HomeMy WebLinkAbout2025-11-11MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, November 11, 2025 The precouncil meeting of the Euless City Council was called to order by Mayor Pro Tem Tim Stinneford at 4:30 p.m. on Tuesday, November 11, 2025, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Pro Tem Tim Stinneford, Council Members Jeremy Tompkins, Perry Bynum, Annabel Eads, and Tika Paudel. Council Member Eddie Price arrived at 4:46 p.m. Mayor Linda Martin was absent from the meeting. During the Precouncil meeting: > Mayor Pro Tem Stinneford advised that he was honored to attend a reception and present a Key to the City to Prince Rahim Aga Khan V, spiritual leader of the world's Ismaili Muslims, at the Dallas Executive Airport. Representatives from Dallas, Plano, Lewisville, and Carrollton were also in attendance. > Council Member Tompkins recognized Mayor Pro Tem Stinneford and Council Member Paudel for attending the Household Hazardous Waste Collection (Crud Day) and Shred Day event held November 1, 2025, at the City Hall campus. > Council Member Paudel recognized Stacy Rodriguez -Duke, Executive Secretary, as well as other City staff who assisted with the Household Hazardous Waste Collection (Crud Day) and Shred Day event on November 1, 2025. > City Manager Chris Barker reminded the City Council of the Holiday in the Park event to be held Saturday, November 15, 2025, 4:30 p.m. to 7:30 p.m. at Glade Parks. > City Manager Barker reviewed the regular agenda. > Police Chief Gary Landers introduced Captain Scott Ho who presented the Police Department update related to Community Services. Captain Ho presented an overview of the Community Services Department activities, including the 2025 Primary Maintenance Inspections, Housing and Structures Board case activity, Code Compliance cases, continuing education for Code Compliance Officers, personnel transfers, and an update on the Elementary School Resource Officer (ESRO) program. He also provided information on EPIC (Euless Police Inspiring Champions) program activities, the David Hofer Summer Camp, monitoring of Wilshire Park, and recent community events such as the Public Safety Open House, National Night Out, the Trinity High School Homecoming Parade, 6Stones' Community Powered Revitalization (CPR) Fall Blitz, Trunk or Treat at Trinity High School, and the Trinity High School Craft Fair. Council Minutes Page 2 of 8 November 11, 2025 ➢ Director of Finance Janina Jewell introduced Camille Alford, Purchasing Manager, who recently joined the City staff. > Director of Finance Jewell presented a Financial report. She advised that sales tax collection for September was up 11.9 percent and 7.6 percent year-to-date, and car rental tax collection was up four percent and three percent year-to-date. ➢ Director of Parks and Community Services Duane Strawn provided the details for the upcoming Parade of Lights, "Classic Christmas Movies", to be held on Saturday, December 6, 2025. > City Manager Barker presented a Euless Today update and advised that hard copies of the newsletter will no longer be mailed to residents after the December 2025 edition. He advised that hard copies will be available at various City facilities; however, the number of printed copies will be greatly reduced. > City Secretary/Chief Governance Officer Kim Sutter presented the Tarrant Appraisal District (TAD) Board of Directors nominations and advised that a Resolution will be presented at the November 25, 2025 meeting for City Council consideration to cast the City's allotted votes. Additionally, she advised the City Council of the recent resignation of Alan Blaylock from the TAD Board of Directors and outlined the nomination process to fill the vacancy. ➢ City Manager Barker presented a Capital Projects update. He provided a status update for the Trailwood Subdivision roadway resurfacing project, the Far North and Fuller wells, and the West Pipeline Road project. CLOSED SESSION The City Council convened into closed session at 5:52 p.m. to deliberate the appointment, employment, evaluation, reassignment, duties discipline or dismissal of a public officer or employee as authorized by Section 551.074 of the Texas Government Code related to the Municipal Court Judge. The City Council also consulted with the attorney regarding matters listed on the agenda, as authorized by Section 551.071 of the Texas Government Code. Mayor Pro Tem Stinneford recessed the closed session at 6:52 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of the Euless City Council was called to order by Mayor Pro Tem Stinneford at 7:00 p.m. for consideration of scheduled items. PLEDGES OF ALLEGIANCE Mayor Pro Tem Tim Stinneford led the pledges of allegiance to the flags of the United States and Texas. ITEM NO. 1. PRESENTATION BY THE TEXAS MUNICIPAL CLERKS ASSOCIATION Alicia Richardson, President, Texas Municipal Clerks Association, Inc., presented City Secretary/Chief Governance Officer Kim Sutter with the 2025 Texas Municipal Clerk of the Year Award. Council Minutes Page 4 of 8 November 11, 2025 ITEM NO. 2. ACKNOWLEDGEMENT OF PHOENIX SHIELD AWARD Division Chief/Fire Marshal Drew Washington announced that the Euless Fire Department S.A.F.E.T.Y. Clown Troop is the inaugural recipients of the Phoenix Shield Award for their commitment to educating and promoting fire and life safety to both children and adults throughout the community. This award is given to a person or department that has made a big impact on their community through positive outcomes from children implementing what they learned through attending the fire and life safety education programs at their schools. Fire Chief Chanc Bennett presented the award to "Seatbelt" and "Higbie", members of the S.A.F.E.T.Y. Clown Troop. Additionally, a Fire and Life Safety Award was presented to Miich Omondi for her actions in extinguishing a house fire with a fire extinguisher. Miich learned how to use a fire extinguisher at a presentation at her school by the Clown Troop. ITEM NO. 3. PRESENTATION OF CERTIFICATES TO FIRE PREVENTION POSTER WINNERS Division Chief/Fire Marshal Washington gave a brief history of the Fire Safety Poster Contest and introduced the grand prize winners for each grade level: First Grade: Second Grade: Third Grade: Fourth Grade: Fifth Grade: Sixth Grade: Hilingatoto "Toto" Tavo, Lakewood Elementary Julian Ceja, Oakwood Terrace Elementary Georgia Blackmore, Wilshire Elementary Aarohi Thapa, Oakwood Terrace Elementary Anaira Amith, South Euless Elementary Natalia Manzo, Wilshire Elementary Mayor Pro Tem Stinneford and Fire Chief Bennett presented each grand prize winner with a certificate and the Fire Marshal staff presented each with a prize. CONSENT AGENDA Ltems 4 through 112 Mayor Pro Tem Stinneford asked Assistant City Manager Lawrence Bryant to read each item into the record. Council Member Tompkins motioned to approve the consent agenda items number 4 through 11. Council Member Price seconded the motion. AUTHORIZED PURCHASE OF AERIAL BUCKET TRUCK Authorized the purchase of one Ford F550 aerial bucket truck for the Public Works Department from Rush Truck Center, 4000 Irving Boulevard, Dallas, Texas, through the BuyBoard Purchasing Cooperative as approved in the FY2026 budget. The estimated expenditure is $199,900. ITEM NO. 5. AUTHORIZED THE PURCHASE OF ARTICULATED WHEEL LOADER Authorized the purchase of one Komatsu articulated wheel loader for the Public Works Department from Kirby -Smith Machinery, Inc., 1450 Northeast Loop 820, Fort Worth, Texas, through the Sourcewell Cooperative Purchasing Program as approved in the FY 2026 budget. The estimated expenditure is $185,700. ITEM NO. 6. APPROVED A JOB ORDER CONTRACT Approved a Job Order Contract with GFC Contracting, 3816 Binz-Engleman Road, San Antonio, Texas, for general construction and maintenance services through the BuyBoard Purchasing Cooperative. The estimated expenditure is $450,000, and actual expenditures are made on an as needed basis. ITEM NO. 7. APPROVED A JOB ORDER CONTRACT Approved a Job Order Contract with Humphrey and Associates Inc., 1501 Luna Road, Dallas, Texas, for routine electrical and emergency repair services through the BuyBoard Purchasing Cooperative. The estimated expenditure is $180,000, and actual expenditures are made on an as needed basis. ITEM NO. 8. APPROVED RENEWAL OF BID NO. 002-25 Approved renewal of Bid No. 002-25 to Service First Janitorial, LLC, 1408 North Riverfront Boulevard, Suite 207, Dallas, Texas, for janitorial services. The initial contract award was for a term of one-year with an option for four additional one-year renewals. This request represents the first of the four, one-year renewal options. The estimated expenditure is $239,100. ITEM NO. 9. AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT Authorized City Manager to negotiate and execute an engineering/architectural services contract with Dunaway & Associates, Inc., 550 Bailey Avenue, Suite 400, Fort Worth, Texas, for the design, bidding, and construction administration phase for Kiddie Carr Park as approved in the FY2026 Capital Improvements Program budget. The estimated expenditure is $200,000. Council Minutes Page 6 of 8 November 11, 2025 ITEM NO. 10. AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE A CONTRACT Authorized the City Manager to negotiate and execute an engineering/architectural services contract with the Broussard Group, Inc. dba TBG Partners, 3232 E. Cesar Chavez, Building 1, Suite 100, Austin, Texas, for the design, bidding, and construction administration phase for the renovation of the batting cage area at Parks at Texas Star Sports Plaza as approved in the FY2026 Capital Improvements Program budget. The estimated expenditure is $175,000. ITEM NO. 11. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of October 28, 2025. REGULAR AGENDA ITEM NO. 12. APPROVED REQUEST FOR TEMPORARY USE PERMIT NO. 25- 12-CC Interim Director of Planning and Economic Development Lisa Payne presented the item to the City Council and advised that the applicant, Positive Recovery Centers, is seeking a Temporary Use Permit to host an Alumni Welcome Party and Kick -Off event on their facility grounds located at 2219 West Euless Boulevard. The private event will mark the launch of their DFW Alumni Program and is scheduled for Friday, November 14, 2025, from 5 to 9 p.m. Ms. Payne also reviewed the event layout, planned activities, and parking arrangements. Glenn Carosella, Executive Director, Positive Recovery Centers, was present to address any questions regarding the item. Council Member Paudel motioned to approve Temporary Use Permit No. 25-12-CC for the Alumni Welcome Party and Kick -Off event to be held at 2219 West Euless Boulevard, Friday, November 14, 2025, 5 to 9 p.m. Council Member Eads seconded the motion. Ayes: Mayor Pro Tem Stinneford, Council Members Tompkins, Price, Bynum, Eads, and Paudel Nays: None Mayor Pro Tem Stinneford declared the motion carried. ITEM NO. 13. APPROVED FIRST AND FINAL READING OF ORDINANCE NO. 2443 Council Member Bynum motioned to approve Ordinance No. 2443, appointing the Judge of the Municipal Court of Record in the City of Euless for a two-year term, expiring December 31, 2027. APPROVED EXTENSION OF CONTRACT FOR MUNICIPAL COURT JUDGE Council Member Tompkins motioned to approve the extension of the contract for Municipal Court Judge Lacy Britten for a one-year term to expire December 31, 2026. Council Member Eads seconded the motion. Ayes: Mayor Pro Tem Stinneford, Council Members Tompkins, Price, Bynum, Eads, and Paudel Nays: None Mayor Pro Tem Stinneford declared the motion carried. ITEM NO. 15. APPROVED LEAVE OF ABSENCE FOR MAYOR LINDA MARTIN Colancil'Member Bynum motioned to approve a leave of absence for Mayor Linda Martin for all meetings scheduled for November through December 31, 2025. Mayor Pro Tem Stinneford shared that Mayor Martin requested consideration of a leave of absence following the passing of her husband of 40-years, so she may have time to attend to personal matters.
