Those present included Chairman Eric Owens and Commission Members Curtis Brown, RubyAnne Crites, Linda Eiienfeldt, Katherine Flannery, and Zariyan Stark. Vice Chair LuAnn Portugal was absent. Development Lisa Payne reviewed agenda items number 2 and 3. - PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of the Euless Planning and Zoning Commission was caiied to order by Chairman Owens at 6:30 p.m. in the.Council Chambers at City Hall, 201 North Ector Drive, STAFF PRESENT Michael Warrix, Director. of Planning and Economic Development Major Jones, Director of Public Works and Engineering Lisa Payne, Assistant Director of Planning. and Economic Development David Pendley, Building Official Zachary Hall, Fire Inspector/Investigator Yvonne Garcia, Administrative Secretary of Planning and Economic Development VISITORS PRESENT Vanessa Escobar Diaz Jacinto Mendoza Reynaldo Rivas Paschal Cantatore INVOCATION Commission Stark gave the invocation THE PLEDGE OF ALLEGIANCE Commissioner Flannery led the pledge of allegiance. ITEM 1. APPROVED PLANNING AND ZONING COMMISSION MINUTES Corrmmissioner Crites made a motion to approve the minutes of the regular meeting March 18, 2025. Page 1 of 4 Planning and Zoning Commission Minutes Page 2 or 4 April 1, 2025 Commissioner Stark seconded the motion. The vote was as follows. Ayes: Chairman Owens and Commissioners Brown, Crites, Eilenfeldt, Flannery and Stark. Nays: None Abstentions: None Chairman Owens declared- the motion carried. (6-0-0) ITEM 2.. HELD A PUBLIC HEARING AND RECOMMENDED APPROVAL OF AN ORDINANCE FOR SPECIFIC USE PERMIT CASE NO. 25-03-SUP Chairman Owens opened the public hearing at 6:.32 p.m Assistant Director of Planning and Economic Development Lisa Payne presented the case to the Planning and Zoning Commission and advised that the applicant Brian Sheetz, representing Euless Automotive, LLC is requesting a Specific Use Permit (SUP) for continued auto repair at Bell Ranch Terrace Addition, Block 4, Lot 14R at 318 South Industrial Boulevard in the Community Business (C-2) zoning district. The applicant recently acquired .AAMCO Transmissions, in which the business specializes in transmission and engine work, but performs most automotive repairs. They have confirmed that all vehicle work will be performed inside the building, no outdoor storage is proposed, and,they do not store tires at all. There are three employees on staff and business hours are Monday through Friday from 8:00 AM to 5:30 PM. Public hearing notification letters were mailed to all property owners within 200 feet of the subject property. To date, staff has received zero responses. Per the City of Euless Code of Ordinances, an.SUP shall not be recommended for approval by the Planning and Zoning Commission unless all criteria listed in Sec. 84-153 are found to exist. Staff recommends approval of the Specific Use Permit, with the, following conditions: a. The Specific Use Permit is tied to the business name, AAMCO "transmissions; b. The Specific Use Permit is tied to the business owner, Euless Automotive, LLC; c. There shall be no outdoor service or repair to any vehicle; d. There shall be no outdoor storage of vehicles, car parts, or merchandise, to include the fire lane; and e. The Specific Use Permit may be revoked if one or more of the conditions imposed by this permit has not,been met or has been violated. Chairman Owens asked to hear from anyone who wished to speak on this case. Planning and Zoning Commission Minutes Page 3 of 4 April 1, 2025 Paschal Cantatore, a resident on an adjacent property, appeared and was in favor, but had a few questions and concerns. He asked if the City had knowledge of any past environmental inspections for the loud compressor on site, was concerned about the previous storage of vehicles and the lack of lawn maintenance. Mrs. Payne responded that staff is only aware of the annual fire inspections which have not produced any concerns. She also mentioned that she would forward the resident's comments, concerns, and any issues related to the conditions outlined in the approval of the specific use permit to the applicant. There being no further opponents or proponents requesting to speak, Chairman Owens closed the public hearing at 6:37 p.m. There were no questions or comments presented by the Commission. Commissioner Stark made a motion to recommend approval of Specific Use Permit for continued auto repair at Bell Ranch Terrace Addition, Block 4, Lot 14R at 318 South Industrial Boulevard in the C-2 zoning district, with the conditions as presented. Commissioner Eilenfeldt seconded the motion. The vote was as follows. Ayes: Chairman Owens and Commissioners Brown, Crites, Eilenfeldt, Flannery, and Stark. Nays: None Abstentions: None Chairman Owens declared the motion carried. (6-0-0) ITEM 3. RECOMMENDED APPROVAL OF SITE PLAN CASE NO. 24-04-SP Assistant Director of Planning and Economic Development Lisa Payne presented the case to the Planning and Zoning Commission and advised that the applicant, Carmen Villacis, has requested approval of a Site Plan to enlarge an existing one-story building to 1,688 sq. ft. on a 1.009-acre property located on the northwest corner of West Pipeline Road and Westpark Way to operate it as a church, A Specific Use Permit (SUP) was approved on February 27, 2024 for this place of worship in the C-2 district. The Development Services Group has reviewed the site plan and has certified that it meets City standards. Staff recommends approval. There were no questions', or comments presented by the Commission. Commissioner Crites made a motion to recommend approval of Case No. 24-04-SP for a Site Plan for Iglesia Evangelica De La Fe at James M Matson Survey, Abstract 1080, Tract 3C at 2302 West Pipeline Road.
