HomeMy WebLinkAbout2024-11 Euless Today2024 *November J Dear Citizens, We recently lost an incredible gentleman and public servant, former Mayor Harold Samuels, who served the City for over 26 years as a member e of the Euless City Council, including as Mayor for 18 years. Mayor Samuels maintained an exceptional record of service, motivated by his strong sense of loyalty, his personal obligation to his fellow citizens, and a sincere desire to continually improve his community. In 2014, the City Council dedicated the Harold Samuels Finance Building in honor of his many years of volunteer service. Mayor Samuels left an incredible mark on the City of Euless that he loved and so faithfully served. In keeping with the tradition of maintaining a fiscally sound City, I am pleased to announce that our City budget for FY2024-25 reduces the property tax rate from 45.75¢ to 44.67¢ per $100 taxable valuation. City staff has worked diligently on this budget for the past several months, and I am pleased that all current service levels will be maintained, as well as, providing for several exciting projects over the next year. The City will be opening Fire Station No. 2 at its new location at 2301 W. Pipeline Rd, the Police and Court building is underway with a substantial expansion and remodel, and an extensive expansion and renovation of the Animal Shelter will begin early next year. There is so much more, and I hope you will take the time to read the budget article in this edition of Euless Today. THE OFFICIAL � � - c PUBLICATION OF EUL FY2025 Budget Highlights The Euless City Council has approved a balanced budget for Fiscal Year 2024- 2025. The budget is based on a tax rate of 44.670 per $100 of taxable value, which is a decrease from the current tax rate of 45.750. This budget provides funding to continue the day-to-day operations of the City including 24-hour police, fire and EMS service, public works, parks and recreation, library services, building inspections, code compliance and other essential City services. It also continues to provide funding for annual street maintenance, water and wastewater line replacements, and replacement funding for the City's fleet and equipment. In addition to providing for basic City services, the budget provides funding for the following: • Traffic Signal Equipment Upgrades • Remodel and expansion of the Animal Shelter • Construction of Playground Shade Structures • Additional, Street, Storm Water, and Wastewater Infrastructure • Additional personnel including a Water Field Technician, a Park Field Technician, and an Elementary School Resource Officer Manager Property taxes are the single largest revenue source for the City. Although the City's tax rate is lower than last year, individual tax bills may fluctuate based on changes in home value, as determined by the Tarrant Appraisal District (TAD). Using the average home value of $353,622 and the adopted tax rate of 44.67¢ per $100 of taxable valuation and applying the 20% homestead exemption, total City property taxes on the average home will be $1,264 this year. The average value of a home in Euless owned by a senior is $339,305. A senior with this home value, along with the 20% homestead exemption and the $35,000 senior exemption, would pay $1,056 in taxes this year. Euless Today is published by the City of Euless. 201 N. The City also has an over 65 tax ceiling, which means that senior citizens pay no more than they paid at age 65 even though their home value may change, excluding improvements. You, or your spouse, will qualify for the senior exemption and tax ceiling on the date you turn 65. To receive this benefit, you must check the appropriate exemption on the homestead exemption form and return it to TAD. To obtain the form you can call TAD at 817-284-0024 or visit www. tad.org. TAD applies the information on your form to all taxing entities, so you do not have to complete additional forms to receive senior benefits from the school district or county. You do not have to reapply each year. Water and wastewater rates are increasing due to increased costs from Trinity River Authority to purchase water and wastewater treatment services. The residential base rate for water stays the same and the volume rate for water will increase 32¢ per 1000 gallons. The base rate for wastewater stays the same and the volume rate for wastewater will increase 36¢ per 1000 gallons. To help offset these increases, the City Council approved a 75¢ per 1000-gallon rebate from the rate stabilization fund for residential water usage up to 15,000 gallons. Property Tax Reductions HOMESTEAD EXEMPTION Euless has a 20% residential homestead exemption. Exemptions are set up with Tarrant Appraisal District 1 817 284 0024 1 www.iod.org City property tax represents approximately 23% of a resident's overall property tax bill. The total tax bill also includes the school district, county, hospital district and the college district. Sales tax revenue is the second largest revenue source for the City. Of the 8.25% sales tax rate, the State of Texas receives 6.250 and the City of Euless receives 2¢ for each $1 spent in the City. The City's 2¢ portion is allocated as follows: • '/40 is dedicated for property tax reduction • '/4¢ is dedicated to crime control and prevention • %2¢ is used for economic development, parks, and library • 10 funds general government operations City Services You may view the annual budget on the City's website at www.eulesstx.gov, at City Hall, or at the Euless Public Library. Shred Day Saturday, November 2, 9 -11 a.m. Euless Municipal Complex 201 N. Ector Drive Don't toss your sensitive papers! Thwart identity thieves by bringing your discarded papers and important documents to Euless' drive -through disposal for shredding and recycling. Papers may contain thin metals, such as staples, paperclips, or rubber bands. Please do not bring CDs, jump drives, three-ring binders, or plastic bags. You may bring up to five boxes per vehicle of paper in standard -size boxes (15" x 12" x 10") or paper grocery bags. Proof of Euless residency is required to participate. For more information, please call 817-685-1821. Crud Day Saturday, November 2, 9 -11 a.m. Euless Municipal Complex 201 N. Ector Drive Be kind to the environment by safely disposing of hazardous waste from your home, such as paint, chemicals, and oils at the annual Crud Day. The mobile collection unit can accept materials from approximately 125 households, so space is limited. Once the unit reaches capacity, residents may deliver materials to the Environmental Collection Center (ECC), which is located at 6400 Bridge Street in Fort Worth. Proof of Euless residency is required to participate in Crud Day and to dispose of waste at the ECC. For directions and hours of operation, please call 817-392-1234. You may also bring any small electrical appliances you would like to recycle like computers, radios, VCRs, stereos, clocks, and hair dryers.
