HomeMy WebLinkAbout25-1677 08-12-2025 RESOLUTION NO. 25-1677 A RESOLUTION RECOMMENDING AWARD OF A CONTRACT FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROJECT NO. B24-UC-48-0001-22-50 TO DOUGLAS DAILEY CONSTRUCTION, LLC. LOCATED IN FERRIS, TEXAS, IN THE AMOUNT OF $582,645.00 FOR THE REPLACEMENT OF SANITARY SEWER MAIN ALONG FAIR OAKS BOULEVARD FROM LONE OAK CIRCLE TO ASH LANE, 302 THROUGH 413 SHELMAR DRIVE, AND KENSINGER COURT. WHEREAS, the City Council of the City of Euless, Texas, does hereby recommend the award of contract for CDBG Project No. B24-UC-48-0001-22-50 to Douglas Dailey Construction, LLC. located in Ferris, Texas, in the amount of $554,900.00 for the replacement of the sanitary sewer main along Fair Oaks Boulevard • from Lone Oak Circle to Ash Lane, 302 through 413 Shelmar Drive, and Kensinger Court; and WHEREAS, CDBG Project No. B24-UC-48-0001-22-50 consists of the replacement of approximately 2,410 linear feet of sanitary sewer main along Fair Oaks Boulevard from Lone Oak Circle to Ash Lane, 302 through 413 Shelmar Drive, and Kensinger Court using trenchless technology and open trench methods; and WHEREAS, the City Council recommends including the authorization for the City of Euless staff and Tarrant County to issue change order(s) totaling an amount not to exceed five (5%) of the base contract amount ($27,745.00) without requiring formal action by the City Council; and WHEREAS, the construction funds available through Tarrant County for this project are $552,162.49; and WHEREAS, the application process requires that the following statement be included: The City recommends Tarrant County award the bid to Douglas Daily Construction, LLC. for $554,900.00 and will pay $2,737.51 toward construction. The City also approves a contingency for any costs above this amount up to $27,745.00. WHEREAS, Staff has reviewed the bid tabulation and based on supporting documentation from Parkhill, Inc. (Exhibit A), recommends that Tarrant County award the contract to the low bidder, Douglas Dailey Construction, LLC located in Ferris, Texas. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EULESS, TEXAS, THAT: SECTION 1. The City of Euless, Texas, City Council recommends award of a contract to Douglas Dailey Construction, LLC located in Ferris, Texas for the replacement of the sanitary sewer main along Fair Oaks Boulevard from Lone Oak Circle to Ash Lane, 302 through 413 Shelmar Drive, and Kensinger Court in the amount of $582,645.00 of which Tarrant County Community Development will pay $552,162.49. The remaining $30,482.51 will be paid for by the City of Euless. SECTION 2. This Resolution shall take effect immediately from and after its passage in accordance with the Charter of the City of Euless and upon publication, and it is accordingly so resolved. Ector Drive Euless, Texas 76039 Re: Tarrant County 50th Year CDBG Funds, Kensinger Court Wastewater Line Improvements, (B-24-UC-48-0001-22-50) Recommendation for Award of Construction Contract Dear Mr. Harts: Parkhill completed the Engineering Design and Construction Plans and prepared construction for the above referenced bid project.An official"Advertisement of Bid Notice"was published, and the bid documents were publicly available from CivCast.com. Sealed bids for the Project were received, and publicly read aloud at 10:00 a.m., on June 11, 2025. Copies of the Summary Bid Tab and Detailed Bid Tab are attached for reference. Of the six bids that were received,the lowest and qualified bid was submitted by Douglas Dailey Construction, LLC,of Ferris,Texas,at a Base Bid amount of$554,900.00.The Opinion of Probable Cost(OPC)was $760,309.00. Completion time was established in the bid documents at 120 calendar days. Upon contacting references and verifying past work history,we found Douglas Dailey Construction has performed satisfactorily on projects of similar size and scope and have,to the best of our knowledge,completed same without incident. We have also verified with Douglas Dailey Construction that they have reviewed the tabulation of bids and are comfortable with the bid they submitted. We submit a formal recommendation to Tarrant County Commissioner's Court for award to Douglas Dailey Construction for all Base Bid items, in the amount of$554,900.00. Funds are available for construction through Tarrant County in the amount of$552,162.49.The City of Euless will fund the remaining$2,737.51 ($554,900.00-552,162.49). In any resolution on Construction Contract award,we also recommend Euless City Council include authorization for City of Euless staff and Tarrant County to issue Change Orders(s)totaling an amount not-to-exceed five percent of the base contract amount, equaling$27,745.00,without requiring formal action by City Council and/or Commissioner's Court. The estimated expenditure is $554,900 with an authorized contingency in the amount of$27,745. Council Member Tompkins seconded the motion.
