AN ORDINANCE ADOPTING THE 1991 EDITION OF THE UNIFORM
PLUMBING CODE & APPENDICES WITH AMENDMENTS; REPEALING THE
EXISTING PLUMBING CODE AND ALL AMENDMENTS THERETO; PROVIDING
A SEVERABILITY CLAUSE; PROVIDING A PENALTY CLAUSE AND
EFFECTIVE DATE.
WHEREAS, it is deemed necessary to provide minimum standards to regulate the
design, construction, materials, use and occupancy location and maintenance of
buildings and structures, and certain equipment thereof, within the city to
protect and promote the public safety, health and welfare.
NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EULESS, TEXAS:
I.
ADOPT ON CF ST NDARD OODE
The 1991 edition of the Uniform Plumbing Code & appendices, as adopted by the
International Association of Plumbing and Mechanical officials, with amendments
hereinafter made, is hereby adopted. one copy of said Uniform Plumbing Code and
w"O ments have been filed in the office of the City Secretary for permanent
record and inspection.

AMININTS TO TAE DNIFC M PiLMM QDS
A. Subsection (a) "Permit Fees" of Chapter 1-1/2 "Fees" of the Uniform Plumbing
Code is hereby amended to read as follows:
A. Permit Fees.
1. The fee for each permit shall be as set forth in the City of Euless
Schedule of Fees, Chapter 1-1/2. There shall be a re-inspection fee
as specified in the City of Elaless schedule of fees, Chapter 1-1/2,
where it is necessary for the plumbing inspector to re-inspect any
phase of a plumbing installation.
2. Registration of Plumbing Contractors
The master plumber shall be required to maintain a registration with
the City before performing any type of plumbing work. Each contractor
shall furnish the plumbing department with a written notice of
contractor's permanent business and residential address, telephone
numbers, proof of current state license, and if actively engaged in
the plumbing contracting business a list of journeyman plumbers and
other plumbing helpers employed by contractor.
3. RWistration Fees
For a business registration a fee shall be paid in addition to the
other provisions provided herein. The fee for initially establishing
registration data, and the annual renewal fee for continuing the validity of
registration data shall be as set forth in Chapter 1-1/2 of this code.
4. Registration Renewal
The registration may be renewed for the ensuing calendar year by
filing a new registration and the payment of a renewal fee as set
forth herein. Failure to renew registration within 30 days of
expiration of same shall require a new registration and pay the usual
fee for new registration. No refund will be paid in the event of the
revocation or surrender of any such registration.
B. Table A located in Chapter 2 of the Uniform Plumbing Code is hereby amended
by the deletion therefrom of the following items:
Asbestos cement non-pressure sewer pipe
Asbestos cement non-pressure small diameter sewer pipe
Asbestos cement pressure pipe
Asbestos cement pressure pipe for water and other liquids
Asbestos cement pressure pipe for water service and yard piping
(installation)
Chlorinated polyvinyl Chloride (cpvc) plastic hot water distribution
systems
Extra strength and standard strength clay pipe and perforated clay pipe
Fittings for joining polyethylene pipe for water service and yard piping
Non-metallic building and house sewers
Homogenous bitumized fiber drain and sewer pipe to Polybutylene (pb) hot
and cold water distribution systems
Polybutylene (pb) hot and cold water distribution systems using insert
fittings (installation)
Polybutylene (pb) cold water building supply and yard piping (installation)
Poly (Vinyl Chloride) (PVC) Natural Gas Yard Piping (installation)
C. Paragraph (2) of subsection (a) of Section 401 of the Uniform Plumbing Code
is hereby amended to read as follows:
(2) A.B.S. and P.V.C. D.W.V. piping installations shall be limited to
dwellings and apartment houses where combustible construction is allowed.
D. Section 401 of the Uniform Plumbing Code is hereby amended by the addition
thereto of a new subsection (c) to read as follows:
(c) Building Sewers may be schedule 40 minimum P.V.C. with solvent welded
approved fittings.
E. Subsection (a) of Section 711 of the Uniform Plumbing Code is hereby
amended to read as follows:
(a) All food establishments having a food disposal or discharge of more
than fifty gallons per minute shall discharge in a "Figure 1" oil and
grease interceptor. Establishments with a discharge of fifty gallons per
minute or less shall discharge into at least a 100 lb. size grease trap.
An approved type grease interceptor or grease trap dying with the

provisions of this section shall be installed in the waste line leading
from sinks, drains, and other fixtures or equipment in establishments
such as restaurants, cafes, lunch counters, cafeterias, bars and clubs,
hotels, hospital, sanitarium, factory or school kitchens, or other
establishments where grease may be introduced into the drainage or sewage
system in quantities that can effect line stoppage or hinder sewage
treatment or private sewage disposal. A grease trap is not required for
individual dwelling units or for any private living quarters.

CAPE - Shall be composed of one (1) part Portland cement and five (5) parts
aggregate.

CLEAN OUT- Should be two-way located as near as possible to the interceptor on
out-flow line above seal.
F. Subsection (m) of Section 1003 of the uniform Plumbing Cade is hereby
amended to read as follows:
(m) Lawn Sprinkling Systems shall be equipped with listed atmospheric
vacuum breakers installed on the discharge side of each of the last
shutoff valves. Vacuum breakers may be omitted provided the entire
Sprinkler system is isolated from the potable water supply by means of
an approved factory-assembled and tested back flow preventer.
G. Section 1003 of the Uniform Plumbing Code is hereby amended by the addition
thereto of a new subsection (u) hereafter read as follows:
(u) Fire sprinkler Systems - Shall be protected by two (2) approved
backflow, prevention devices regardless of the date of installation of
the fire sprinkler system.
H. section 1004 of the Uniform Plumbing Code is hereby amended to read as
follows:
(a) Water pipe and fittings shall be of brass, copper, cast iron,
galvanized malleable iron, galvanized wrought iron, galvanized steel,
or other approved materials. All materials used in the water supply
system, except valves and similar devices shall be of a like material,
except where otherwise approved by the Administrative Authority.
(b) Cast iron fittings up to and including two (2) inches (50.8 mm) in
size, when used in connection with potable water piping shall be
galvanized.
(c) All malleable iron water fittings shall be galvanized.

(d) Piping and tubing which has previously been used for any purpose other
than for potable water systems shall not be used.
I. Section 1010 of the Uniform Plumbing code is hereby amended to read as
follows:
(a) The maximum discharge flaw rates for plumbing fixture fittings shall
be in accordance with applicable standards listed in Chapter 421 of
the Texas Health and Safety Code, as same may be from time to time
amended.
(b) Flush volumes for low consLunption and water saver water closets and
urinals shall be in accordance with applicable standards listed in
Chapter 421 of the Texas Health and Safety Code, as same may be from
time to time amended.
J. Subsection (a) of Section 1212 of the Uniform Plumbing Code is hereby
amended to read as follows:
(a) All pipe used for the installation, extension, alteration, or repair
of any gas piping shall be standard weight wrought iron or steel
(galvanized or black), yellow brass (containing not more than
seventy-five (75) percent copper), or internally tinned or
equivalently treated copper of iron pipe size. Approved PE pipe may
be used in exterior buried piping systems.

Ordinance 890 and all ordinances amendatory thereto are expressly superseded by
the terms of this ordinance.
Plumbing permits heretofore issued under existing ordinances shall be valid for
the time for which they were issued under the existing plumbing code; however,
upon expiration of such date, the same shall become void.
All pending litigation and existing violations, both civil and criminal whether
pending in courts or not, under the plumbing code and amendments therefore
superseded by this ordinance, shall not be affected by this ordinance.
IV.
SEVERN31LXIY CLAUSE
That it is hereby declared to be the intention of the city Council that the
sections, paragraphs, sentences, clauses and phrases of the ordinance are
severable, and if any phrase, clause, sentence, paragraph or section of this
ordinance shall be declared invalid or unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such invalidity or
unconstitutionality shall not affect any of the remaining phrases, clauses,
sentences, paragraphs and sections of this ordinance, since the same would have
been enacted by the City Council without the incorporation in this ordinance of
any such invalid or unconstitutional phrase, clause, sentence, paragraph or
section.

V.
PENMIW FUR VICHATICli
Any person, firm or corporation violating the terms and provisions of this
chapter shall be deemed guilty of a misdemeanor, and shall be punished as
provided in section 1-6 of this Code of Ordinances, and each day that such
violation continues shall be a separate offense; this penalty shall be
cumulative of all other remedies. Any such violation shall be deemed a
violation of a provision governing public health and sanitation under said
Section 1-6 of this Code.
VI.
EFFELVIVE DATE
This ordinance shall be in full force and effect from and after its passage as
provided by the Euless City Charter and the laws of the State of Texas.
PRESENTED AND PASSED ON FIRST AND FINAL READING at a regular meeting of the
Euless City Council on the 25th day of August 1992, by a vote of
7 ayes, 0 nays, and 0 abstentions.
