HomeMy WebLinkAbout2025-03-25MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, March 25, 2025 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:34 p.m. on Tuesday, March 25, 2025, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tern Tika Paudel, Council Members Tim Stinneford, Eddie Price, and Perry Bynum. Council Member Jeremy Tompkins arrived at 4:37 p.m. Council Member Annabel Eads was not present due to a scheduled absence. During the Precouncil meeting: ➢ Mayor Pro Tern Paudel expressed his appreciation to Assistant City Manager Steven Viera for his assistance with coordinating a tour of the Community Waste Disposal recycling facility for the visiting dignitaries from Nepal, who were highly impressed with the operation. Library Director Sherry Knight expressed her appreciation to Mayor Pro Tern Paudel for the donated items from Nepal. Additionally, she extended an invitation to the Council to visit the Mary Lib Saleh Euless Library, where the items are currently on display in the Heritage Room. ➢ City Manager Chris Barker advised of several upcoming events: • Police Sergeant Todd Bellah retirement reception, Friday, March 28, 2025, 1 p.m., City Hall; • Fire Department Badge Pinning, Friday, March 28, 2025, 3 p.m., City Hall; and • Police Department Swearing -In Ceremony, Monday, March 31, 2025, 2 p.m., City Hall. ➢ City Manager Barker reviewed the regular agenda. ➢ City Manager Barker introduced Robert Medigovich, Municipal Accounts Manager, Community Waste Disposal (CWD). Mr. Medigovich presented the CWD annual recycling report, which included statistics related to residential and multi -family recycling options, customer service inquiries, driver incidents, community partnerships, and company updates. ➢ Municipal Court Manager Claudia Quintero presented a Municipal Court update including statistics, text messaging notification report, and new mental health training. Additionally, she advised of the status of House Bill 743 (89(R) HB 743) and House Bill 2609 (89(R) HB 2609), which have been referred to committees. Council Minutes Page 2 of 6 March 25, 2025 ➢ Assistant Director of Planning and Economic Development Lisa Payne presented a Development update, including new construction projects, business openings, and residential developments. ➢ Director of Finance Janina Jewell presented a Financial report for period ending February 28, 2025. ➢ City Manager Barker presented a Capital Projects update and advised that the Texas Star Golf Course is scheduled to be closed from May 2025 to October 1, 2025 and that a proposed fee schedule will be presented upon reopening. An award of bid for the golf course improvements will be presented to the City Council for consideration at the April 8, 2025 meeting. Director of Public Works and Engineering Major Jones provided an update on the West Pipeline Road closure that occurred March 15 through March 22, 2025. He advised that an Interlocal Agreement with the City of Bedford for the project will be presented for consideration at an upcoming meeting. ➢ City Manager Barker presented a Legislative update including details from his visit to the State Capitol on Tuesday, March 18, 2025, where he testified on House Bill 21 (89(R) HB 21) related to Housing Finance Corporations (HFC). City Attorney Wayne Olson provided an update regarding the Dallas/Fort Worth Airport v. Turo, Inc. lawsuit and presented information related to House Bill 4379 (89(R) HB 4379), Senate Bill 1363 (89(R) SB 1363), and Senate Bill 2379 (89(R) SB 2379). He advised that SB 1363 is a favorable bill, as it would require marketplace providers, such as Turo, to collect and remit rental taxes to municipalities. CLOSED SESSION Although posted, no closed session was held. Mayor Martin recessed the precouncil meeting session at 6:46 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of the Euless City Council was called to order by Mayor Martin at 7:00 p.m. for consideration of scheduled items. PLEDGES OF ALLEGIANCE Wanda Peach Barney Snitz Mayor Linda Martin led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR APRIL 2025 Division Chief/Fire Marshal Drew Washington introduced Fire Inspector II Avery Makowski. Avery was accompanied by family and members of the Fire Department. Mayor Martin presented Avery with a plaque commemorating her selection as Employee of the Month for April 2025. ITEM NO. 2. PRESENTATION OF PROCLAMATION Police Sergeant Matthew "Todd" Bellah was not present to receive the proclamation. Mayor Martin read the proclamation recognizing Todd's retirement from the City of Euless with 34 years of service. ITEM NO. 3. PRESENTATION OF PROCLAMATION Council Member Bynum presented a proclamation proclaiming April as Child Abuse Prevention Month to Julie Evans, Chief Executive Officer, Alliance for Children. Ms. Evans expressed her appreciation to the Mayor and City Council. Council Minutes Page 4 of 6 March 25, 2025 ITEM NO. 4. PRESENTATION OF PROCLAMATION Council Member Stinneford presented a proclamation to Library Director Sherry Knight proclaiming April 6 through 12, 2025, as National Library Week. Ms. Knight was accompanied by Library Board Members John Lentini, Wanda Peach, former Board Member Barney Snitz, Euless Library Foundation Board Member Kathryn Flannery, and Library staff. CONSENT AGENDA (items 5 throuph 8) Mayor Martin asked Assistant City Manager Steven Viera to read each item into the record. Council Member Stinneford motioned to approve the consent agenda items number 5 through 8. Council Member Tompkins seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, and Bynum Nays: None Mayor Martin declared the motion carried. ITEM NO. 5. AUTHORIZED THE PURCHASE OF BULK GASOLINE AND DIESEL FUELS Authorized the purchase of various types of automotive and equipment fuel from US Oil/US Venture, Inc., 2700 James Street, Denton, Texas, through the Omnia Partners Purchasing Cooperative. The estimated expenditure is $330,000. ITEM NO. 6. AUTHORIZED THE PURCHASE OF STORAGE EQUIPMENT Authorized the purchase of storage equipment to be utilized in the Police and Court Building from Southwest Solutions Group, Inc., 2535-B Texas 121, Suite 110, Lewisville, Texas, through the Omnia Partners Purchasing Cooperative. The estimated expenditure is $194,766. ITEM NO. 7. APPROVED RESOLUTION NO. 25-1672 Approved Resolution No. 25-1672, approving the Trinity River Authority Resolution authorizing the issuance, sale, and delivery of Trinity River Authority of Texas (Tarrant County Water Project) Revenue Bonds. ITEM NO. 8. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of March 11, 2025. Council Minutes Page 5 of 6 March 25, 2025 REGULAR AGENDA ITEM NO. 9. HELD A PUBLIC HEARING AND APPROVED RESOLUTION NO. 25-1673 Mayor Martin opened the public hearing at 7:25 p.m. Director of Parks and Community Services Duane Strawn presented the item to the City Council and advised that with the assistance of Dunaway and Associates, citizen input on indoor and outdoor recreational needs and opportunities was gathered through surveys, public meetings, and staff consultations. This feedback was used to revise and update the City's Parks, Recreation, and Open Space Master Plan, which prioritizes recreational facility improvements for the next decade and aligns with the Texas Parks and Wildlife Department guidelines for periodic updates. Mayor Martin asked to hear from any proponents followed by opponents of the case. There being none, Mayor Martin closed the public hearing at 7:26 p.m. Council Member Tompkins expressed his appreciation to Mr. Strawn for his leadership and to Dunaway and Associates for their commitment to engaging with citizens and staff throughout the process. Council Member Bynum motioned to approve Resolution No. 25-1673, adopting a revision/update to the Parks, Recreation, and Open Space Master Plan. Council Member Price seconded the motion. Ayes: Mayor Martin, Mayor Pro Tern Paudel, Council Members Stinneford, Tompkins, Price, and Bynum Nays: None Mayor Martin declared the motion carried. ITEM NO. 10. PUBLIC COMMENTS No public comments.
