HomeMy WebLinkAbout2024-11-05 P&Z MinutesCITY OF EULESS PLANNING AND ZONING COMMISSION November 5, 2024 MINUTES The pre -session meeting of the Planning and Zoning Commission was called to order by Chairman Eric Owens at 6:00 p.m. in the Pre -Council Conference Room of City Hall, 201 North Ector Drive. Those present included Chairman Eric Owens, Vice Chair LuAnn Portugal, Commission Members Curtis Brown, David Brown, RubyAnne Crites, Linda Eilenfeldt, and Katherine Flannery. During the Pre -Session Meeting: ➢ Assistant Director of Planning and Economic Development Lisa Payne reviewed agenda item number 2. PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of the Euless Planning and Zoning Commission was called to order by Chairman Owens at 6:31 p.m. in the Council Chambers at City Hall, 201 North Ector Drive. STAFF PRESENT Michael Warrix, Director of Planning and Economic Development Lisa Payne, Assistant Director of Planning and Economic Development David Pendley, Building Official Zachary Hall, Fire Inspector / Investigator Yvonne Garcia, Administrative Secretary of Planning and Economic Development VISITORS PRESENT Brittney Beall INVOCATION Commissioner D. Brown gave the invocation. THE PLEDGE OF ALLEGIANCE Commissioner Flannery led the pledge of allegiance. ITEM 1. APPROVED PLANNING AND ZONING COMISSION MINUTES Commissioner Flannery made a motion to approve the minutes of the regular meeting October 1, 2024. Commissioner Crites seconded the motion. The vote was as follows. Ayes: Chairman Owens Vice Chair Portugal, Commissioners C. Brown, D. Brown, Crites, Eilenfeldt, and Flannery Page 1 of 3 Planning and Zoning Commission Minutes Page 2 of 3 November 5, 2024 Nays: None Abstentions: None Chairmen Owens declared the motion carried. (7-0-0) ITEM 2. HELD A PUBLIC HEARING AND CONSIDERED A RECOMMENDATION FOR AN ORDINANCE FOR SPECIFIC USE PERMIT CASE NO. 24-14-SUP Chairman Owens opened up the public hearing at 6:32 p.m. Assistant Director of Planning and Economic Development Lisa Payne presented the case to the Planning and Zoning Commission and advised that the applicant, Brittney Beall, representing Urban Groomers, is requesting a new Specific Use Permit based on a business name and ownership change, for continued pet services at Glade Crossing Shopping Center, Block 1, Lot 1 R1 at 101 W Glade Road, Suite 201. Public hearing notification letters were mailed to all property owners within 200 feet of the subject property. To date, staff has received zero responses. Staff recommends approval of the Specific Use Permit, with the following conditions: a. The Specific Use Permit is tied to the business name, Urban Groomers; b. The Specific Use Permit is tied to the business owner, Urban Groomers, LLC; c. Animals shall be kept within clean and safe conditions; d. Animal vaccinations shall be kept within business records; and e. The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Brittney Beall, applicant, appeared and was available for questions. There were no proponents or opponents, and Chairman Owens closed the public hearing at 6:36 p.m. There were no questions or comments presented by the Commission. Vice Chair Portugal made a motion to recommend approval of Case No. 24-14-SUP for a Specific Use Permit for continued pet services at Glade Crossing Shopping Center, Block 1, Lot 1 R1 at 101 W. Glade Road, Suite 201 and consider recommendation for an Ordinance. Commissioner Crites seconded the motion. The vote was as follows. Ayes: Chairman Owens, Vice Chair Portugal, Commissioners: C. Brown, D. Brown, Crites, Eilenfeldt, and Flannery Nays: None Planning and Zoning Commission Minutes Page 3 of 3 November 5, 2024 Abstentions: None Chairman Owens declared the motion to recommend approval of Case No. 24-14-SUP carried.
