HomeMy WebLinkAbout2019-10-03 HSB MinutesCITY OF EULESS HOUSING AND STRUCTURE BOARD OCTOBER 3, 2019 MINUTES A presession meeting of the Euless Housing and Structure Board was called to order by Chairman Ruby Anne Crites at 6:00 p.m. on Thursday, October 3, 2019, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Chairman Ruby Anne Crites, Vice Chairman Clarence Moore, Board Members, Steve Elliott and Ron Young, and Alternate Board Members David Brown and Carol Dufinez. Board Member Charles Cinquemani was not present During the Pre -Session Meeting: Director of Planning and Economic Development Mike Collins reviewed the regular agenda. ➢ No Closed session was held. REGULAR AGENDA HOUSING AND STRUCTURE BOARD CONSIDERATION OF SCHEDULED ITEMS COUNCIL CHAIMBERS The Euless Housing and Structure Board continued their meeting in the Council Chambers at 6:30 p.m. for consideration of scheduled items. STAFF PRESENT: Mike Collins, Director of Planning and Economic Development Andrea Russell, .City Attorney Stephen Cook, Senior Planner Don Sheffield, Building Official Jeanne Flores, Administrative Secretary VISITORS PRESENT: None INVOCATION Board Member Elliot gave the Invocation. PLEDGE OF ALLEGIANCE Vice Chairman Moore led the Pledge of Allegiance Page 1 of 4 Housing and Structure Board Page 2 of 4 October 3, 2019 ITEM 1. ELECTION OF OFFICERS — CHAIRMAN AND VICE CHAIRMAN Board Member Ron Young made a motion to nominate Ruby Anne Crites to remain as Chairman and Clarence Moore to remain as Vice Chair. Alternate Brown seconded the motion. The vote was as follows: Ayes: Chairman Crites, Vice Chairman Moore, Board Members Elliott and Young, Alternate Brown. Nays: Done Abstention: None Chairman Crites declared the motion carried. (5-0-0) ITEM 2. CASE #19-01-HSB - HELD PUBLIC HEARING AND APPROVED BOARD ORDERS ON THE PROPERTY AT 99 KEVIN DRIVE, EULESS, TEXAS 76040 Chairman Crites opened the public hearing at 6:40 p.m. Director of Planning and Economic Development Mike Collins gave a brief description of the case and advised that the City is requesting an Order be filed on the property at 99 Kevin Drive, Euless, Texas, Knob Hill Mobile Home Park, Lot 117 and Part of Common Area LB"TXS0582451, to require the property owner to demolish the structure(s) within 30 days, and to authorize the City to demolish he structure(s) should the property owner fail to take the ordered action within the time allowed. City Attorney Russell invited Don Sheffield, City of Euless .Building Office, to address the Board and described the property's disrepair. Mr. Sheffield stated that after inspecting the property, it was determined to be substandard according to the City of Euless Code of Ordinances, uninhabitable, unsafe, a nuisance, and is beyond repair. He .also stated that in his professional opinion, the structure should be demolished. The Board was advised that the property owner was not present. Chairman Crites asked to hear from any proponents/opponents who wish to speak Seeing none, Chairman Crites closed the public hearing at 7 pm Board Member Young made a motion to approve Case No. 19-01-HSB for an Order on the property at 99 Kevin Drive, Euless, Texas, Knob Hill Mobile Home Park, Lot 117 and Part.of Common Area LB#TXS0582451, to require the property owner to demolish the structure(s) within 30 days, and to authorize the City to demolish the structure(s) should Housing and Structure Board Page 3 of 4 October 3, 2019 the property owner fail to take the ordered action within the time allowed. CASE #19-02-HSB - HELD PUBLIC HEARING AND APPROVED BOARD ORDERS ON THE PROPERTY AT 138 KAREN LANE #16, EULESS, TEXAS 76040 Chairman Crites opened the public hearing at 7:05 p.m. Director of Planning and Economic Development, Mike Collins gave a brief description of the case and advised that the City is requesting an Order be filed on the property at 138 Karen Lane #16, Euless Texas, 76040, Knob Hill Mobile Home Park, Lot 16 and Part of Common Area 199716x56, LB#PFSO437116 Masterpiece, to require the property owner to demolish the structure(s) within 30 days, and to authorize the City to demolish the structurer(s) should the property owner fail to take the ordered action within the time allowed. City Attorney Russell invited Don Sheffield, City of Euless Building Office, to address the Board and described the property's disrepair.
