HomeMy WebLinkAbout2025-01-28MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, January 28, 2025 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, January 28, 2025, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Tika Paudel, Council Members Tim Stinneford, Jeremy Tompkins, Eddie Price, Perry Bynum, and Annabel Eads. During the Precouncil meeting: ➢ Council Member Tompkins expressed his appreciation to staff for a successful Town Hall Meeting. ➢ Mayor Martin congratulated Assistant Police Chief Brenda Alvarado on her recent promotion. ➢ City Secretary/Chief Governance Officer Kim Sutter provided an update related to the City Council candidate filing. ➢ City Manager Loretta Getchell advised of several upcoming events: • City Manager Loretta Getchell retirement reception, Friday, January 31, 2025, 1:30 p.m., Texas Star Conference Centre; • Fire Department Awards Banquet, Saturday, February 1, 2025, 7 p.m., Texas Star Conference Centre; and • Daddy/Daughter Valentine's Dance, Friday, February 7, 2025, 6:30 p.m., Texas Star Conference Centre. ➢ City Manager Getchell reviewed the regular agenda. ➢ Director of Public Works and Engineering Major Jones presented a Community Development Block Grant (CDBG) Program update. He advised the estimated allocation is $301,000 for the 51 st year, and the proposed project is to replace 990 feet of wastewater line on Milam Drive. An item will be presented for consideration at the February 11, 2025, City Council meeting. ➢ Fire Chief Chanc Bennett presented a Fire Department update, including total incidents by year (2020 through 2024), by district, and by unit, fire incident types for 2024, personnel anniversaries and upcoming retirements, and Fire Marshal's office statistics, including community outreach and educational events. ➢ Assistant Police Chief Brenda Alvarado presented a Code Enforcement update, including Primary Maintenance Inspections (PMI), Housing and Structure Board Council Minutes Page 2 of 6 January 28, 2025 cases, health inspections, rooming and boarding houses, residential and commercial code cases, outdoor storage, and short-term rentals. Council Member Tompkins inquired if the residents receive periodic status updates on cases. Staff advised that status updates are not sent proactively and advised that residents can request a status update at any time. ➢ Director of Planning and Economic Development Michael Warrix presented a Development update, including commercial and residential construction. ➢ Director of Finance Janina Jewell presented a Financial report for the period ending December 31, 2024. ➢ Director of Public Works and Engineering Jones presented a Capital Projects update and advised that the West Pipeline Road project will be ready to switch traffic Wednesday, February 5, 2025, and the Harwood Road project is expected to be completed Spring 2026. CLOSED SESSION Although posted, no closed session was held. Mayor Martin recessed the precouncil meeting at 6:34 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of the Euless City Council was called to order by Mayor Martin at 7:00 p.m. for consideration of scheduled items. PLEDGES OF ALLEGIANCE Council Member Eddie Price led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR FEBRUARY 2025 Police Chief Gary Landers introduced Lead Public Service Officer Jordan Scoggins. Jordan was accompanied by family and members of the Police Department. Mayor Martin presented Jordan with a plaque commemorating his selection as Employee of the Month for February 2025. ITEM NO. 2. PRESENTATION OF PROCLAMATION Mayor Martin and the City Council accompanied Loretta Getchell as Council Member Stinneford presented the proclamation recognizing her 27 years of service with the City. ITEM NO. 3. PRESENTATION OF QUARTERLY FINANCIAL REPORT FOR PERIOD ENDING DECEMBER 31, 2024 Finance Director Janina Jewell presented the quarterly financial report for the period ending December 31, 2024. CONSENT AGENDA (items 4 throuph 9) Mayor Martin asked Deputy City Manager Chris Barker to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 4 through 9. Council Member Tompkins seconded the motion. ITEM NO. 4. AUTHORIZED PURCHASE OF POLICE PATROL VEHICLES Authorized the purchase of two police patrol vehicles from Grapevine Dodge Chrysler Jeep, 2601 William D. Tate Avenue, Grapevine, Texas, through the BuyBoard Purchasing Cooperative Program. The estimated expenditure is $96,386. ITEM NO. 5. APPROVED RESOLUTION NO. 25-1665 Approved Resolution No. 25-1665, updating the City representatives who are authorized to perform activities associated with the City's investment accounts at TexPool. ITEM NO. 6. APPROVED RESOLUTION NO. 25-1666 Approved Resolution No. 25-1666, updating the City representatives who are authorized to preform activities associated with the City's investment accounts at TexSTAR. ITEM NO. 7. ACKNOWLEDGED RECEIPT OF FY2024 ANNUAL INVESTMENT REPORT Acknowledged receipt of FY2024 Annual Investment Report in accordance with Chapter 2256 of the Texas Local Government Code, ITEM NO. 8. APPROVED RESOLUTION NO. 25-1667 Approved Resolution No. 25-1667, approving the City's Investment Policy for all funds invested for the City of Euless. ITEM NO. 9. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the special called meeting of January 13, 2025 and the precouncil and regular meeting of January 14, 2025. REGULAR AGENDA ITEM NO. 10. HELD A PUBLIC HEARING AND APPROVED FIRST READING OF ORDINANCE NO. 2415 Mayor Martin opened the public hearing at 7:23 p.m. Council Minutes Page 5 of 6 January 28, 2025 Tiffany Richmond, Senior Customer Service Executive Area Manager, Oncor Electric Delivery Company, and Daniel Talamantez, Regulatory Manager, Oncor Electric Delivery Company, were present to address any questions regarding the item. Mayor Martin asked to hear from any proponents followed by opponents of the case. There being none, Mayor Martin closed the public hearing at 7:23 p.m. Council Member Price motioned to approve the first reading of Ordinance No. 2415, granting Oncor Electric Delivery Company LLC, its successors and assigns, a non- exclusive Franchise to use public rights -of -way of the City of Euless for the purposes of construction and operating an electric distribution and transmission system for a period of 20 years. Council Member Bynum seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, Bynum, and Eads Nays: None Mayor Martin declared the motion carried. ITEM NO. 11. PUBLIC COMMENTS No public comments. ITEM NO. 12. REPORTS Cite Manager City Manager Loretta Getchell expressed her appreciation to everyone for the kind words as she prepares for retirement. Additionally, she stated that she is leaving the City in excellent hands with the newly appointed City Manager Chris Barker, Assistant City Manager Steven Viera, and the strong team of Directors. Citv Attornev No report given. Citv Council Council Member Bynum expressed his appreciation to City Manager Getchell for her leadership and commended her efforts in making employees feel valued. Council Member Tompkins congratulated City Manager Getchell for a job well done and wished her well in her retirement. Council Minutes Page 6 of 6 January 28, 2025 Mayor Pro Tern Paudel expressed his appreciation to City Manager Getchell for making him feel welcomed and for her support in helping him settle into his role when he was newly appointed as a Council Member. Council Members Stinneford expressed how much City Manager Getchell will be missed and added Dorothy's quote to Scarecrow from The Wizard of OZ, "I think I'll miss you most of all". Council Member Price expressed his appreciation to City Manager Getchell for her grace in leadership and wished her the best. Council Member Eads expressed that as the newest member to the Council it is clear that City Manager Getchell is highly respected and will be missed. Mayor Martin expressed her appreciation to City Manager Getchell for her service with the City and for the strong team she built with Deputy City Manager Chris Barker. She also shared her confidence for a smooth transition. ITEM NO. 13.
