RE: REQUEST FOR PLACEMENT ON PUBLIC AGENDA
Dear Mr. Sullivan:
The "North Texas Regional Airport Committee" was
organized and formed July 10, 1968, for the purpose of suppor-tinq
and assisting the Dallas -Fort Worth Regional Airport Board in
planning, .financing, constructing and operating the Dallas -Font
Worth Regional Airport within and adjacent to the boundaries of
member public entities in an orderly, reasonable fashion that
insures the announced goal of building the finest and largest
airport in the world while at the same time preserving the sover-
neignty and financial integrity ,of all the men1ber puhlic entities.
In order for there to be absolutely no misunderstanding
concerning the reasons for the formation of the organization, to
establish our lines of communicatigns immediately and to present
our views concerning present questions, we respectfully request
to be placed on the agenda of the Dallas -Fort Worth Regional Air-
port which I understand is set for August 7, 1968.
Certain matters, however, we feel must be brought to
your attention immediately with an understanding reached on these
subjects even before the next Board meeting. The Cities of Euless,
Grapevine and Irving and their respective School Districts within
the boundaries of which the Airport is to be located are extremely
concerned about the amount of land that is being purchased at this
very moment within their boundaries, without their permission, to
an extent that appears greatly excessive. The City of Irving had
earlier expressed this same position and was given some assrrance

that the great bulk of the property being permanently planned by
the Bernard Johnson Firm would not be purchased without further
study and consultation with Irving Officials. It now appears that
most of this land has already been purchased. The Committee which
I represent respectfully requests, urges and demands that acquiring
the property by eminent domain cease immediately unless and until
the respective public entity in which the purchases are occurring
passes a resolution authorizing the project and to the extent agreed
upon.
Further our Committee requests that no water lines or
utility lines be laid or no public streets be disturbed x7ir-hout
the permission of the municipality having jurisdiction over the
area in question. In this regard, the City of Euless has requested
immediate cessation of any activities relating to the laying of a
water transmission main through their City which is scheduled to
begin'on July 15, 1968. The City of. Fuless must be given immediate
assurance on this point or legal action, it is my under.standincl,
will be commenced.
This letter is to place the Dallas -Fort Worth Regional
Airport Board and the Cities of Dallas and Fort Worth on notice
that no permission has been given by any mePiber public entity of
the "North Texas Regional Airport Committee" to the Board or the
Cities to condemn, construct, operate or manage a public project
within their respective boundaries.
The main purpose of this portion of this letter is to
request retention of the status quo on land purchases, utility line
work and construction work affecting public streets until an agree-
ment can be reached. A failure to receive a prompt understanding
on these points, all members indicated will force them to consider
what legal means are available to protect the status quo..
Once these matters are resolved nd we become more
accustomed to working out our problems, we 11lieve the estahlishment
of this link between the Airport Board and the public entities
directly affected by the Airport will coo a long way toward insuring
its success.
The contents of this letter were passed and approved
unanimously by "North Texas Regional Airport Committee" on July 10,
1968.

SH 121
The through lanes of the Riverside Freeway from Beach to Big Fossil Creek
are under contract and should be opened to traffic in the Fall of 1969. Work
began in November 1967.
Through lanes on the segment from I-820 east to Euless -Bedford Road are
under contract and should be opened to traffic in late 1969 or early 1970.
On the segment from FM 157 east to SH 183, construction is under way on
the grading, drainage and structures.
In early 1970, the Department expects to go to contract on the through lanes
from Euless -Bedford Road to Spur 350 and on the through lanes and struc-
tures for Spur 350 (SH 121 to SH 183).
On the segment from Spur 350 to east of Grapevine, the route and location
study is all but complete. Public hearing should be held in early 1969 and
part of the project could go to contract (for grading, drainage and structures)
in 1969, which would be the north interchange to the Regional Airport.
SH 360 -- SH 183 south to 1-20
Public hearing on the route and geometries on the portion from the Trinity
River Bxidge south to I-.20 should be held either in December 1968 or
January 1969. The right-of-way money for this segment should be available
in the Spring of 1969.
Public hearing on the route and geometries on the segment from the Trinity
River Bridge north to SH 183 is scheduled to be held in the Spring of 1969.
The south interchange of the Regional Airport is in this segment.
