MINUTES
A called meeting of the capital lmprovements Advisorycommittee was called to order at
?,oo p.m. on N-ovember 1'g,2A24 for consideration of scheduled items in the council
Cnrninurr in City Hall of the Municipal Complex. Those present included Chairman
Owens, Vice Chalr LuAnn Portugal and Members: Curtis Brown, David Brown, Ruby Ann
Crites, Linda Eilenfeldt, Katherine Flannery and Ad Hoc Mike Collins. Chairman Owens
stated there was a quorum of members of the capital lmprcvements Advisory commiftee
present.

Lisi Payne, Assistant Director of Planning & Economic Development
Drew Washington, Division Chief/ Fire Marshal
yvonne Garcii, Administrative Secretary of Planning and Economic Development

ITEM 1, APPROVED CIAC MINUTES
Commissioner Cites made a motion to approve the minutes for the called meeting of May
7,2024.
Cornmittee Flannery seconded the mcltion. The vote vras as follows:
Ayes: Chairman Owens, Vice Chair Portugal, Cornmittee Members: C. Brown, D'-
Brown, Crites, Eilenfeldt, Flannery and Ad Hoc Member Collins.
Nays: None.
Abstention: None.
Chairman Owens declared the motion carried. (8-0-0)
ITEM 2. CASE NO. 24.O3.CIAC - APPROVED RESOLUTION
NO. 24-03-CIAC
Assistant Director of Planning and Ecohomic Development, Lisa Payne gave a brief
description of the case. Reso[ution No. 24-03-CIAC conveys the Semi-Annual report for
the period of April 1,2024 through september 30,2024. lmpact fees collected were
$158,130 for water and $37,658 fbr wastewater. lmpact fee funds disbursed trom the
accounts driring this time period totaled $159,022. During this period, impact fee.-s were
allocated for th'e following: Reclaimed Water Line Extension Debt Payment (Project
Capital Improvements Advisory Committee MinutesPage 2 of 2 November 19, 2024
WT1403) for $59,022, and Trinity River Authority Debt Payment - Sewer (Project
WW0605) for $100,000.
The amount of funds available in the Water Impact Fee Fund as of September 30, 2024
was $2,864,818. A portion totaling $2,852,605 was invested in interest bearing accounts
and was available immediately. The amount of funds available in the Wastewater Impact
Fee Fund as of September 30, 2024 is $678,771. A portion totaling $662,242 was
invested in interest bearing accounts and was available immediately.
There were no questions or comments presented by the Committee.
Committee Member C. Brown made a motion to approve Resolution No. 24-03-CIAC
conveying the Capital improvements Advisory Committee Semi -Annual Report for the
period of April 1, 2024 through September 30, 2024.
Committee Member Crites seconded the motion. The vote was as follows:
Ayes: Chairman Owens, Vice Chair Portugal, Committee Members: C.Brown, D.
Brown, Crites, Eilenfeldt, Flannery and Ad Hoc Member Collins.
Nays: None
Abstention: None
Chairman Owens declared the motion carried. (8-0-0)
