OF THE
EULESS CITY COUNCIL
Tuesday, October 22, 2024
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:30 p.m. on Tuesday, October 22, 2024, in the Precouncil Conference Room
at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Council
Members Tim Stinneford, Jeremy Tompkins, Eddie Price, and Perry Bynum. Mayor Pro
Tern Tika Paudel and Council Member Annabel Eads were not present due to scheduled
absences.
During the Precouncil meeting:
➢ Council Member Price advised that 6Stones held their Community Powered
Revitalization (CPR) event October 18 and 19, 2024, which was a huge success and
had over 700 volunteers participating across both days.
➢ Mayor Martin provided an update on her husband, Don Martin, and expressed her
appreciation to everyone for their prayers and well wishes.
➢ City Manager Loretta Getchell advised of several upcoming events:
• Trinity High School Homecoming Parade, Wednesday, October 23, 2024, 6 to
7 p.m., Midway Drive;
• 32nd Annual HEB Rotary Charitable Golf Tournament with honoree Mayor
Martin, Thursday, October 24, 2024, 8:30 a.m., Texas Star Golf Course;
• Woodie Woods Plumbing ribbon cutting, Thursday, October 24, 2024, 11:30
a.m., 1110 South Airport Circle, Suite 100;
• Halloween Trunk or Treat, Saturday, October 26, 2024, 4:30 to 7:30 p.m.,
Glade Parks;
• Household Hazardous Waste Collection (Crud Day) and Shred Day, Saturday,
November 2, 2024, 9 to 11 a.m., City Hall Complex; and
• Euless Citizen Police Academy Alumni Association BBQ fundraiser, Saturday,
November 2, 2024, 6 to 8:30 p.m., Euless Family Life Center.
➢ City Secretary/Chief Governance Officer Kim Sutter provided an update on the Euless
early voting location, including voter turnout and plans to address voter access in
preparation for the use of the aquatic center parking lot for the Trinity High School
homecoming parade. Additionally, she provided an update related to Council Member
Eads and the birth of her daughter.
➢ City Manager Loretta Getchell reviewed the regular agenda.
➢ Director of Parks and Community Services Duane Strawn presented a Parks and
Community Services update. He advised about senior center activities, park
maintenance, participation in the World's Largest Swim Lesson, aquatic park
attendance, 2024 Summer Camp highlights, the summer track program, and Hot Dog
Yoga participation. Additionally, he highlighted the recent Movie in the Park event

held Saturday, October 11, 2024, at Glade Parks, the Texas Jr. Anglers event held
Saturday, October 12, 2024, at Wilshire Park, and announced the following fall events:
• Pumpkin Splash, Friday, October 18, 2024, 6 p.m., Natatorium;
• Halloween Trunk or Treat, Saturday, October 26, 2024, 4:30 p.m., Glade Parks;
• Holiday at Glade Parks, Saturday, November 16, 2024, 6 p.m., Glade Parks;
• 30t" Annual Parade of Lights, Saturday, December 7, 2024, 6:30 p.m., Midway
Drive;
• Swim with Santa, Friday, December 13, 2024, 6 p.m., Natatorium; and
• Heritage Park Christmas, Saturday, December 14, 2024, 11 a.m. to 3 p.m.,
Heritage Park.
➢ Municipal Court Manager Claudia Quintero presented a Municipal Court update,
including case volume, use of text messaging for collecting payments, Texas Youth
Diversion and Early Intervention Program implementation, court construction update,
temporary relocation of staff during renovations, and Municipal Courts Week.
➢ Texas Star General Manager Glenda Hartsell -Shelton presented a Texas Star Golf
Course and Conference Centre update, including staff updates and activities for
Raven's Grille, the Conference Centre, and the Golf Pro Shop. Additionally, she
introduced the golf course maintenance team and outlined the various tasks
performed to ensure the golf course is the very best it can be.
➢ Director of Planning and Economic Development Michael Warrix presented a
Development update. He advised that as a result of recently passed legislation, the
authority to issue mobile food establishment permits has been granted to Tarrant
County. He stated that staff is considering establishing requirements to ensure the
safe operation of these establishments within the City.
City Manager Getchell advised that City Council consideration of Zoning Case No.
24-02-PD will be considered at a future meeting date.
➢ Director of Finance Janina Jewell presented a Financial report and advised that sales
tax collection for August was down 13 percent.
➢ City Manager Getchell advised of a change to the West Pipeline Road closure
schedule.
➢ Deputy City Manager Barker presented a Transportation update.
CLOSED SESSION
Although posted, no closed session was held.
Mayor Martin recessed the closed session at 6:42 p.m.

Council Member Tim Stinneford led the pledges of allegiance to the flags of the United

ITEM NO. 1. ANNOUNCED EMPLOYEE OF THE MONTH FOR NOVEMBER
2024
Mayor Martin announced Firefighter II/Paramedic Kyle McNeece as Employee of the
Month for November 2024.

ITEM NO. 2. PRESENTATION OF PROCLAMATION
Mayor Martin presented a proclamation proclaiming the week of November 4, 2024, as
Municipal Courts Week to Municipal Court Manager Claudia Quintero. Ms. Quintero was
accompanied by members of the Municipal Court staff.
ITEM NO. 3. ACKNOWLEDGEMENT OF CERTIFICATE OF ACHIEVEMENT
FOR EXCELLENCE IN FINANCIAL REPORTING AWARD
Director of Finance Janina Jewell announced that the Government Finance Officers
Association (GFOA) has awarded the City of Euless the Certificate of Recognition for
Excellence in Financial Reporting. Ms. Jewell presented the certificate to Mayor Martin
and advised that this is the 37th consecutive year the City of Euless has received this
honor.
Ms. Jewell recognized the entire Finance Department, including Kristine Ryan who was
present, for their efforts to achieve this recognition.
CONSENT AGENDA (items 4 and 5)
Mayor Martin asked Deputy City Manager Chris Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 4
and 5.
Council Member Tompkins seconded the motion.

ITEM NO. 4. AUTHORIZED ANNUAL SOFTWARE SUBSCRIPTION
Authorized an annual software subscription for INCODE Court Case Software with Tyler
Technologies, 5101 Tennyson Parkway, Plano, Texas, as approved in the FY2025
budget. The estimated expenditure is $72,759.

ITEM NO. 6. APPROVED REQUEST FOR TEMPORARY USE PERMIT NO. 24-
06-CC
Director of Planning and Economic Development Michael Warrix presented the item to
the City Council and advised that the applicant, 6Stones Mission Network, is seeking a
Temporary Use Permit to allow 20 temporary storage containers to be placed at 3232
West Euless Parkway. Mr. Warrix advised that the containers will be on -site from October
30, 2024 through December 16, 2024, and will be used to house various supplies for the
Night of Hope event.
Rachel Martinez, representing 6Stones Mission Network, was present to address any
questions regarding the item.
Council Member Price motioned to approve Temporary Use Permit No. 24-06-CC for the
placement of 20 temporary storage containers at 3232 West Euless Parkway from
October 30, 2024 through December 16, 2024.
Council Member Bynum seconded the motion.

ITEM NO. 7. APPROVED REQUEST FOR TEMPORARY USE PERMIT NO. 24-
07-CC
Director of Planning and Economic Development Warrix presented the item to the City
Council and advised that the applicant, Nepali Cultural and Spiritual Center (NCSC), is
seeking a Temporary Use Permit for a festival event to be held on the NCSC grounds.
Mr. Warrix reviewed the event layout, signage, security, and parking arrangements.
Additionally, he advised that the event will be held on Saturday, October 26, 2024, from
1:00 p.m. to 5:00 p.m., with attendance expected to range between 300 to 400 attendees.
Nilesh Shrestha, representing the Nepali Cultural and Spiritual Center, was present to
address any questions regarding the item.
Council Member Stinneford motioned to approve Temporary Use Permit No. 24-07-CC
for a festival event to be held at 1200 and 1212 Royal Parkway, on October 26, 2024,
from 1:00 p.m. to 5:00 p.m.
Council Member Bynum seconded the motion.
Ayes: Mayor Martin, Council Members Stinneford, Tompkins, Price, and Bynum

ITEM NO. 8. POSTPONED - AUTHORIZE THE CITY MANAGER TO
NEGOTIATE AND EXECUTE A CHAPTER 380 AGREEMENT BY
AND BETWEEN THE CITY OF EULESS, THE CITY OF BEDFORD,
AND H-E-B GROCERY COMPANY
Mayor Martin announced that staff has requested to postpone consideration of this item
to a future meeting date.
ITEM NO. 9. APPROVED SITE PLAN NO. 24-08-SP
Director of Planning and Economic Development Warrix presented the item to the City
Council and advised that the applicant is seeking approval for the construction of a
123,000 square foot H-E-B grocery store to be located at Glade Parks South Addition,
Block A, Lot 1, northwest corner of Rio Grande Boulevard and Cheek-Sparger Road. Mr.
Warrix reviewed the site access, parking, landscaping, lighting, building materials, and
elevations. The Planning and Zoning Commission considered the site plan at their regular
meeting on October 1, 2024, and voted 4-0-0 to recommend approval.
Joe LaCroix, representing Baird, Hampton, & Brown, was present to address any
questions regarding the item.
Council Member Stinneford motioned to approve Site Plan No. 24-08-SP for the
construction of a H-E-B grocery store at Glade Parks South Addition, Block A, Lot 1,
located on the northwest corner of Rio Grande Boulevard and Cheek-Sparger Road in
the Planned Development (PD) zoning district.
Council Member Bynum seconded the motion.
Ayes: Mayor Martin, Council Members Stinneford, Tompkins, Price, and Bynum
Nays: None
Mayor Martin declared the motion carried.

Mayor Martin advised that early voting has begun for the November 5, 2024 General
Election, and continues through Friday, November 1, 2024. The Euless Family Life
Senior Center serves as a polling location.
Additionally, she announced the following events:
• Halloween Trunk or Treat, Saturday, October 26, 2024, 4:30 to 7:30 p.m., Glade
Parks;
• Household Hazardous Waste Collection (Crud Day) and Shred Day, Saturday,
November 2, 2024, 9 to 11 a.m., City Hall Complex; and
• Euless Citizens Police Academy Alumni Association (ECPAAA) BBQ fundraiser,
Saturday, November 2, 2024, 6 to 8:30 p.m., Euless Family Life Center.
