INTRODUCTION
On September 23, 1950, voters incorporated the municipality of Euless. It was
abolished in an election on January 3, 1953. Then, on February 21, 1953, voters incorporated
the municipality again. Following is a time line of the incorporation, disincorporation (the
word commonly used for abolishing the corporation) and incorporation. Following the time line
are copies of pages from Tarrant County Commissioners' Court Minutes detailing the process,
plus copies of some pertinent newspaper articles. The newspaper articles are some that I have
had for a long time. I have not done an exhaustive search of newspapers for all articles about the
process. The time line is based 2& on the Commissioners' Court Minutes and the newspaper
articles that follow.

Auaust 307-In response to a petition presented to the Tarrant County Commissioners' Court by
22 Euless residents for an election to incorporate the "Town or Village of Euless", the Tarrant
County Judge orders an election to be held on September 23. (Tarrant County Commissioners'
Court Minutes, vol. 43, pp. 571-575.)

Anderson. [It was not until November 13, 1952, that County Commissioners' Court certified

April 3_-Euless' second municipal election is held (this is election day for most Texas
municipalities); with approval of the town aldermen, Mayor R. W. Fuller scratches his name
off the ballot after polls open; the election had been declared invalid by April 12 and a new
election ordered. (Fort Worth Star -Telegram, April 12, 1951.)
September --Mayor is Homer Fuller and Councilmen are Steve Huffman, Tracy Arnett, Comer
Horton, Albert Tillery and Troy Fuller; the City Council is negotiating with Wisenbacker, Fix &
Associates of Tyler for installation of a water system. (Fort Worth Star -Telegram, September,
1951.)
October 1--City Council grants Wisenbacker, Fix & Associates a thirty-year franchise to serve
Euless with water; city has option to purchase system six months after start of operation;
former Mayor R. W. Fuller has sold a water well to the water company. (Fort Worth Star -
Telegram, October 2, 1951.)
October 5--City Fire Chief Johnnie Edwards, also Euless School Superintendent, expresses
pride in new water system, which will improve the city's fire fighting ability. (Fort Worth
Star -Telegram, Evening, October 5, 1951.)
,tober 17--City Council has set tax rate of $1 per $100 valuation and tax statements will be
mailed out soon for the first time. (Fort Worth Star -Telegram, October 17, 1951.)
1952
Auaust 18--City Council discuses delinquent taxes of about $1,500, representing about 45% of
expected revenue. (Fort Worth Star -Telegram, August 15, 1952.)
November 13--County Commissioners' Court certifies election of city officials held on
November 11, 1950. (TCCCMinutes, 44:564-565; Fort Worth Star -Telegram, Morning,
December 3, 1952.)
December 3--A petition signed by Euless voters has been presented to the County
Commissioners' Court for an election to abolish the city; the tax rate is 75 cents per $100

December 10--In response to a petition presented to the County Commissioners' Court by 44
Euless voters for an election to abolish the incorporated "City of Euless," the County Judge

January 3--Election is held, with 43 votes in favor of abolishing the incorporated City of

February 4--Petition by Euless residents for an incorporation election is presented to County

February 6--In response to a petition presented to the County Commissioners' Court by 47
Euless residents for an election to incorporate the "Village of Euless", the County Judge orders

February 21--Election is held, with 59 votes in favor of incorporation and 27 against. (TCCC

of Title 2$, Chapber 11, of the Revised Civil Statutes of the State of Texas, I, Gus

the purpose of enabling the inhabitants of the Town of Euless, Texas, to determinh

to aforesaid petition, shall be incorporated under the laws of the State of Texas.

23rd, 1950, an election to decide the question of whether or not the aforesaid town

WHEREAS, the total votes cast were 67 and the majority of said total votes were
cast in favor of the proposition for the incorporation of the Town of Euless, Texas,
under the laws of the State of Texas, said vote being 48 for and 19 against.

clare that the town of Euless, Tarrant County, Texas, is, as a result of the aforesaid

Euless for the entry of a judgment nuno pro tuno certifying the results of an election
of city officials held in the schoolhouse in said City of Euless, Texan, on the llth
day of November, 1950.
It appearing to the .Court that said election was duly and properly held in the

Now comes the incorporated City of Euless, Tarrant County, Texas, by and through
its attorney of record, Walter E. Jordan, and hereby moved said Court to authorize the
County Clerk to enter on the minutes of said Court a judgment nuno pro tuno certifying
the election of a Mayor, Marshal and five Alderman of the City of Euless on November 11!

Euless is a munloipal corporation, incorporated under Chapter 11, Title 28 of the

1926 Revised Civil Statutes. Said City of Euless was incorporated at an election duly
authorized by thin Court on the 23rd day of September, 1950.
On the llth day of November, 1950, a duly authorized election of officers was held)
at the schoolhouse in the City of Euless, Texas, and the following officers were electel:
Mayor - R. W. Fuller, with 25 votes
Marshal - E. V. Anderson, with 29 votes
Aldermen:
C. A. Horton - 23 votes
S. W. Mille - 31 votes
A. E. Tillery - 26 votes
W. T. Arnett - 25 votes
G. L. Anderson - 23 votes
The aforesaid officers duly qualified as such, entered upon the duties of said offices j
immediately after the election and have continued to perform said duties.

A motion was made by Commissioner Wright, seconded by Commissioner Hinton and
sarried that all the proceedings of the Election for Abolishment of the Corporation of
the Town of Euless, Texas, be placed on the Minutes of the Commissioners' Court as re-
quested by County Judge, Gus Brown. Proceedings as follows:

ELECTION ORDER
On this the loth day of December, 1952, came on to be heard the petition of a
majority of the qualified resident property taxpayers and qualified voters of the in-
corporated City of $uless, Tarrant County, Texas; said petition filed hrein on the
let day of Deoember, 1952, praying that this Court and the County Judge order an also-
tion to be held in such incorporated City of the purpose of enabling the qualified
electors thereof to determine whether such corporation should be abolished; and it
appearing to the Court that such petition Is in due form and that the requisites of the
applicable laws of the State of Texas have been met, and that the nignatures on such
petition are the valid signatures of those named as petitioners, and that all of said
petitioners are qualified electors as that term is defined in Article 1242, Revised
Civil Statutes of Texas, and that said petition should be granted.
IT IS THEREFORE ORDERED, ADJUDGED AND DECREED that on the 3rd day of January,
1953, at First Methodist Church in the City of Euless, Tarrant County, Texas, an olec-
tion be held for the purpose of submitting the question of whether or not said corpor-
ation should be abolished and dissolved to a vote of the qualified electors of said in—
corporated City of Euless;
that on the aforesaid date and place voting polls be kept open between the hours of
7:00 A. M. and 7:00 P. M., and that only those persons who are qualified under the
terms of Article 1243, Revised Civil Statutos of Texas, be allowed to vote, said
article providing in substance as follows:
"All persons who are legally qualified voters of the State of Texas and
County of Tarrant, and are resident property taxpayers in the City of Euless, as
shown by the last assessment roll of such City of Euless, shall be entitled to vote
in such election.".

On this the 8th day of January, 1953, came on to be tabulated before me and by me,
the County Judge of Warrant County, Texas, the returns of a certain election hereto-
fore called to be held on the 3rd day of January, 1953, to enable the qualified propert
tax paying voters of the City of Euless to determine whether such corporation shall be
abolished; and it appearint to me upon counting such returns that 43 votes were cast
in favor of abolishment and 39 votes were oast against the proposition to abolish the
corporation and that such election carried in favor of such proposition to abolish the
incorporation by a majority of 4 votes;
IT 15, THEREFORE, ORDERED, ADJUDGED AND DECREED that the corporate existence of the'
incorporated town of Euless, Tarrant County, Texas, be, and the same is hereby abolished.

village of Euless, Texas, signed by James A. Puckett and Forty-six (46) other citizens
of the said proposed municipal corporation, was presented to me; and
WHEREAS, I, the County Judge of Tarrant County, Texas, have considered said petitic
with exhibits attached thereto and the Proof offered in connection therewith, and have
satisfied myself as to the truth of the statements in said petition contained; and
WHEREAS, upon proof obtained by me with respect to the matters in such petition,
and particularly the fact that the said Village of Euless, Texas, as deserived and
Identified. in said p6tition.and exhibits contains the required number of inhabitants
and is within the maximum area as by law provided; and.
