CONSTITUTION AND BY-LAWS OF THE
EULESS VOLUNTEER FIRE DEPARTMENT
WHEREAS, certain rules and regulations are necessary for the good order and
well-bing of all associations, the maintenance of harmony therein and the full
promotion of the object of organization, we the members of the Euless Volunteer
Fire Department, of the City of Euless, State of Texas, in order to define duty,
to establish discipline and to maintain a perfect unit among ourselves, thereby
more fully promoting the object for which we are associated together, do ordain
and adopt the following By -Laws and Constitution for our mutual regulation and
government, and do hereby pledge"outselves to each other to support our officers
in the discharge of their duties, and in all cases to cheerfully submit to the
legally expressed will of the majority.
CONSTITUTION
ARTICLE I.
Name And Object.
Section 1. The name of this Department shall be "Euless Volunteer Fire Department."
Section 2. The object of this Department shall be the protection of property and
saving lives endangered by fire or other disaster.
ARTICLE II
Officers
Section 1. The Officers of this Department shall consist of a Chief, an Assistant
Chief, a Secretary, two Captains, and one Drill Master and Sgt. at Arms
who shall be elected by the Department.
Section 2. The election of officers shall be held each two (2) years on the second
meeting night in April of each Mayor's election
Section 3. Any vacancy occuring among the elective officers shall be filled by
ballot at the first regular meeting following the occurence of such
vacancy or at a special meeting duly called for such purpose.
ARTICLE I I I
Duties Of Officers
Section 1. It shall be the duty of the Chief to preside at all meetings or to de-
legate the responsibility therrof. To command the Captains at all fires,
drills and parades. In the absence of the Chief such duties shall be
performed by the Assistant Chief or the highest ranking officer present.
Section 2. It shall be the duties of the Chief, Assistant Chief, and Captains to
be in charge at all fires, drills and parades; to be responsible for
the protection of all equipment of the Euless Volunteer Fire Depart-
ment under his jurisdiction.
Section 3. The Secretary shall be responsible to keep a history and recordings of
all proceedings. A permanent record shall be maintained on attendance
of each member and a permanent recording of all minutes shall be main-
tained.
AR TI CLE I V
Membership
Section 1. Active membership in the Department shall be limited to thirty members
but the membership roll shall at all times conform to the States
minimum requirements.
Section 2. Any male citizen of Euless, Texas and in a five mile radius over the
age of 18 years old and under the age of 55 years may request petition
for membership into the Department. Any person between the ages of 18
and 21 must furnish a written and notarized release from their parants
or guardians.
Section 3.7his Department shall have an honorary membership r6ll, and honorary
members shall have the voting privilege.
Section 4. There shall be a permanent investigating committee composed of three
members who shall be appointed by the Chief at the beginning of each
two years to investigate prospective members.
Section 5. All prospective members, after submitting a petition, shall be voted on
by ballot or the showing of hands.
ARTICLE V
Meetings
Section 1. The regular meetings of this Department shall be held the first and
third Monday nights of each month at 7:30 P.M. and the second and fourth
Saturday afternoons at 3:00 P.M. to transact business and to train under
the supervision of the drill master. There shall be one business meeting
a month and three meetings a month for the purpose of training under the
supervision of the drill master. Any business conducted with the approval
of the Department which will have a quorum of at least six members and
shall require a majority approval of such quorum. If a tie vote prevails.
the Chief or presiding officer shall cast a vote.
Section 2. The Chief upon his own motion or upon the written request of a quorum
shall call a special meeting of the Department for the consideration of
any special important business to be acted upon by the Department.
Section 3. The order of business shall be as follows:
1. Roll Call.
2. Minutes of regular and called meetings read and approved.
3. Report of absentees.
4. Unfinished business and approval of bills.
5. New business.
6. Application for or resignation of membership.
7. Report on Committees.
8. Election of Officers.
9. Communications submitted and acted upon.
10. Good of the Department.
11. Adjournment.
Section 4. No member shall leave a business session or drill until adjournment or
until special permission is granted by the Chief.
Section 5. Each member is required to attend each first and third Monday night of
each month or second or fourth Saturday afternoon of each month unless
uncontrollable conditions of sickness or working prohibits. Any member
maintaining three consecutive unexcused absenses shall automatically
be removed from the roll and his name submitted to the Secretary of the
Fire Department. Readmittance for membership will be conducted in the
normal manner of*any other new member. No member shall leave the fire
until all hoses are returned to the vehicle and dismissed by the Chief
or his assistant.
Section 6. Any member who has served in the Department for twenty years and/or
fifty-five years of age may be placed on the Retirement Roll.
Section 7. An exemption from fires, drills and meetings may be conferred upon a
member for a period of three months. A request must be submitted in
writing to the Secretary who shall cause such an issue to be placed
for a vote by the members and must be duly approved by two-thirds of
the members present. At the expiration of the leave of absence the
member must report at the first regular meeting night.
Section 8. Each meeting shall be summoned by one manual blast of the siren of not
over sixty seconds duration.
ARTICLE VI
Miscellaneous
Section 1. No private shall undertake ro :;.ve any order whatsoever, except under
the direction or absence c:L r._-fficer, and no officer shall assume
any authority beyond h—, �- belongs to him according to

Section 2. Any women's group known as an Aux. in connection with the Fire Department
will be comprised from the members of Firemen's families only and shall
not have any voice in the Fire Department and shall disband at the
request of said Department.
ARTICLE VII
Section 1. Any proposed amendment to this Constitution and By -Laws shall first
be submitted at a regular meeting of the Department. The proposed
amendment shall be read by the Secretary under the heading of new
business. Following the second reading of such proposed amendment
at the next regular meeting, following the first reading, if such
amendment receives a majority vote of the members; same shall
become a part of this Constitution and By -Laws.
