Does your Police Department normally operate with one or two man units? 100% of the organizations surveyed operate primarily under normal con- ditions with one man units. 4. Does your Police Department have a set of procedures that the officer uses in making an arrest? A. Yes - 50% B. Also, whenever a female is arrested, two officers will bring her to the station. Garland - all prisoners are to be searched and handcuffed. Mesquite - all prisoners are to be searched and handcuffed. 1). P. S. - a17. male prisoners are searcled before being placed in the car. Handcuffing is left to the discretion of the officer. Hurst • - male prisoners will be searched and handcuffed upon arrest. Female prisoners will have their purse and coat searched, after removal, will have their shoes removed, if high heels, and will be handcuffed. In all of the above, there is one exception to the procedure; that being if the officer knows the individual either by reputation or personally. The officer is then allowed to use his discretion as to the handcuffing. B. In the cities that no procedure is set forth, the officer is re- quired to use his own discretion'i.n handcuffing and searching as determined by the attitude of the prisoner, the safety of the prisoner, and the safety of the officer. 5. B. 33.3% of the cities currently not using any special apparatus are planning to propose the use of cages rind the removal of the inside door handles in the back seats in the nrxt -V�isca7. year. 6. When making an arrest, does the officer ever call for backup from another unit? Euless - always call for backup on any disturbance but not on a routine traffic violation, Richardson - officer calls for backup on all violations, Grand Prairie - dispatcher regulates backup and calls only if there is a warrant on the car that is stopped. Fort Worth - dispatcher regulates backup and calls only on disturbance. If the officer is•.having trouble with the prisoner on routine violations, he will call for backup. Arlington - backup is called in all situations except minor traffic violations. Garland - calls for backup in all situations Mesquite - call for backup on any disturbance, but not on routi.5i:. traffic violations. D.F.S. - For.other calls except routine violations, they delay arrest and contact either sheriff or local police for backup. Irving - the officer making the arrest calls for backup at his own discretion, Farmers Branch - calls for backup on all stops except routine traffic violations. Hurst - Backup is automatic except on routine traffic violations. It is coordinated by the individual officers and the field supervisor. When one patrol unit: makes an arrest of more than one person, will a back- up unit.be called? Euless - backup is called, but number of prisoners hauled per car is left to the discretion of the officer, September'9, 1968 . Page 4 Richardson - backup is called, however, they will haul more than one prisoner per car. They never haul an adult and teenager or male and female together unless they were arrested out of the same offense. Grand -Prairie - call backup, but usually haul more than one to a car with a police rider. Fort Worth - use paddy -wagon when available if not, will call backup. Arlington - will call backup, they try not to handle more than one prisoner per car. Garland - will call backup, they try not to•handle more than one prisoner per car, Mesquite - use backup when possible, if not possible, they will haul more than one.•prisoner per car, handcuffed. D.P.S. - when possible contact sheriff or local police. Irving - will call backup, they try not to haul more than one person per car. Farmers Branch - will call backup, they try not to haul more than one prisoner per car. Hurst - will call for backup, we try not to have more than one per .car. If only two cars available, they handcuff all prisoners in one car, take drivers gun and shot gun and. place in the other patrol car. The second officer will follow the loaded vehicle to the station. 8. Does the City operate with a reserve police force?
