EULESS CITY COUNCIL
Tuesday, April 22, 2025
The precouncil meeting of the Euless City Council was called to order by Mayor Linda
Martin at 4:33 p.m. on Tuesday, April 22, 2025, in the Precouncil Conference Room at
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tern Tika Paudel, Council Members Tim Stinneford, Jeremy Tompkins, Eddie Price,
Perry Bynum, and Annabel Eads.
During the Precouncil meeting:
➢ Mayor Martin announced that she was honored to join the Police Department for the
Law Enforcement Torch RunTM for Special Olympics and the turnout was tremendous.
Police Chief Gary Landers advised that approximately 20 Euless employees
participated in the torch run event, which ran a segment of the route through Glade
Parks down Rio Grande Boulevard.
➢ Council Member Stinneford stated that he was surprised to hear a radio promotion for
the Arbor Daze festival on KTCK-AM, The Ticket Sportsradio.
➢ Council Member Tompkins advised that he enjoyed watching the City employees play
in a kickball tournament as part of the Employee Cup Challenge.
➢ Mayor Pro Tern Paudel advised that he attended the Teacher Appreciation Event
hosted by The Church of Jesus Christ of Latter-day Saints at their church in North
Richland Hills on Thursday, April 17, 2025. He recognized Dr. Kiera Elledge for her
efforts in organizing the event. Additionally, he advised that he and Council Member
Price accepted an invitation to tour the GRACE facility in Grapevine on Monday, April
14, 2025.
➢ City Secretary/Chief Governance Officer Kim Sutter advised the City Council that
early voting for the May General Election began today and will run through Tuesday,
April 29, 2025, at the Euless Family Life Senior Center.
➢ City Manager Chris Barker advised of several upcoming events:
• Hurst -Euless -Bedford Chamber Golf Tournament, Thursday, April 24, 2025,
7:15 a.m., Texas Star Golf Course;
• 6Stones CPR Blitz, Friday, April 25, 2025 and Saturday, April 26, 2025;
• Euless B&B Wrecker Service Customer Appreciation BBQ, Friday, April 25,
2025, 11 a.m. to 12 midnight;
• Arbor Daze festival, Saturday, April 26, 2025, 10 a.m. to 9 p.m., Glade Parks;
• Trinity GAP (Girls Awareness Program) Club Walk-a-Thon, Saturday, April
26, 2025, 10 a.m. to 12 noon, Trinity High School;
➢ City Manager Barker reviewed the regular agenda.

➢ Assistant City Manager Lawrence Bryant introduced Jeri Harwell, Municipal Services
Manager, Republic Services.
Ms. Harwell introduced Travis Benson, Operations Manager, Republic Services, and
advised that Mr. Benson oversees the supervisors and residential drivers in Euless.
She reviewed the contractual services with the City; presented statistical information
related to residential, commercial, and industrial tonnage; and reviewed other services
offered to the residents, including curbside Christmas tree collections, landfill access,
and community involvement. Additionally, she reminded the City Council that waste
collection services will transition to an automated process in the future, and also
announced a new program that will be rolled out to allow residents to "track my truck"
to determine if service has been provided to their street for a specific day.
Mayor Pro Tern Paudel expressed his appreciation to Ms. Harwell for hosting a tour
of their facilities for the representatives from Nepal.
Council Member Bynum requested that consideration be given to the idea of creating
a process for mulching leaves.
➢ Library Director Sherry Knight introduced Dr. Kiera Elledge, Hurst -Euless -Bedford ISD
STEM and School Libraries Coordinator, and Assistant Library Director Angela Jones.
Dr. Elledge reported on the upcoming H-E-B Reads! Kickoff Party to be held on
Saturday, May 17, 2025, at Pennington Field, and the use of the Think Tank to drive
an interest in Science, Technology, Engineering, and Math (STEM).
Assistant Library Director Angela Jones presented the Library update including
participating in the HEB Reads! Kickoff Party; weekly class offerings geared toward
preschoolers, elementary age students, and teens; family activities throughout June
and July; and the End of the Summer Bash to be held Friday, August 1, 2025, 7:30
p.m. at the Euless Family Life Aquatic Park. Additionally, she announced a new
collaboration with The Cliburn to "adopt" a 2025 Cliburn competitor. The Euless
competitor will perform on Sunday, May 18, 2025, 12:30 p.m. at the Library.
➢ Director of Planning and Economic Development Michael Warrix presented a
Development update, including commercial and residential construction activities.
➢ Director of Finance Janina Jewell presented a Financial report for the period ending
March 31, 2025.
➢ City Secretary/Chief Governance Officer Sutter presented a Boards and
Commissions update.
➢ City Manager Barker presented a Transportation update and advised that the
Interlocal Agreement with the City of Bedford has been executed and work is
continuing along West Pipeline Road.

CLOSED SESSION
The City Council convened into closed session at 6:18 p.m. for deliberation regarding the
following:
Concerning personnel matters as authorized by Section 551.074 of the Texas
Government Code related to:
• Civil Service Commission and Zoning Board of Adjustment
Mayor Martin recessed the closed session at 6:30 p.m.

PLEDGES OF ALLEGIANCE
Council Member Jeremy Tompkins led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR MAY
2025
Director of Parks and Community Services Duane Strawn introduced Crew Leader
Chandler Oster. Chandler was accompanied by family and members of the Parks and
Community Services Department.
Mayor Martin presented Chandler with a plaque commemorating his selection as
Employee of the Month for May 2025.
ITEM NO. 2. PRESENTATION OF PROCLAMATION
Council Member Bynum presented a proclamation proclaiming May as National Water
Safety Month to Director of Parks and Community Services Duane Strawn and
Aquatic/Senior Superintendent Rich Sharnsky.
ITEM NO. 3. PRESENTATION OF DISTINGUISHED BUDGET PRESENTATION
AWARD
Director of Finance Janina Jewell, accompanied by Assistant Director of Finance Ross
Fairclo, announced that the City of Euless has been awarded the Certificate of
Recognition for Budget Preparation from the Government Finance Officers Association.
The award is presented to those who have been instrumental in their government unit
achieving a Distinguished Budget Presentation Award and recognizes that the budget
document is understandable to the community, acts as a planning document, and as a
guide into the new budget year for staff. This is the 34t" consecutive year the City has
received the award.
Ms. Jewell recognized the entire Finance Department for their assistance in the budget
preparation process. Appreciation was also expressed to the Department Heads, City
Manager's office, and the City Council for their guidance and assistance in preparing the
City budget.
ITEM NO. 4. PRESENTATION OF QUARTERLY FINANCIAL REPORT FOR
PERIOD ENDING MARCH 31, 2025
Director of Finance Jewell presented the quarterly financial report for the period ending
March 31, 2025.

Mayor Martin asked Assistant City Manager Lawrence Bryant to read each item into the
record.

Council Member Stinneford motioned to approve the consent agenda items number 5
through 10.
Council Member Tompkins seconded the motion.

ITEM NO. 5. AUTHORIZED RENEWAL OF A JOB ORDER CONTRACT
Authorized the renewal of a Job Order Contract with Payne Mechanical Services, 4116
South Carrier Parkway, Suite 280 PMB794, Grand Prairie, Texas, for HVAC system
comprehensive maintenance through The Interlocal Purchasing System (TIPS) Program.
The original TIPS contract was for a two-year term with the option to renew for three
additional one-year terms, and this renewal will be the third and final of those renewals.
The estimated expenditure is $85,000.
ITEM NO. 6. AUTHORIZED THE PURCHASE OF MICROSOFT SOFTWARE
LICENSES
Authorized the purchase of Microsoft software licenses with the Microsoft Corporation
through SHI Government Solutions, 3828 Pecana Trail, Austin, Texas, through the Texas
Department of Information Resources (DIR) contract. This is the third annual payment of
the three-year agreement. The estimated expenditure is $83,410.86.
ITEM NO. 7. AUTHORIZED THE PURCHASE OF ASPHALT MILLING
SERVICES
Authorized the purchase of asphalt milling services through TexOp Construction, LP,
8525 Thompson Road, Justin, Texas, through an Interlocal Agreement with Tarrant
County through April 2026. The estimated expenditure is $140,000.
ITEM NO. 8. AUTHORIZED THE PURCHASE OF THIRD -PARTY PLAN AND
REVIEW INSPECTION SERVICES
Authorized the purchase of Third -Party Plan Review and Inspection Services from Bureau
Veritas North America, Inc., 100 East 15t" Street, Suite 620, Fort Worth, Texas. The
purpose of this agreement is to aid the City's Planning and Economic Development
Department on an as -needed basis. The estimated expenditure is $450,000.
ITEM NO. 9. APPROVED RESOLUTION NO. 25-1674
Approved Resolution No. 25-1674, agreeing to meet all match contribution requirements
for the expenditures under the Tarrant County Home Investment Partnerships Program

(HOME) for program year 2025. The required match contribution amount will not exceed
$60,000.
ITEM NO. 10. APPROVED CITY COUNCIL MINUTES
Approved City Council minutes of the precouncil and regular meeting of April 8, 2025.
REGULAR AGENDA
ITEM NO. 11. APPROVED SITE PLAN NO. 24-04-SP
Director of Planning and Economic Development Michael Warrix presented the item to
the City Council and advised that the applicant, Iglesia Evangelica De La Fe, is seeking
approval to enlarge an existing one-story building to 1,688 square feet on a 1.009-acre
property located at James M. Matson Survey, Abstract 1080, Tract 3C, 2302 West
Pipeline Road, in the Community Business (C-2) zoning district. Mr. Warrix reviewed the
site access, parking, landscaping, lighting, building materials, and elevations. The
Planning and Zoning Commission considered the site plan at their regular meeting on
April 1, 2025, and voted 6-0-0 to recommend approval.
Carmen Villacis, representing Iglesia Evangelica De La Fe, was present to address any
questions regarding the case.
Council Member Tompkins motioned to approve Site Plan No. 24-04-SP to enlarge an

ITEM NO. 12. HELD A PUBLIC HEARING REGARDING SPECIFIC USE PERMIT
CASE NO. 25-03-SUP AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2424
Mayor Martin opened the public hearing at 7:22 p.m.
Director of Planning and Economic Development Warrix presented the case to the City
Council and advised that due to a change in ownership the applicant is seeking a new
Specific Use Permit (SUP) to continue operating the auto repair shop that is located at
Bell Ranch Terrance Addition, Block 4, Lot 14R, 318 South Industrial Boulevard. The
Planning and Zoning Commission held a public hearing on April 1, 2025, and voted 6-0-
0 to recommend approval of the SUP with the following conditions:

1. The Specific Use Permit is tied to the business name, AAMCO Transmissions;
2. The Specific Use Permit is tied to the business owner, Euless Automotive LLC;
3. There shall be no outdoor service or repair to any vehicle;
4. There shall be no outdoor storage of vehicles, car parts, or merchandise, to include
the fire lane; and
5. The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Brian Sheetz, representing Euless Automotive LLC, was present to address any
questions regarding the case.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:25 p.m.
Council Member Tompkins expressed his appreciation to Mr. Sheetz for the
improvements made to the business.
Mayor Pro Tem Paudel motioned to approve Ordinance No. 2424, authorizing the
issuance of a Specific Use Permit for an auto repair shop to be located at Bell Ranch
Terrace Addition, Block 4, Lot 14R, 318 South Industrial Boulevard, in the Community
Business (C-2) zoning district with the conditions presented and recommended by the
Planning and Zoning Commission.
Council Member Eads seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tem Paudel, Council Members Stinneford,
Tompkins, Price, Bynum, and Eads
Nays: None
Mayor Martin declared the motion carried.
