest required to pay the certificates
of obligation to be authorized on time
and in full is $7,698,008; (iv) the max-
imum interest rate for the certificates
may not exceed the maximum legal
interest rate; and (v) the maximum
maturity date of the certificates to be
authorized is February 15, 2045. The
certificates are to be issued, and this
notice is given, under and pursuant to
the provisions of Texas Local Govern-
ment Code, Subchapter C of Chapter
271, as amended.
