HomeMy WebLinkAbout2025-01-14MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, January 14, 2025 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, January 14, 2025, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Tika Paudel, Council Members Tim Stinneford, Jeremy Tompkins, Eddie Price, Perry Bynum, and Annabel Eads. During the Precouncil meeting: ➢ Mayor Martin expressed her appreciation to Mayor Pro Tern Paudel for assisting her in collecting donations for the Salvation Army Mayoral Challenge. ➢ City Secretary/Chief Governance Officer Kim Sutter announced that the City Council candidate filing period opens Wednesday, January 15, 2025, 8 a.m. and runs through Friday, February 14, 2025, 5 p.m. ➢ City Manager Loretta Getchell advised of several upcoming events: • Temporary Animal Shelter is operational at 201 West Euless Boulevard; • Annual Town Hall Meeting, Thursday, January 16, 2025, 7 p.m., City Hall; • Euless Family Life Senior Center Open House; Friday, January 17, 2025, 9 a.m. to Noon; • Volunteer of the Year nominations deadline, Tuesday, January 21, 2025; • Fire Department Awards Dinner, Saturday, February 1, 2025, 7 p.m., Texas Star Conference Centre; and • Happy early birthday to Council Member Tompkins and City Attorney Wayne Olson. ➢ City Manager Getchell reviewed the regular agenda. ➢ Director of Parks and Community Services Duane Strawn introduced Philip Neeley, Senior Engagement Manager, Dunaway Associates, L.P., and Anita Beard, Associate Principal and Landscape Architect, Dunaway Associates, L.P. Ms. Beard and Mr. Neeley presented the Parks, Recreation, and Open Space Master Plan update, including the two phases of the development plan and the priority rankings based on citizen survey results, public open houses, and Parks Board and staff input. Additionally, they presented an action plan, including priority rankings of the improvements/amenities. ➢ Director of Planning and Economic Development Michael Warrix presented a Mobile Food Vendor update. He advised that a vendor has been operating from a vacant lot, which is not permitted without City Council approval. Council Minutes Page 2 of 8 January 14, 2025 ➢ City Manager Getchell introduced and welcomed Assistant City Manager Steven Viera who joined the City staff in December 2024. ➢ Deputy City Manager Chris Barker presented an Oncor Franchise renewal update, and advised that an Ordinance will be presented to the City Council for its first reading at the January 28, 2025 meeting. ➢ Director of Finance Janina Jewell presented a Finance update. She advised that sales tax collection for November 2024 was up nine percent and up 3.8 percent year- to-date, and car rental tax collection was up two percent over the same period in the prior year and is up three percent year-to-date. ➢ Deputy City Manager Barker advised that the City was notified of a change in the eligible block groups for the Community Development Block Granting funding. With the change, staff will be reviewing and identifying utility projects eligible for funding and the five-year plan will need to be amended. He advised that a briefing will be presented at the January 28, 2025 meeting. CLOSED SESSION The City Council convened into closed session at 6:03 p.m. for deliberation regarding the following: Concerning personnel matters as authorized by Section 551.074 of the Texas Government Code related to: • City Manager • City Secretary Mayor Martin recessed the closed session at 6:33 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of the Euless City Council was called to order by Mayor Martin at 7:00 p.m. for consideration of scheduled items. PLEDGES OF ALLEGIANCE Council Member Jeremy Tompkins led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE YEAR FOR 2024 City Manager Loretta Getchell introduced Executive Secretary Stacy Rodriguez -Duke. Stacy was accompanied by family and City staff members. Mayor Martin presented Stacy with a plaque commemorating her selection as Employee of the Year for 2024. ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS Police Chief Gary Landers introduced Dispatcher Beronica Fullbright. Beronica was accompanied by family and members of the Police Department. Mayor Martin presented Beronica with a service pin commemorating her five years of service with the City. Police Chief Gary Landers introduced Patrol Secretary Kathy Bowden. Kathy was accompanied by family and members of the Police Department, Mayor Martin presented Kathy with a service pin commemorating her 15 years of service with the City. Director of Public Works and Engineering Major Jones introduced Animal Services Officer 11 Jared Kraft. Jared was accompanied by family and members of the Animal Services Council Minutes Page 4 of 8 January 14, 2025 Department. Mayor Martin presented Jared with a service pin commemorating his 20 years of service with the City. Police Chief Gary Landers introduced Inspector I Brigitte McClay. Brigitte was accompanied by family, members of the Police Department, and the Code Compliance Division. Mayor Martin presented Brigitte with a service pin commemorating her 20 years of service with the City. Police Chief Gary Landers introduced Police Sergeant Jermaine Montgomery. Jermaine was accompanied by family and members of the Police Department. Mayor Martin presented Jermaine with a service pin and clock commemorating his 25 years of service with the City. Police Chief Gary Landers introduced Police Captain Brenda Alvarado. Brenda was accompanied by family and members of the Police and Fire Departments. Mayor Martin presented Brenda with a service pin and clock commemorating her 25 years of service with the City. Texas Star General Manager Glenda Hartsell -Shelton introduced Golf Superintendent Scott Boven. Mayor Martin presented Scott with a service pin and clock commemorating his 25 years of service with the City. CONSENT AGENDA (items 3 through 5) Mayor Martin asked Deputy City Manager Chris Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 3 through 5. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. ITEM NO. 3. AUTHORIZED THE PURCHASE OF RIFLES AND ACCESSORIES Authorized the purchase of 80 rifles and accessories from SIONICS Weapon System, 4639 East 1st Street, Tucson, Arizona. The estimated expenditure is $237,252, ITEM NO. 4. APPROVED A JOB ORDER CONTRACT Approved a Job Order Contract for the replacement of 11 HVAC roof top units (RTU) for the Harold Samuels Finance Building with Payne Mechanical Services, 4116 South Council Minutes Page 5 of 8 January 14, 2025 Carrier Parkway, Suite 280 PMB794, Grand Prairie, Texas, through The Interlocal Purchasing System (TIPS) as approved in the FY2025 budget. The estimated expenditure is $140,549. ITEM NO. 5. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the special called meeting of December 9, 2024 and the regular meeting of December 10, 2024. REGULAR AGENDA ITEM NO. 6. APPROVED RESOLUTION NO. 25-1668 Council Member Tompkins motioned to approve Resolution No. 25-1668, calling a General Election on May 3, 2025, for the offices of City Council Members Place One and Place Three and authorizing a contract with Tarrant County to furnish election services and equipment. Council Member Bynum seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. ITEM NO. 7. APPROVED RESOLUTION NO. 25-1669 City Secretary/Chief Governance Officer Kim Sutter presented the item to the City Council and advised that the Fort Worth Star Telegram (FWST) has served as the City's official newspaper since April 1998, and that as of October 7, 2024, has reduced the printing schedule from seven days to three days per week which has impacted the City's standard operations as it relates to the publication of public notices. She advised that with the approval of the Resolution, the Commercial Record will be designated as the newspaper of record, with a five day a week print schedule. Council Member Price motioned to approve Resolution No. 25-1669, designating the Commercial Recorder as the official newspaper of record for the City of Euless. Council Member Eads seconded the motion. ITEM NO. 8. APPROVED THE REVISED CITY OF EULESS AMERICANS WITH DISABILITY ACT (ADA) TRANSITION PLAN Risk Manager Connie Scott presented the item to the City Council and advised that the revisions to the Americans with Disabilities Act (ADA) Transition Plan identifies items that have been completed during the past year and reflects changes and additional items that have been identified. Mayor Pro Tern Paudel motioned to approve the revised City of Euless Americans with Disabilities Act (ADA) Transition Plan. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. ITEM NO. 9. APPROVED EXTENSION OF CONTRACT FOR CITY SECRETARY Council Member Bynum motioned to approve the extension of the City Secretary's contract to January 31, 2027. Council Member Stinneford seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. ITEM NO. 10. ACCEPTED THE RETIREMENT OF CITY MANAGER LORETTA GETCHELL Council Member Bynum motioned to accept the retirement of City Manager Loretta Getchell effective January 31, 2025. Council Member Price seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Council Minutes Page 7 of 8 January 14, 2025 Nays: None Mayor Martin declared the motion carried. Mayor Martin stated that City Manager Getchell has done an incredible job over the years, and wished her well in her retirement and with spending time with her family. ITEM NO. 11m APPROVED APPOINTMENT OF CITY MANAGER AND APPROVAL OF CITY MANAGER'S CONTRACT Council Member Stinneford motioned to appoint Chris Barker as City Manager effective February 1, 2025, and approve a contract for the City Manager through January 31, 2027. Ulayor Pro Tern Paudel seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. Mayor Martin expressed her congratulations to Chris Barker and stated that she is confident in his abilities to do a fabulous job. ITEM NO. 12. PUBLIC COMMENTS Charlie Miller, 608 Creekside Drive, Euless, expressed his appreciation to retiring City Manager Loretta Getchell for her years of service with the City and stated that she will be greatly missed. ITEM NO. 13. REPORTS Citv Manager City Manager Getchell expressed her gratitude to Mr. Miller for his kind words. Additionally, she congratulated Deputy City Manager Chris Barker on his appointment as the new City Manager and expressed her confidence in a seamless transition. Citv Attorney No report given.
