WORK SESSION MINUTES
A work session meeting of the Housing and Structure Board was called to order by
Assistant Director of Planning and Economic Development Lisa Payne at 6:00 p.m. on
May 13, 2024, in the Pre -Council Conference Room at City Hall, 201 North Ector Drive.
Those present included Board Members: Clarence Moore, Ron Young, Annabel Eads,
Charles Cinquemani, and Board Member Alternate, Randy Byers. Staff present: Michael
Warrix, Director of Planning and Economic Development, Lisa Payne, Assistant Director
of Planning and Economic Development, David Pendley, Building Official and Yvonne
Garcia, Administrative Secretary of Planning and Economic Development. City Attorney
Wayne Olson was also present.
WORK SESSION DISCUSSION ITEMS
City Attorney Wayne Olson reviewed the differences and responsibilities included
between the Zoning Board of Adjustments and the Housing and Structures Board.
City Attorney Wayne Olson presented a briefing of the Open Meetings Act.
Discussion ensued regarding the roles of the board members as it pertains to the Open
Meetings Act.
City Attorney Wayne Olson presented a short briefing of Chapter 14 "Buildings and
Building Regulaticris° of the Unified Development Code.
Discussion ensued regarding the roles and procedures of the Housing and Structures
Board pertaining to Chapter 14.

Although posted, no closed session was held.
The work session was adjourned at 6:25 p.m.
