EULESS CITY COUNCIL
Tuesday, November 12, 2024
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:32 p.m. on Tuesday, November 12, 2024, in the Precouncil Conference Room
at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor
Pro Tern Tika Paudel, Council Members Tim Stinneford, Jeremy Tompkins, and Perry
Bynum. Council Members Eddie Price and Annabel Eads were not present due to
scheduled absences.
During the Precouncil meeting:
➢ Council Member Tompkins advised that the Household Hazardous Waste Collection
(Crud Day) and Shred Day was held Saturday, November 2, 2024, and was a very
successful event. Additionally, he expressed his appreciation to Assistant City
Manager Wes Rhodes for managing the event and to the volunteers and City staff for
their assistance during the event.
➢ Council Member Bynum, on behalf of John Deithloff, expressed his appreciation to
Fire Chief Chanc Bennett and the Euless Fire Department for their assistance in
response to a recent event.
➢ Mayor Martin advised that she attended the TIFA Chocolate and Gelato ribbon cutting
event on Sunday, November 10, 2024, at Glade Parks.
➢ City Manager Loretta Getchell advised of several upcoming events:
• Senior Holiday luncheon, Wednesday, November 13, 2024, 11 a.m. to 1 p.m.,
Euless Family Life Senior Center;
• Holiday at Glade Parks, Saturday, November 16, 2024, 6 to 9 p.m., Glade
Parks;
• Commissioner Gary Fickes' retirement celebration, Monday, November 18,
2024, 5:30 to 7:30 p.m., City of Hurst Conference Center; and
• Giving Machine ribbon cutting; Saturday, November 23, 2024, 10 a.m., Napolis
Italian Kitchen & Market, Grapevine.
➢ City Manager Getchell reviewed the regular agenda.
➢ City Secretary/Chief Governance Officer Kim Sutter presented an update related to
the Tarrant Appraisal District Board of Directors appointments. She advised that a
Resolution will be presented for City Council consideration to cast the City's votes at
the December 10, 2024 City Council meeting.

➢ Director of Information Services Scott Joyce presented an Information Services
update, including software integrations, fiber optic installation status, future projects,
and emerging technologies.
➢ Director of Parks and Community Services Duane Strawn presented a Facility Rentals
update, including the rental statistics for the Euless Family Life Center, outdoor
spaces, and the Aquatic Center.
➢ Library Director Sherry Knight presented a Library update. She reviewed the Fiscal
Year 2024 statistics, presented a recap of the events held, and highlighted the
upcoming events for the remainder of the year.
➢ Director of Finance Janina Jewell presented a Financial report. She advised that
sales tax collection for September 2024 was down one percent and down 7.4 percent
year-to-date, and car rental tax collection was up four percent over the same period
in the prior year and is up five percent year-to-date.
➢ Deputy City Manager Chris Barker presented a Capital Projects update, including the
status of the temporary animal shelter.
➢ Director of Public Works and Engineering Major Jones presented a Transportation
update. He advised that a request to install a proposed traffic signal at the intersection
of State Highway 10 and Dickey Drive will be submitted to the Texas Department of
Transportation (TxDOT) for the Highway Safety Improvement Program by the
November 15, 2024 deadline.
CLOSED SESSION
The City Council convened into closed session at 5:56 p.m. for deliberation regarding the
following:
Deliberate the appointment, employment, evaluation, reassignment, duties discipline, or
dismissal of a public officer or employee as authorized by Section 551.074 of the Texas
Government Code related to:
• Municipal Court Judge
The City Council reserves the right to adjourn into Closed Session at any time during the
course of this meeting to consult with its attorney regarding any of the matters listed on
the agenda, as authorized by Section 551.071 of the Texas Government Code.
Mayor Martin recessed the closed session at 6:40 p.m.

ITEM NO. 1. ADMINISTERED OATH OF OFFICE
City Manager Loretta Getchell administered the Oath of Office to Police Chief Gary
Landers. Chief Landers was accompanied by his wife, Jennifer Landers, daughters,
Lauren and Tori Landers, parents, Gary and Dena Landers, grandmother, Linda Cash,
and uncle, Mark Lucas Kelly.
ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS
Library Director Sherry Knight introduced Librarian Assistant Melissa Martinez. Melissa
was accompanied by family, Library Board member Barney Snitz, and members of the
Library Staff. Mayor Martin presented Melissa with a service pin commemorating her five
years of service with the City.

Fire Chief Chanc Bennett introduced Division Chief/Fire Marshal Drew Washington. Drew
was accompanied by his family and members of the Fire Department. Mayor Martin
presented Drew with a service pin commemorating his 10 years of service with the City.
Texas Star General Manager Glenda Hartsell -Shelton introduced Head Golf Professional
Dan Walden. Dan was accompanied by family. Mayor Martin presented Dan with a
service pin commemorating his 15 years of service with the City.
ITEM NO. 3. ACKNOWLEDGEMENT OF EXCELLENCE IN PROGRAMMING
AWARD
Director of Parks and Community Services Duane Strawn announced that the Cities of
Euless, Bedford, and Hurst were awarded the Excellence in Senior Programming award
from the Texas Recreation and Park Society for the planning of the Hurst -Euless -Bedford
Senior Games. Mr. Strawn recognized the Senior Center Staff for their hard work. Mr.
Strawn was accompanied by Aquatic/Senior Superintendent Richard Sharnsky, Senior
Center Supervisor Sonja Howard, Recreation Assistant Shelli Walsh, and Parks and
Leisure Services Board members Steve Doty and Zariyan Stark.
ITEM NO. 4. PRESENTATION OF CERTIFICATES TO FIRE PREVENTION
POSTER WINNERS
Fire Marshal Drew Washington gave a brief history of the Fire Safety Poster Contest and
introduced the grand prize winners for each grade level:
First Grade: Elion Muanza, South Euless Elementary
Second Grade: Emmalise Long-Gravens, Lakewood Elementary

Mayor Martin and Fire Chief Chanc Bennett presented each grand prize winner with a
certificate and the Fire Marshal staff presented each with a prize.

Mayor Martin asked Deputy City Manager Chris Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 5
through 13.

ITEM NO. 5. AUTHORIZED THE PURCHASE OF LIBRARY MATERIALS
Authorized the purchase of library print and multimedia materials from Ingram Library
Services, Inc., 1 Ingram Boulevard, La Vergne, Tennessee, through the Texas Smart Buy
Program. The estimated expenditure is $180,000.
ITEM NO. 6. APPROVED RESOLUTION NO. 24-1662
Approved Resolution No. 24-1662, designating the Police Chief as the authorized official
to act on the behalf of the City of Euless to apply for, accept, reject, alter, or terminate the
FY 2024 DJ — Edward Byrne Memorial Justice Assistance Grant Program. This resolution
is an update to the previous Resolution No. 23-1646.
ITEM NO. 7. AUTHORIZED CITY MANAGER TO EXECUTE AN ENGINEERING
DESIGN CONTRACT
Authorized the City Manager to execute an engineering design contract with Wier &
Associates, Inc, 2201 East Lamar Boulevard Suite 200E, Arlington, Texas, to design the
FY2025 Sanitary Sewer Rehabilitation Project for the replacement of wastewater mains
in the following areas:
• Phase I
o Between Mary Drive and Marlene Drive from Eastcliff Drive to Marlene Drive.

® Phase II
o Along Eastcliff Drive from Mary Drive to Tyler Avenue; and
0 607 to 805 Commerce Street.
® Phase III
o Between Tyler Avenue and Marlene Drive from Eastcliff Drive to Commerce
Street.
The estimated expenditure is $98,850.
ITEM NO. 8. AUTHORIZED CITY MANAGER TO EXECUTE AN
ARCHITECTURAL SERVICES CONTRACT
Authorized the City Manager to execute an architectural services contract with Williams
Tharp Architects, 509 Pecan Street, Fort Worth, Texas, for the design of the new restroom
facility at the Parks at Texas Star South as approved in the FY2025 Capital Improvements
Program (CIP) budget. The estimated expenditure is $57,500.
ITEM NO. 9. APPROVED AWARD OF BID NO. 002-25
Approved award of Bid No. 002-25 to Service First Janitorial, LLC, 1408 North Riverfront
Boulevard, Suite 207, Dallas, Texas, for janitorial services. The bid provides for an initial
one-year contract period with an option to renew for four additional one-year terms. The
estimated expenditure is $225,420.
ITEM NO. 10. APPROVED AWARD OF BID NO. 004-25
Approved award of Bid No. 004-25 to Pace Construction Services, 1904 Thornberry
Drive, Melissa, Texas, for the installation of a concrete split rail fence along Highland
Drive at the Parks at Texas Star North. The estimated expenditure is $99,500,
ITEM NO. 11. RATIFIED CITY MANAGER ACTION TO PURCHASE A POLICE
PATROL VEHICLE
Ratified City Manager action to purchase a replacement police patrol vehicle from Sam
Pack's Five Star Ford, 1635 South Interstate 35E, Carrollton, Texas, to replace a total -
loss vehicle. In accordance with Chapter 252.022 of the Texas Local Government Code,
this purchase is the result of unforeseen damage to public machinery and equipment, and
the procurement is necessary to protect the safety of the City's residents. The estimated
expenditure is $54,905.
ITEM NO. 12. AUTHORIZED THE PURCHASE OF NETWORK HARDWARE
AND SOFTWARE
Authorized the purchase of replacement networking hardware and software from Howard
Technology Solutions, 36 Howard Drive, Ellisville, Mississippi, through multiple state and

cooperative purchase contracts as approved in the FY2025 budget. The estimated
expenditure is $150,000.

ITEM NO. 14. APPROVED EXTENSION OF CONTRACT FOR MUNICIPAL
COURT JUDGE
Council Member Bynum motioned to approve the extension of the contract for Municipal
Cour'i Judge Lacy Britten for a one-year term to expire December 31, 2025.
Mayor Pro Tern Paudel seconded the motion.
