HomeMy WebLinkAbout1147 08-09-1994ORDINANCE NO. 1147 AN ORDINANCE AMENDING SECTIONS 2-86 THROUGH 2 -90, COLLECTIVELY COMPRISING DIVISION 4 "ADVISORY BOARD FOR SOCIAL CONCERNS" OF ARTICLE II 'BOARDS, COMMITTEES AND COMMISSIONS" OF CHAPTER 2 "ADMINISTRATION" OF THE CODE OF ORDINANCES, CITY OF EULESS, TEXAS, TO CHANGE THE NAME OF SAID ADVISORY BOARD FOR SOCIAL CONCERNS TO THE "COMMUNITY ADVISORY BOARD"; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF EULESS, TEXAS: I. That Division 4 "ADVISORY BOARD FOR SOCIAL CONCERNS ", comprising Sections 2 -86 through 2 -90 of Article II 'BOARDS, COMMITTEES AND COMMISSIONS" of Chapter 2 "ADMINISTRATION" of the Code of Ordinances, City of Euless, Texas, as amended, be hereby amended to change the name of said board to the Community Advisory Board, and that such amended sections shall hereafter be and read as follows: DIVISION 4. COMMUNITY ADVISORY BOARD Sec. 2 -86. Creation; composition. There is hereby created the Euless Community Advisory Board. The board shall be composed of ten members, with a simple majority of the membership to be residents of the city. Sec. 2-87. Appointment of members; officers; terms. The members of the Community Advisory Board shall be appointed by the city council. The officers of the board shall consist of a chairman and vice— chairman who shall be designated by the city council. Members shall be appointed for two —year terms and shall serve until their successors are appointed and commence active service. Sec. 2-88. Quorum; voting by chairman. Objectives. The Community Advisory Board shall direct its efforts to accomplishing the following: (1) To determine those areas of social problems most vitally affecting the Euless community. In this connection the board shall evaluate drug abuse, alcoholism, communicable diseases and any other areas of social problems confronting the city from time to time. (2) Study and evaluate existing programs being conducted in the city by various agencies and organizations providing services in the social concern areas to Euless citizens. (3) To further cooperation and coordination of effort by social service agencies in the city. (4) To recommend to the city council the initiation and implementation of innovative programs in an effort to resolve specific social problems in the city. (5) To formulate a list of objectives to be enacted by the board with the advice, aid and assistance of the city council. (6) To seek cooperation among the various governmental agencies of surrounding communities in an effort to deal directly and effectively with specific areas of social concern. Sec. 2 -90. Recommendations to city council. The Community Advisory Board shall make periodic recommendations to the city council concerning the appropriations and expenditures of public funds for the purpose of providing remedies education, counseling, treatment and other areas of service involving specific social concerns in the city. U. Severability Clause. That it is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared invalid or unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such invalidity or unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such invalid or unconstitutional phrase, clause, sentence, paragraph or section. ORDINANCE NO. 1141 PAGE 2 III. Saving Clause. That Chapter 2 and the Code of Ordinances, City of Euless, Texas, as amended, shall remain in full force and effect, save and except as amended by this ordinance. "I Effective Date. This ordinance shall be in full force and effect from and after its passage and publication as provided by the Euless City Charter and the laws of the State of Texas. PRESENTED AND GIVEN FIRST READING and approved at a regular meeting of the Euless City Council on the 9th day of August 1994; by a vote of 7 ayes, 0 nays and 0 abstentions.
