Those present included Chairman Eric Owens, Vice Chair LuAnn Portugal, Commission Members Curtis Brown, David Brown, RubyAnne Crites, Linda Eilenfeldt, and Katherine Flannery. During the Pre -Session Meeting: ➢ Assistant Director of Planning and Economic Development Lisa Payne reviewed agenda items number 2 and number 3. PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of the Euless Planning and Zoning Commission was called to order by Chairman Owens at 6:30 p.m. in the Council Chambers at City Hall, 201 North Ector Drive. THE PLEDGE OF ALLEGIANCE Commissioner Eilenfeldt led the pledge of allegiance. ITEM 1. APPROVED PLANNING AND ZONING COMISSION MINUTES Commissioner Cites made a motion to approve the minutes of the regular meeting November 5, 2024. Commissioner Flannery seconded the motion. The vote was as follows. Ayes: Chairman Owens, Vice Chair Portugal, Commissioners C. Brown, D. (7-0-0) ITEM 2. HELD A PUBLIC HEARING AND CONSIDERED A RECOMMENDATION FOR AN ORDINANCE FOR SPECIFIC USE PERMIT CASE NO. 23-01-SUP Chairman Owens opened up the public hearing at 6:32 p.m. Assistant Director of Planning and Economic Development Lisa Payne presented the case to the Planning and Zoning Commission and advised that the applicant, Daniel Ling Paing, representing Daai Christian Church, is requesting a Specific Use Permit for a place of worship at 183 Addition, Block 1, Lot 2R2 at 833 West Euless Boulevard. Public hearing notification letters were mailed to all property owners within 200 feet of the subject property. To date, staff has received zero responses. Staff recommends approval of the Specific Use Permit, with the following conditions: a. The Specific Use Permit is tied to the business name, Daai Christian Church; b. The Specific Use Permit is tied to the business owner, Daniel Ling Paing; c. The parking lot to the west of the building shall be inspected and approved by the City of Euless before the church receives a Certificate of Occupancy; d. All requirements of the Fire Marshal and Building Official shall be inspected and approved before the church receives a Certificate of Occupancy; and e. The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Daniel Ling Paing, applicant, appeared and was available for questions. There were no proponents or opponents, and Chairman Owens closed the public hearing at 6:35 p.m. Vice Chair Portugal asked if applicant understood the stipulations and requirements of this case. Mr. Paing answered that he does. There were no further questions or comments presented by the Commission. Vice Chair Portugal made a motion to recommend approval of Case No. 23-01-SUP for a Specific Use Permit for a place of worship at 183 Addition, Block 1, Lot 2R2 at 833 West Euless Boulevard in the Texas Highway 10 Multi -Use (TX-10) zoning district and consider recommendation for an Ordinance. HELD A PUBLIC HEARING AND CONSIDERED A RECOMMENDATION FOR AN ORDINANCE FOR SPECIFIC USE PERMIT CASE NO. 24-15-SUP Chairman Owens opened up the public hearing at 6:38 p.m. Assistant Director of Planning and Economic Development Lisa Payne presented the case to the Planning and Zoning Commission and advised that the applicant, Ankur Patel, representing Khodiyar Lodging, LLC, is requesting a Specific Use Permit for continued operations of a hotel at Belchase Addition, Block A, Lot 2 at 901 West Airport Freeway. Public hearing notification letters were mailed to all property owners within 200 feet of the subject property. To date, staff received one (1) protest response. Staff recommends approval of the Specific Use Permit, with the following conditions: a. The Specific Use Permit is tied to the business name, Regency Inn & Suites; b. The Specific Use Permit is tied to the business owner, Khodiyar Lodging, LLC; c. The hotel will be maintained in accordance with the City of Euless Property Maintenance Code and inspected by the City of Euless based on applicable provisions of the Property Maintenance Code and International Building Code. Information about hotel inspection standards is provided to the owner and operator; and d. The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not been met or has been violated. Ankur Patel, applicant, and Bobby Desai, partner, appeared and were available for questions. Christina Imoukhuede, resident, lives adjacent to subject property and protests due to increase of crime in the area. Colin Tribble, resident, lives adjacent to subject property and protests due to increase of crime in the area, and also being burglarized by people staying at one of the adjacent hotels. There were no further proponents or opponents, and Chairman Owens closed the public hearing at 6:43 p.m. Commissioner Flannery asked the applicants if they have any comments due to the new neighbor responses. Mr. Patel responded that their business model has changed to daily night rates, no weekly rates/no extended stay, and is looking to attract tourists. He also Planning and Zoning Commission Minutes Page 4 of 5 November 19, 2024 stated that they have spoken with Motel 6 and will be working together, Regency Inn & Suites is available 24/7 for any concerns from residential neighbors. Commissioner D. Brown asked to confirm if they will be giving discounts for longer stays, and if they have any on -site patrolling. Mr. Patel answered that they will not be giving any discounts for extended stays, and they have 24-hour live cameras showing all sides of the property. Vice Chair Portugal suggested to the applicant to gather with their neighbors to remedy the crime in the area. Mr. Patel replied that they would meet with the neighbors and are looking to expand the hotel as a franchisee in the future. Commissioner C. Brown commented that unfortunately the other hotel surrounding this business is the main problem and they should reach out to Euless Police and Founders Parc HOA to help the crime problem. Mr. Patel responded that since they have purchased the property, they have not had to call the police. Commissioner Eilenfeldt commented that if there is only one (1) employee overnight then perhaps they may consider having a second employee to do on -site patrolling, due to the comments. Chairman Owens commented that applicant should consider securing their property and consider overnight, patrolling. There were no further questions or comments presented by the Commission. Commissioner D. Brown made a motion to recommend approval of Case No. 24-15-SUP for a Specific Use Permit to continue operating a hotel at Belchase Addition, Block A, Lot 2 at 901 West Airport Freeway in the Community Business (C-2) zoning district, and consider recommendation for an Ordinance. Commissioner Crites seconded the motion. The vote was as follows. Ayes: Chairman Owens, Vice Chair Portugal, Commissioners: C. Brown, D.
