HomeMy WebLinkAbout2025-09-23MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, September 23, 2025 The precouncil meeting of the Euless City Council was called to order by Mayor Linda Martin at 4:30 p.m. on Tuesday, September 23, 2025, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum, Annabel Eads, and Tika Paudel. During the Precouncil meeting: ➢ Council Member Tompkins advised that he represented the City at the GrapeFest annual Mayoral GrapeStomp competition and was presented the "Fastest Feet" award. ➢ Council Member Paudel advised that he attended the ribbon cuttings for ZAAP Kitchen Lao and Thai Street Eats and Juicy Dumplings restaurants located in the Glade Parks Town Center. ➢ City Manager Chris Barker advised that a Celebration of Life for Hurst Police Chief Steve Niekamp is scheduled for Thursday, September 25, 2025, 11 a.m., First United Methodist Church of Hurst. He recognized the Euless police personnel for the support they have provided to Hurst during this difficult time. ➢ City Manager Barker reviewed the regular agenda. ➢ Interim Library Director Angela Jones presented the Library update and advised of the availability of the Texas State Library and Archive Commission's Library Infrastructure Facility Improvements Grant (LIFT), which funds broadband infrastructure and facility improvements in Texas libraries, and that the funds will be used to purchase Shushbooths. Additionally, she advised of the new English as a Second Language (ESL) partnership with the Irving Independent School District, and the award of the HEB Grocery Community Investment Grant to the Euless Library Foundation in the amount of $36,000 to be applied toward the redesign and renovation of the library's children's area play space. ➢ Director of Public Works and Engineering Major Jones presented a Capital Projects update, including a traffic pattern change on West Pipeline Road to facilitate the next phase of construction, the Trailwood subdivision street overlay, and the restriping of Harwood Road between North Main and State Highway 360 (SH 360). ➢ Director of Finance Janina Jewell presented a Financial report for the period ending August 30, 2025. ➢ City Secretary/Chief Governance Officer Kim Sutter advised the City Council of the opportunity to submit candidate nominations to serve on the Tarrant Appraisal District Council Minutes Page 2 of 9 September 9, 2025 Board of Directors and stated that the deadline to submit nominations is Tuesday, October 14, 2025, at midnight and requires approval by the governing body. ➢ Assistant City Manager Steven Viera provided an Oncor rate case update and advised that the Oncor Cities Steering Committee is advising the cities to deny the proposed rate increase. A resolution to deny the rate case will be presented for City Council consideration at the October 14, 2025 meeting. ➢ Interim Planning and Economic Development Director Lisa Payne presented the Development update, including new businesses coming to Glade Parks and Vineyard Village, and the construction progress of Trinity High School, the Police and Municipal Court facility, and the Animal Shelter. PLEDGES OF ALLEGIANCE Council Member Perry Bynum led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. ANNOUNCED EMPLOYEE OF THE MONTH FOR OCTOBER 2025 Mayor Martin announced Ross Baugess, Crew Leader, Public Works, as the Employee of the Month for October 2025. CONSENT AGENDA (items 2 through 71 Mayor Martin asked Assistant City Manager Steven Viera to read each item into the record. AUTHORIZED THE PURCHASE OF TICKET WRITERS AND PRINTERS Authorized the purchase of Brazos ticket writers and printers from Tyler Technologies, 5101 Tennyson Parkway, Plano, Texas, through the Sourcewell Cooperative Purchasing Program. The estimated expenditure is $104,333. ITEM NO. 3. AUTHORIZED PURCHASE OF ANNUAL SUBSCRIPTION Authorized purchase of annual subscription from Flock Group, Inc., 885 East Collins Boulevard, Suite 110, Richardson, Texas, for continued service and support of existing Flock Safety Camera System. The estimated expenditure is $99,000. ITEM NO. 4 APPROVED AWARD OF BID NO. 018-25 Approved award of Bid No. 018-25 to First Construction, LLC, 187 Coy Road, Weatherford, Texas, for the construction of a restroom facility at the Parks at Texas Star South. The estimated expenditure is $502,250. ITEM NO. 5. AUTHORIZED THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT Authorized the City Manager to negotiate and execute a contract with LJA Engineering, Inc., 3600 West Sam Houston Parkway S, Suite 600, Houston, Texas, for the design, bidding, and construction administration phase for the South Euless Park renovation. The estimated expenditure is $275,000. ITEM NO. 6. APPROVED RESOLUTION NO. 25-1680 Approved Resolution No. 25-1680, authorizing submittal of an application to the FY2026 Body Worn Camera Grant Program. The match requirement will be funded by the Hurst - Euless -Bedford Independent School District in the amount of $3,932.44 in accordance with the Elementary School Resource Officer (ESRO) agreement. REGULAR AGENDA ITEM NO. 8. APPROVED TEMPORARY USE PERMIT NO. 25-06-CC Interim Director of Planning and Economic Development Lisa Payne advised that St. John the Baptist Greek Orthodox Church is seeking a Temporary Use Permit to host the 33rd Annual Mid -Cities Greek FoodFest on the church grounds. Ms. Payne reviewed the festival layout, parking arrangements, and the dates the event will be held. George P. Vittas, representing St. John the Baptist Greek Orthodox Church, was present to address any questions regarding the request. Council Member Bynum motioned to approve Temporary Use Permit No. 25-06-CC for a Greek Food Festival to be located at 303 Cullum Drive for four consecutive days, beginning October 2, 2025 and concluding October 5, 2025. Council Member Price seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Price, Bynum, Eads, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 9. APPROVED TEMPORARY USE PERMIT NO. 25-08-CC Interim Director of Planning and Economic Development Payne advised that Brass Tap is seeking a Temporary Use Permit to host the Tapperfest — Oktoberfest Beer Festival, October 11, 2025. Ms. Payne reviewed event layout, parking arrangements, and the date and time the event will be held. Ms. Payne stated that staff has requested confirmation from the Texas Alcoholic Beverage Commission (TABC) that the event will be authorized. Council Member Paudel motioned to approve Temporary Use Permit No. 25-08-CC for the Tapperfest - Oktoberfest Beer Festival to be located at Brass Tap, 2720 State Highway 121, Suite 600, October 11, 2025, 11 a.m. to 10 p.m., contingent upon approval by the TABC. Council Member Bynum seconded the motion. APPROVED TEMPORARY USE PERMIT NO. 25-09-CC Interim Director of Planning and Economic Development Payne advised that the Euless Tongan Community Committee is seeking a Temporary Use Permit to host Tonga Family Day 2025 at the Leon Hogg Amphitheater and Pavilion. Ms. Payne reviewed the event layout, parking arrangements, and the date and time the event will be held. Council Member Tompkins motioned to approve Temporary Use Permit No. 25-09-CC for the Tonga Family Day 2025 event to be located at the Leon Hogg Amphitheater and Pavilion, 1951 Bear Creek Parkway, Monday, October 13, 2025, 11 a.m. to 5 p.m. Council Member Eads seconded the motion. HELD PUBLIC HEARING REGARDING PLANNED DEVELOPMENT CASE NO. 25-01-PD AND DENIED ORDINANCE NO. 2442. Mayor Martin opened the public hearing at 7:17 p.m. Interim Director of Planning and Economic Development Payne presented the case to the City Council and advised that the applicant, Harwood Property Investment, Inc., is requesting a rezoning of 2.37 acres from Neighborhood Business (C-1) zoning district to Planned Development (PD) district in the QuikTrip Addition, Block A, Lot 3 and Timber Ridge Addition, Block 1, Lot A, located at 1010 West Harwood Road. Ms. Payne advised that the rezoning would allow for the development of Euless BaseCamp, an indoor and outdoor sports court facility with an associated restaurant and bar that will be open to the public. Additionally, Ms. Payne reviewed the concept plan and development standards, including landscaping, photometrics, site access, and parking. The Planning and Zoning Commission held a public hearing on September 2, 2025, and received significant opposition to the case citing wildlife displacement, increased traffic, noise, litter, drainage concerns, security concerns, and the proposed use in close proximity to residential homes, Subsequently, the Planning and Zoning Commission voted 6-0-0 to forward a recommendation of denial to the City Council, Ali Khoshkar, representing Harwood Property Investment, Inc., was in attendance to address any questions regarding the case. The following individuals addressed the City Council and spoke in opposition of the case, expressing concerns about noise, litter, light pollution, and potential increase in crime. Additionally, they raised concerns over decreased property values, traffic impacts along Harwood Road, the removal of established trees and wildlife habitat, drainage issues affecting nearby homes, and privacy concerns for residents whose properties border the proposed development: Vince Basset, 804 Peterstow Drive, Euless Darl Easton, 1005 Fayette Drive, Euless Linda Hall, 905 Spring Oak Court, Euless Terry Huecker, 1101 Timber Ridge Drive, Euless David and Patricia Mischkot, 1103 Timber Ridge Drive, Euless Vicki Ottensman, 1100 Timber Ridge Drive, Euless Bret Parker, 905 Elmwood Court, Euless Teresa Schaefer, 908 Tennison Drive, Euless Ted Shannon, 900 Elmwood Drive, Euless Ed Turner, 830 Bell Drive, Euless Council Minutes Page 8 of 9 September 23, 2025 There being no others wishing to speak, Mayor Martin closed the public hearing at 8:00 p.m. Mayor Pro Tem Stinneford stated that while he supports changing the zoning of a property when appropriate, he does not believe a change from C-1 to a zoning that allows amusement uses should be applied to a property located next to a residential neighborhood. Council Member Eads expressed her appreciation to the residents who spoke and those who attended to share their opinions on the case and that hearing and seeing the opposition helped her make a well-informed decision on how she would vote. Mayor Pro Tem Stinneford motioned to deny Ordinance No. 2442, rezoning 2.37 acres in the QuikTrip Addition, Block A, Lot 3 and Timber Ridge Addition, Block 1, Lot A, located at 1010 West Harwood Road, rezoning from Neighborhood Business (C-1) District to Planned Development (PD) District. Council Member Eads seconded the motion. Ayes: Mayor Martin, Mayor Pro Tem Stinneford, Council Members Tompkins, Price, Bynum, Eads, and Paudel Nays: None Mayor Martin declared the motion carried. ITEM NO. 12. PUBLIC COMMENTS Joanne Fanara, 2419 West Pipeline Road, Euless, addressed the City Council concerning the property at 2400 West Euless Boulevard, explaining that after its approval for church construction, the owners cleared all the trees and created a pond, but since then no further activity has occurred, resulting in the property becoming overgrown with weeds and the pond filling with stagnate water. Additionally, she inquired about the regulations for drone usage and whether a permit is required to purchase or bring a dog into the City from another city. Piya Patel, 2107 Lost Valley Drive, Euless, extended an invitation to the members of City Council and Euless residents to attend the Diwali - Festival of Lights on Tuesday, October 21, 2025, from 1 to 8 p.m. at BAPS Shri Swaminarayan Mandir, Irving, Texas. Pradip Humaqai, 1219 Monterrey Boulevard, Euless, addressed the City Council regarding the lack of practice soccer fields in the community. Council Member Tompkins expressed his appreciation to the residents in attendance for their patience, time, and attention during the Harwood Road repaving project.
