HOUSING AND STRUCTURE BOARD
SEPTEMBER 26, 2024
MINUTES
A pre -session meeting of the Euless Housing and Structure Board was called to order by
Chairman Clarence Moore at 5:30 p.m. on Thursday, September 26, 2024, in the
Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included
Chairman Clarence Moore, Vice Chairman Charles Cinquemani, Board Members: Randy
Byers, Carol Dufinetz, and Ron Young. Staff present: Chris Barker, Deputy City Manager,
Michael Warrix, Director of Planning and Economic Development, David Pendley,
Building Official, Yvonne Garcia, Administrative Secretary of Planning and Economic
Development, Cpt. Brenda Alvarado, James Patterson, Code Supervisor and Demetrie
Washington, Code Officer. City Attorneys Andrea Russell and Annabelle Ackling were
also present.
During the Pre -Session Meeting:
➢ Building Official David Pendley reviewed the regularagenda.
➢ City Attorney Andrea Russell discussed open government refresher.
➢ Although posted, no closed session was held.

COUNCIL CHAMBERS
The Euless Housing and Structure Board continued their meeting in the Council Chambers
at 6:30 p.m. for consideration of scheduled items.

ITEM 1. APPROVED HOUSING STRUCTURE BOARD MINUTES
Board Member Ron Young made a motion to approve the minutes of the Regular Meeting
of March 1, 2012, Regular Meeting of March 29, 2012, Work Session Meeting of January
7, 2016, Regular Meeting of October 3, 2019 and Work Session Meeting of May 13, 2024.
Board Member Dufinetz seconded the motion. The vote was as follows:
Ayes: Chairman Moore, Board Members Cinquemani, Byers, Dufinetz, and
Young.
Nays: None
Chairman Moore declared the motion carried. (5-0-0)
ITEM 2. CASE NO. 24-01-HSB - HELD A PUBLIC HEARING AND APPROVED
BOARD ORDERS ON THE PROPERTY AT 307 YORKSHIRE DRIVE,
EULESS,TEXAS
Chairman Moore opened the public hearing at 6:34 p.m.
David Pendley, Building Official gave a brief description of the case and advised that the
City is requesting an Order be filed on the property at 307 Yorkshire Drive, Euless, Texas,
Wilshire Village Block 5, Lot 1, to require the property owner to repair or demolish the
structure(s) within thirty (30) days, and to authorize the City to demolish the structure(s)
should the property owner fail to take the ordered action within the time allowed.
Mr. Pendley stated that after inspecting the property, it was deemed substandard
according to the City of Euless Code of Ordinances and found to unfit for human
habitation, a hazard to the public health, safety and welfare.
Chairman Moore called the property owner or representative to make comments and
present evidence of the said property.
Paul Wieneskie, attorney for property owner, Anna Marina Dobransky appeared and gave

a brief presentation in regards to the family's timeline and plan to repair the property. He
also stated that given a little more time than thirty (30) days, they would be able to pull
the necessary permits and repairs to bring the house to living standards.
Chairman Moore asked to hear from anyone who wishes to speak on this property.
Nancy Moore, resident was present and in opposition. She explained that rodents and
mosquito infestation has been an issue for years and they would like to have the area
cleaned up.
Sharon Dauzat, resident was present and in opposition. She explained that the property
owner was a hoarder, property is rundown and public hazard and nuisance.
Chairman Moore asked for property owners' rebuttal.
John Dobransky and Michael Dobransky, sons of property owner appeared and
requested more time to repair. Messrs. acknowledge and apologized to the neighbors for
their lack of involved to help their mother. However, they are now able to help finance for
the repairs and have a contractor on standby to start once they are allowed to pull permits.
The property owner's rebuttal was completed. Chairman Moore asked if there was
anyone else who wishes to speak on this property. There being none, Chairman Moore
closed the public hearing at 7:20 pm.
There being no questions or comments presented by the Board.
Vice Chairman Cinquemani made a motion to approve Case No. 24-01-HSB for an Order
on the property at 307 Yorkshire Drive, Euless, Texas, Wilshire Village Block 5, Lot 1, to
require the property owner to obtain permits within 15 days; and all repairs to the adjacent
structure completed within sixty (60) days, including removal of all junk and debris found
on the property. It is further ordered if the structure is not repaired within 60 days, the
structure can be demolished and all accumulated debris removed from the property. If the
property owner fails to bring the property into compliance within the allowed timeframe,
the city shall be authorized to enter the property to demolish the structure and abate the
nuisance and assess.the cost of such against the property. The costs, together, with
interest, will be assess as a charge against the land and a personal obligation of the
owner. If the city is riot promptly reimbursed for its expenses, the city will place a lien on
the property for the amount owed plus any accrued interest.
Board Member Young seconded the motion.
Ayes: Vice Chairman, Cinquemani, Board Members: Byers, Dufinetz, and Young.
Nays: None
Abstentions: Chairman Moore

Chairman Moore abstained due to personally knowing the property owner.
Chairman Moore declared the motion carried (4-0-1).
ITEM 3. CASE NO. 24-03-HSB — HELD A PUBLIC HEARING AND APPROVED
BOARD ORDERS ON THE PROPERTY AT 101 SOUTH ECTOR DRIVE,
EULESS,TEXAS
Chairman Moore opened the public hearing at 7;33 p.m.
David Pendley, Building Official gave a brief description of the case and advised that the
City is requesting an Order be filed on the property at 101 South Ector Drive, Euless
Gardens Addition, Lot 4R1, to require the property owner to repair or demolish the
structure(s) within 30 days, and to authorize the City to demolish the structurer(s) should
the property owner fail to take the ordered action within the time allowed.
Mr. Pendley stated that after inspecting the property, it was deemed substandard
according to the City of Euless Code of Ordinances and found to unfit for human
habitation, a hazard to the public health, safety and welfare.
Chairman Moore called the property owner or representative to make comments and
present evidence of the said property.
Aaisha Khetani, property owner appeared and gave an update on obtaining permits for
recent repairs that have been completed and requested time to repair the HVAC system.
Chairman Moore asked to hear from anyone who wishes to speak on this property.
There being none, Chairman Moore closed the public hearing at 7:50 pm.
There being no questions or comments presented by the Board.

property owner to obtain permits within 15 days; and all repairs to the adjacent structure

ITEM 4. CASE NO. 24-04-HSB — HELD A PUBLIC HEARING AND APPROVED
BOARD ORDERS ON THE PROPERTY AT 209 SUNSET DRIVE,
EULESS,TEXAS
Chairman Moore opened the public hearing at 7:54 p.m.
David Pendley, Building Official gave a brief description of the case and advised that the
City is requesting an Order be filed on the property at 209 Sunset Drive, Cedar Hill Estates
Addition, Block 15, Lot 6, to require the property owner to repair or demolish the
structure(s) within 30 days, and to authorize the City to demolish the structurer(s) should
the property owner fail to take the ordered action within the time allowed.
Mr. Pendley stated that after inspecting the property, it was deemed substandard
according to the City of Euless Code of Ordinances and found to unfit for human
habitation, a hazard to the public health, safety and welfare.
Chairman Moore called the property owner or representative to make comments and
present evidence of the said property.
The Board was advised that the property owner was not present.
Chairman Moore asked to hear from anyone who wishes to speak on this property.
William Owen, family friend appeared and notified the Board that both Colin and Barbara
Brown are deceased and their son, Colin Brown, Jr., lived in the home until he was
incarnated. Mr. Owens wants to help repair the home for Mr. Brown.
Michael Antonita, family friend appeared and wants to help repair the home for Mr. Brown.
David Nothe, family friend appeared and wants to help repair the home for Mr. Brown.
Paula Kennedy, daughter of Barbara Brown (deceased) appeared and notified the Board
that she was just made aware of this issue, has no contact with her brother and does not
have the finances at this time.

Chairman Moore asked if there was anyone else who wishes to speak on this property.
There being none, Chairman Moore closed the public hearing at 8:53 pm.
There being no questions or comments presented by the Board.
Vice Chairman Cinquemani made a motion to approve Case No. 24-04-HSB for an Order
on the property at 209 Sunset Drive, Cedar Hill Estates Addition, Block 15, Lot 6 to require
the property owner to obtain permits within 15 days; and all repairs to the adjacent
structure completed within sixty (60) days, including removal of all junk and debris found
on the property. It is further ordered if the structure is not repaired within sixty (60) days,
