HomeMy WebLinkAbout2024-12-10MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, December 10, 2024 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, December 10, 2024, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Tika Paudel, Council Members Tim Stinneford, Jeremy Tompkins, Eddie Price, Perry Bynum, and Annabel Eads. During the Precouncil meeting: ➢ Council Member Eads expressed her appreciation for the thoughtful gift basket in celebration of the birth of her daughter. ➢ Mayor Pro Tern Paudel expressed his appreciation to the City staff for their consistently prompt responses to citizens' calls. Additionally, he advised that he and Indira will be ringing the bell on Saturday, December 21, 2024, to collect donations for the Salvation Army Mayoral Challenge. ➢ Council Member Price announced the birth of his granddaughter. ➢ City Manager Loretta Getchell advised of several upcoming events: • Christmas Caroling in the Courtyard, Thursday, December 12, 2024, 3 p.m., City Hall Courtyard; • Employee Christmas Party, Friday, December 13, 2024, 11 a.m. to 2:30 p.m., Euless Family Life Senior Center; • Swim with Santa, Friday, December 13, 2024, 6 p.m., Natatorium; • Salvation Army Mayoral Challenge, Saturday, December 14, 2024; 11:15 to 1:15 p.m., Kroger, 1060 North Main Street; • Heritage Park Christmas Celebration, Saturday, December 14, 2024, 11 a.m. to 3 p.m., Heritage Park; • Euless Tongan Committee Annual Christmas Pohiva, Sunday December 15, 2024, 6:30 p.m., Hurst Seventh -day Adventist Church; • Police Department swearing in ceremony, Monday, December 16, 2024, 1 p.m., City Hall; • Assistant City Manager Wes Rhodes' retirement reception, Wednesday, December 18, 2024, 2 to 4 p.m., Euless Family Life Senior Center; and • Happy early birthday to Council Member Bynum. ➢ City Manager Getchell reviewed the regular agenda. ➢ Risk Manager Connie Scott presented the proposed updates to the City's Americans with Disabilities Act (ADA) Transition Plan. She advised that the proposed plan will be presented for City Council consideration at the January 14, 2025 City Council meeting. Council Minutes Page 2 of 10 December 10, 2024 ➢ Police Chief Gary Landers introduced Detective Jason Bevers, Auto Theft Task Force, who addressed the City Council regarding the rise in auto thefts and shared tips for safeguarding vehicles. Detective Bevers responded to questions from Council and staff and distributed steering wheel locks provided by Ira Gabriel, Corporate and Marketing Senior Group Manager, Hyundai Motor America. Additionally, Police Chief Landers introduced Detectives Brandon Allison and George Paongo, Organized Retail Theft Task Force. Detectives Allison and Paongo presented a 2024 organized retail theft report, highlighting targeted businesses, retail theft blitz operation statistics, and arrest totals. ➢ Director of Public Works and Engineering Major Jones presented a Public Works update, including the Lead and Copper Rule Revision (LCRR) efforts, FY 2025 traffic signal upgrade project, high water detection system installation, FY 2019 street reconstruction, utility rehabilitation projects, and the North Main Street screen wall project. Additionally, he presented updates related to the Trinity High School engineering review, preconstruction meeting scheduled for H-E-B grocery store, and the Watercolor development. CLOSED SESSION The City Council convened into closed session at 6:38 p.m. for deliberation regarding the following: Concerning economic development as authorized by Section 551.087 of the Texas Government Code related to: • H-E-B Grocery Company — 380 Agreement Concerning personnel matter as authorized by Section 551.074 of the Texas Government Code related to: • City Manager Mayor Martin recessed the closed session at 6:44 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of the Euless City Council was called to order by Mayor Martin at 7:00 p.m. for consideration of scheduled items. PLEDGES OF ALLEGIANCE Council Member Eddie Price led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR JANUARY 2025 Director of Parks and Community Services Duane Strawn introduced Athletic Coordinator Danielle "Dani" Franklin. Dani was accompanied by family and members of the Parks and Community Services Department. Mayor Martin presented Dani with a plaque commemorating her selection as Employee of the Month for January 2025. ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS Police Officer Jaden Ware was not present to receive his service pin commemorating his five years of service with the City. Police Chief Gary Landers introduced Emergency Management Coordinator Suzanne Hendrickson. Suzanne was. accompanied by members of the Police Department. Mayor Martin presented Suzanne with a service pin commemorating her 20 years of service with the City. Council Minutes Page 4 of 10 December 10, 2024 Police Chief Gary Landers introduced Public Service Officer Alisha Johnson. Alisha was accompanied by family and members of the Police Department. Alisha will receive a service pin and clock commemorating her twenty-five years of service with the City. CONSENT AGENDA (items 3 through 10) Mayor Martin asked Deputy City Manager Chris Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 3 through 10. Council Member Tompkins seconded the motion. APPROVED A CHANGE ORDER TO THE FY23 SANITARY SEWER REHABILITATION PROJECT Approved a change order to the FY23 Sanitary Sewer Rehabilitation Project with Douglas Dailey Construction, LLC., 2005 Bluff Springs Road, Farris, Texas, to facilitate the replacement of sanitary sewer mains located in South Main Street from West Alexander Lane to Jean Lane as part of the FY2025 budget. The estimated expenditure is $267,793. ITEM NO. 4. AUTHORIZED THE PURCHASE OF TRAFFIC SIGNAL CABINETS AND DEVICES Authorized the purchase of traffic signal cabinets, school zone timers, and backup units from Paradigm Traffic Systems, Inc., 2201 East Division Street, Arlington, Texas, through the Texas BuyBoard Purchasing Cooperative as approved in the FY2025 budget. The estimated expenditure is $105,700. ITEM NO. 5. AUTHORIZED THE PURCHASE OF VIDEO DETECTION AND TRAFFIC SIGNAL UPGRADE MATERIALS Authorized the purchase of video detection and traffic signal upgrade materials from Iteris, Inc., 1700 Carnegie Avenue, Suite 100, Santa Ana, California, through the Texas BuyBoard Purchasing Cooperative as approved in the FY2025 budget. The estimated expenditure is $94,102. Council Minutes Page 5 of 10 December 10, 2024 ITEM NO. 6. APPROVED AWARD OF BID NO. 007-24 Approved award of Bid No. 007-24 to Artistic Painting Company, 2477 Doreen Street, Grand Prairie, Texas, for the exterior painting of the Children's Health — Dallas Stars Center. The estimated expenditure is $59,768. ITEM NO. 7. APPROVED AWARD OF REQUEST FOR PROPOSAL NO. 003-25 AND AUTHORIZED CITY MANAGER TO EXECUTE A CONTRACT Approved award of Request for Proposal (RFP) No. 003-25 and authorized the City Manager to execute a contract for Emergency Medical Services (EMS) billing and EMS report writing services with Emergicon Emergency Medical Billing and Emergifire Emergency Response Billing, 98 State Highway 205, Terrell, Texas. ITEM NO. 8. APPROVED RENEWAL OF HEALTH ASSESSMENT SERVICES Approved the renewal of health assessment services from Front -Line Mobile Health through the Interlocal Agreement with the City of Arlington. The initial term of the contract was May 14, 2024 through November 30, 2024, with the option of two one-year renewals. This request is to exercise the first of two one-year renewal options. The term of the renewal will be from December 1, 2024 through November 30, 2025. The estimated expenditure is $95,000. ITEM NO. 9. ACCEPTED THE CAPITAL IMPROVEMENTS ADVISORY COMMITTEE SEMI-ANNUAL REPORT Accepted the Capital Improvements Advisory Committee (CIAC) Semi -Annual Report for the period of April 1, 2024 through September 30, 2024. ITEM NO. 10. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of November 26, 2024. REGULAR AGENDA ITEM NO. 11. HELD PUBLIC HEARING AND APPROVED RESOLUTION NO. 24-1663 Mayor Martin opened the public hearing at 7:20 p.m. Director of Planning and Economic Development Michael Warrix presented the item to the City Council and advised that pursuant to the Property Redevelopment and Tax Abatement Act, codified as Chapter 312 of the Texas Tax Code, the City of Euless has adopted a Tax Abatement Policy which is effective for two years from the date of adoption. The current policy, adopted on December 13, 2022, needs to be renewed in order for the City to be able to participate in future tax abatement agreements. The proposed Council Minutes Page 6 of 10 December 10, 2024 resolution adopts a renewed Tax Abatement Policy and no changes are recommended by staff to the guidelines that were previously adopted. Mayor Martin asked to hear from any proponents followed by opponents of the case. There being none, Mayor Martin closed the public hearing at 7:21 p.m. Council Member Price motioned to approve Resolution No. 24-1663, renewing adoption of a Tax Abatement Policy. Mayor Pro Tem Paudel seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. ITEM NO. 12. APPROVED TEMPORARY USE PERMIT NO. 24-08-CC Director of Planning and Economic Development Warrix presented the item to the City Council and advised that the applicant, 6Stones Mission Network, is seeking a Temporary Use Permit for a drive -through mobile food pantry to be held at Central Junior High School, Block A, Lot 1 R, 3191 West Pipeline Road. The pantry will be held on Saturday, December 14, 2024, from 9:30 a.m. to Noon, with set-up beginning at 7 a.m. and take- down completed by 1 p.m. Mr. Warrix also reviewed the site layout, site access, and parking arrangement. Teresa Grady, Chief Operating Officer, 6Stones Mission Network, was present to address any questions. Council Member Price motioned to approve Temporary Use Permit No. 24-08-CC for a drive -through mobile food pantry to be held at Central Junior High School, Block A, Lot 1 R, 3191 West Pipeline Road, on Saturday, December 14, 2024. Council Member Eads seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. HELD A PUBLIC HEARING REGARDING SPECIFIC USE PERMIT CASE NO. 23-01-SUP AND APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2413 Mayor Martin opened the public hearing at 7:24 p.m. Director of Planning and Economic Development Warrix presented the case to the City Council and advised that the applicant is seeking a Specific Use Permit (SUP) for a place of worship to be located at 183 Addition, Block 1, Lot 2R2, 833 West Euless Boulevard. The Planning and Zoning Commission held a public hearing on November 19, 2024, and voted 7-0-0 to recommend approval of the SUP with the following conditions: 1. The Specific Use Permit is tied to the business name, Daai Christian Church; 2. The Specific Use Permit is tied to the business owner, Daniel Ling Paing; 3. The parking lot to the west of the building shall be inspected and approved by the City of Euless before the church receives a Certificate of Occupancy; 4. All requirements of the Fire Marshal and Building Official shall be inspected and approved before the church receives a Certificate of Occupancy; and 5. The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Daniel Ling Paing, representing Daai Christian Church, was present to address any questions regarding the case. Mayor Martin asked to hear from any proponents followed by opponents of the case. There being none, Mayor Martin closed the public hearing at 7:27 p.m. Council Member Tompkins motioned to approve Ordinance No. 2413, authorizing the issuance of a Specific Use Permit for a place of worship to be located at 183 Addition, Block 1, Lot 2R2, 833 West Euless Boulevard, in the Texas Highway 10 Multi -Use (TX- 10) zoning district with the conditions presented and recommended by the Planning and Zoning Commission. Council Member Stinneford seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. ITEM NO. 14. HELD A PUBLIC HEARING REGARDING SPECIFIC USE PERMIT CASE NO. 24-15-SUP AND APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2414 Mayor Martin opened the public hearing at 7:28 p.m. Council Minutes Page 8 of 10 December 10, 2024 Director of Planning and Economic Development Warrix presented the case to the City Council and advised that the applicant is seeking a Specific Use Permit (SUP) for the continuation of a hotel located at Belchase Addition, Block A, Lot 2, 901 West Airport Freeway. The Planning and Zoning Commission held a public hearing on November 19, 2024, and voted 7-0-0 to recommend approval of the SUP with the following conditions: 1. The Specific Use Permit is tied to the business name, Regency Inn & Suites; 2. The Specific Use Permit is tied to the business owner, Khodiyar Lodging, LLC; 3. The hotel will be maintained in accordance with the City of Euless Property Maintenance Code and inspected by the City of Euless based on applicable provisions of the Property Maintenance Code and International Building Code. Information about hotel inspection standards is provided to the owner and operator; and 4. The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Ankur Patel, representing Khodiyar Lodging, LLC, was present to address any questions regarding the case. Mayor Martin asked to hear from any proponents followed by opponents of the case. There being none, Mayor Martin closed the public hearing at 7:30 p.m. In response to questions from Council Members Tompkins and Bynum, Mr. Patel stated that they are currently working with a landscaping company to begin improvements to the property's landscaping and are considering future plans for potential improvements to the building's exterior. Additionally, he noted that a security company has been hired to develop a plan for improving nighttime security, and that a second nighttime clerk has been hired. Mayor Pro Tern Paudel motioned to approve Ordinance No. 2414, authorizing the issuance of a Specific Use Permit for continued operation of a hotel located at Belchase Addition, Block A, Lot 2, 901 West Airport Freeway, in the Community Business (C-2) zoning district with the conditions presented and recommended by the Planning and Zoning Commission. Council Member Eads seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. Council Minutes Page 9 of 10 December 10, 2024 ITEM NO. 15. APPROVED RESOLUTION NO. 24-1664 Mayor Martin presented the item and recognized Eric Crile's request to speak before the City Council. Eric Crile, 11325 Gale Ridge Terrace, Fort Worth, Texas, addressed the City Council regarding his nomination for the Tarrant Appraisal District Board of Directors. Council Member Stinneford motioned to approve Resolution No. 24-1664, casting 28 votes for Fred Campos, to serve as a Director on the Tarrant Appraisal District Board of Directors for a term beginning January 1, 2025. Council Member Bynum seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. ITEM NO. 17. ACKNOWLEDGED AND APPROVED APPOINTMENT OF BOARD OF DIRECTORS FOR TAX INCREMENT REINVESTMENT ZONE NUMBER THREE Council Member Tompkins motioned to appoint the following members to serve on the Board of Directors of the Tax Increment Reinvestment Zone (TIRZ) Number Three for terms expiring January 1, 2027: Mayor Linda Martin Mayor Pro Tern Tika Paudel Council Member Tim Stinneford Council Member Eddie Price Shannon Fletcher representing the Tarrant County Hospital District Pamela Anglin representing the Tarrant County College District Kathryn Rofter or designee as confirmed by the Tarrant County Commissioner Court Council Member Stinneford seconded the motion. REPORTS Citv Manaaer City Manager Loretta Getchell announced her retirement, effective January 31, 2025.
