HomeMy WebLinkAbout2024-09-10MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, September 10, 2024 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:32 p.m. on Tuesday, September 10, 2024, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Tika Paudel, Council Members Tim Stinneford, Jeremy Tompkins, Eddie Price, Perry Bynum, and Annabel Eads. During the Precouncil meeting: ➢ Council Member Price advised that he attended a celebration in recognition of the 120th anniversary of Cross City Church. He expressed his appreciation to Mayor Martin and Council Member Tompkins for attending the celebration. Additionally, he reported that 6Stones Mission Network hosted a grand opening and ribbon cutting for 6Stones Home for Hope and recognized those who were able to attend the celebration. ➢ Council Member Paudel expressed his appreciation to staff related to the removal of a cable line that was laid across a city street. ➢ Information Services Director Scott Joyce provided an update related to the area -wide Spectrum outage. ➢ City Manager Loretta Getchell advised of the passing of former Mayor Harold Samuels. The family has opted for a private service; however, the City of Euless will honor his memory with a tribute in Euless Today, provide the family with a Euless flag, and the Mayor will issue a declaration to fly all City flags at half-staff from sunrise to sunset the day of the service. ➢ City Manager Loretta Getchell advised of several upcoming events: • September 11 Ceremony, Wednesday, September 11, 2024, 9 a.m., 9/11 Memorial; • City Council and Euless Development Corporation Worksession to discuss the Parks, Recreation, and Open Space Master Plan, Wednesday, September 11, 2024, 5:30 p.m., City Hall; • Hurst -Euless -Bedford Senior Games, Friday, September 13, 2024, 9 a.m. to 12 noon, Hurst Senior Center; • Quarter Century Club and Retiree Dinner, Friday, September 13, 2024, 6:30 to 8:30 p.m., Texas Star Conference Centre; • Flu Shots, Tuesday, September 17 and Wednesday, September 18, 2024, 9 to 11 a.m., City Hall; • Housing and Structure Board meeting, Thursday, September 26, 2024, 6:30 p.m., City Hall; • National Night Out group photo, Tuesday, October 1, 2024, 6 p.m. City Hall; Council Minutes Page 2 of 9 September 10, 2024 • Public Safety Open House, Saturday, October 5, 2024, 10 a.m. to 2 p.m., Fire Station No. 1; and • Euless Library Foundation Book Sale, Saturday, October 5, 2024, 10 a.m. to 4 p.m., Mary Lib Saleh Euless Public Library. ➢ City Manager Loretta Getchell reviewed the regular agenda. ➢ City Secretary/Chief Governance Officer Kim Sutter presented the TML Region 8 discussion and advised that the election process for serving as a TML director has changed. The governing body is now required to cast a vote for one of the nominees by the October 11, 2024 deadline. She stated that an item will be presented for City Council consideration at the September 24, 2024 meeting. ➢ Interim Police Chief Gary Landers introduced Code Inspection Services Supervisor James Patterson. Mr. Patterson presented the Code Enforcement update, including 2024 statistics, current code cases, and community outreach. ➢ Fire Chief Chanc Bennett presented a Fire Department update including total incidents year to date, service vehicle updates, staff updates, junior fire academy highlights, construction of Fire Station No. 2, and the Fire Marshal's Office activities for the second quarter of 2024. ➢ Director of Finance Janina Jewell presented a Financial report. She advised that car rental tax collection was up 10 percent over the same period in the prior year and is up eight percent year-to-date. ➢ Deputy City Manager Chris Barker presented a Capital Projects update including a status of the Texas Star Golf Course ground maintenance and street lighting options for South Pipeline Road. CLOSED SESSION Although posted, no closed session was held. Mayor Martin recessed the precouncil meeting at 6:41 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of the Euless City Council was called to order by Mayor Martin at 7:00 p.m. for consideration of scheduled items. PLEDGES OF ALLEGIANCE Council Member Tim Stinneford led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS Library Director Sherry Knight and Assistant Library Director Angela Jones introduced Librarian Susan Wedding. Susan was accompanied by her family, Library Board member Barney Snitz, and members of the Library staff. Mayor Martin presented Susan with a service pin commemorating her five years of service with the City. Assistant Director of Public Works Joe Villa introduced Inspector III Alan Knapp. Alan was accompanied by his wife, Julie, and members of the Public Works and Engineering Department. Mayor Martin presented Alan with a service pin commemorating his 10 years of service with the City. Director of Fleet and Facilities Kyle McAdams introduced Crew Lead Jason Farris. Jason was accompanied by his family and members of the Fleet and Facilities Department. Mayor Martin presented Jason with a service pin commemorating his 20 years of service with the City. Interim Police Chief Gary Landers introduced Office Technician Amber Fanning. Amber was accompanied by her family and members of the Police Department. CONSENT AGENDA (items 2 through 11) Mayor Martin asked Deputy City Manager Chris Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 2 through 11. Council Member Tompkins seconded the motion. AUTHORIZED THE PURCHASE AND INSTALLATION OF SOLAR LED PATH AND AREA LIGHTING Authorized the purchase and installation of solar LED path and area lighting for the new trail at Blessing Branch Park from Facility Solutions Group, 2525 Walnut Hill Lane, Suite 300, Dallas, Texas, through the BuyBoard Purchasing Cooperative. The estimated expenditure is $65,030. ITEM NO. 3. AUTHORIZED THE PURCHASE OF PLUMBING SERVICES Authorized the purchase of plumbing services from Freer Mechanical Contractors, Inc., 1908 Samuels Avenue, Fort Worth, Texas, through an Interlocal Agreement with Tarrant County. The estimated annual expenditure is $70,000. ITEM NO. 4. APPROVED A JOB ORDER CONTRACT Approved a Job Order Contract with GFC Contracting, 3816 Binz-Engleman Road, San Antonio, Texas, for repairs to the pro -shop restrooms and locker rooms at the Texas Star Conference Centre through the BuyBoard Purchasing Cooperative. The estimated expenditure is $103,303. ITEM NO. 5. APPROVED A JOB ORDER CONTRACT Approved a Job Order Contract for general HVAC services through The Interlocal Purchasing System (TIPS) program with the following companies: • Payne Mechanical Services, 2345 Dalworth Street, Suite 108, Grand Prairie, Texas; • Logical Solutions, Inc., 407 International Parkway, Suite 406, Richardson, Texas; and • ABM Building Services, LLC, 2020 Westridge Drive, Irving, Texas. Council Minutes Page 5 of 9 September 10, 2024 The estimated annual expenditure is $120,000 and expenditures are made on an as needed basis. ITEM NO. 6. AUTHORIZED THE PURCHASE OF A SINGLE AXLE DUMP TRUCK Authorized the purchase of a single axle dump truck from Rush Truck Center, 4000 Irving Boulevard, Dallas, Texas, through the BuyBoard Purchasing Cooperative. The estimated expenditure is $125,962.56. ITEM NO. 7. APPROVED RENEWAL OF BID NO. 011-22 Approved renewal of Bid No. 011-22 for the purchase of pipe, clamps, fittings, meter boxes, fire hydrants, and other water utility repair materials from: • Atlas Utility Supply Company, 2301 Carson Street, Fort Worth, Texas; • Ferguson Enterprises LLC, 12500 Jefferson Avenue, Newport News, Virginia; • Fortiline Waterworks, 7025 Northwinds Drive, NorthWest, Concord, North Carolina; and • Core & Main LP, 1830 Craig Park Court, Saint Louis, Missouri. The original bid was awarded for an initial term of one-year with the option to extend for two additional one-year periods. This request represents the second and final renewal. The estimated expenditure is $150,000. ITEM NO. 8. AUTHORIZED THE PURCHASE OF CITYWORKS SOFTWARE Approved the purchase of the annual subscription for the Cityworks software for the Planning and Economic Development Department and the Public Works and Engineering Department from Azteca Systems, LLC — Cityworks, 11075 South State Street, Suite 24, Sandy, Utah. The estimated expenditure is $155,450. ITEM NO. 9. AUTHORIZED PAYMENT TO THE CITY OF GRAPEVINE FOR A SCHOOL RESOURCE OFFICER (SRO) Authorized payment to the City of Grapevine for a portion of the cost of a School Resource Officer (SRO) for Bear Creek Elementary School for the FY2023-2024 school year. The estimated expenditure is $65,416. ITEM NO. 10. AUTHORIZED THE CITY MANAGER TO ENTER INTO A CONTRACT WITH FOCUSED ADVOCACY Authorized the City Manager to enter into a contract with Focused Advocacy for professional services related to seeking legislative reform regarding Housing Finance Corporations (HFC). The estimated expenditure is $68,000. ITEM NO. 11. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of August 19, 2024. Council Minutes Page 6 of 9 September 10, 2024 REGULAR AGENDA ITEM NO. 12. HELD A PUBLIC HEARING AND APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2398 Mayor Martin opened the public hearing at 7:25 p.m. Director of Finance Janina Jewell presented the item to the City Council and advised that the ordinance reauthorizes the City's building permit fees in accordance with the Texas Local Government Code. Mayor Martin asked to hear from any proponents followed by opponents of the item. There being none, Mayor Martin closed the public hearing at 7:26 p.m. Council Member Bynum motioned to approve Ordinance No. 2398, reauthorizing the City of Euless Code of Ordinances Chapter 30, "Fees," Section 30-13, "Building Fees." Mayor Pro Tern Paudel seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. ITEM NO. 13. HELD A PUBLIC HEARING AND APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2399 Mayor Martin opened the public hearing at 7:27 p.m. Director of Finance Jewell presented the item to the City Council and advised that the ordinance amends the fees charged for monthly drainage charges. Proposed rate changes include an increase of $9.09 per impervious acre to the basic drainage charge or $0.75 cents to the single-family residential charge. These fees will become effective with bill dates beginning on or after November 1, 2024. Mayor Martin asked to hear from any proponents followed by opponents of the item. There being none, Mayor Martin closed the public hearing at 7:27 p.m. Council Member Stinneford motioned to approve Ordinance No. 2399, amending Chapter 30, "Fees," Section 30-41, "Drainage Charges," of the Code of Ordinances of the City of Euless. Council Member Bynum seconded the motion. ITEM NO. 14. APPROVED REQUEST FOR TEMPORARY USE PERMIT NO. 24- 05-CC Director of Planning and Economic Development Michael Warrix presented the item to the City Council and advised that the applicant, Trinity High School Volleyball Booster Club, is seeking a Temporary Use Permit for a temporary sales event to be held on the school grounds. Mr. Warrix reviewed the layout, signage, and parking arrangements. Additionally, he advised that the event will be held on Saturday, September 14, 2024, from 7 a.m. to 1 p.m. The applicant was not present to address any questions. Council Member Bynum motioned to approve Temporary Use Permit No. 24-05-CC for a temporary sales event to be held on the grounds of Trinity High School, 500 North Industrial Boulevard, on Saturday, September 14, 2024. Mayor Pro Tem Paudel seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. ITEM NO. 15. HELD A PUBLIC HEARING REGARDING PLANNED DEVELOPMENT 24-04-PD AND APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2400 Mayor Martin opened the public hearing at 7:31 p.m. Director of Planning and Economic Development Warrix presented the case to the City Council and advised that the applicant, Corwin Engineering, Inc., is requesting to amend Section 4.2.1.2 of the Glade Parks Development Standards of the Planned Development (PD) zoning district at Glade Parks Addition, Block A, located on the northeast corner of Rio Grande Boulevard and Loving Trail. Mr. Warrix advised that the amendment would increase the allowed number of eating establishment drive-throughs within Block A from five to six. The Planning and Zoning Commission held a public hearing on September 3, 2024, and recommended approval by a vote of 6-0-0. The applicant was not present to address any questions. There being none, Mayor Martin closed the public hearing at 7:34 p.m. Council Member Price motioned to approve Ordinance No. 2400, amending Section 4.2.1.2 of the Development Standards of the Planned Development (PD) zoning district at Glade Parks Addition, Block A, to increase the allowed number of eating establishment drive-throughs from five to six. Mayor Pro Tern Paudel seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. ITEM NO. 16. APPROVED SITE PLAN NO. 24-05-SP Director of Planning and Economic Development Warrix presented the item to the City Council and advised that the applicant, Corwin Engineering, Inc., is seeking approval for two commercial buildings at Glade Parks Addition, Block A, Lots 6 and 7, located east of Rio Grande Boulevard and approximately 430 feet north of Loving Trail. Mr. Warrix reviewed the site access, parking, landscaping, lighting, building materials, and elevations. The Planning and Zoning Commission considered the site plan at their regular meeting on August 6, 2024, and voted 6-0-0 to recommend approval. Council Member Tompkins motioned to approve Site Plan No. 24-05-SP for the construction of two commercial buildings at Glade Parks Addition, Block A, Lots 6 and 7, located east of Rio Grande Boulevard and approximately 430 feet north of Loving Trail in the Planned Development (PD) zoning district.
