KNOWN AS THE " TRAFFIC CODE OF THE CITY JF EULESS;
REGULATING TRAFFIC ON THE PUBLIC STREETS OF THE
CITY OF EULFSS; WORDS AND PUBLIC DEFINED; AUTHOR-
ITY OF POLICE; DRIVING REGULATI0NS -- SPEED; DRIVING
REGULATIONS--RULES OF THE ROAD; TURNING AND START-
ING AND SIGNALS ON STOPPING !ND TURNING; ACCIDENTS,
RECKLESS DRIVING, STARTING PARKED VEHICLES; TRAFFIC
AND PEDESTRIAN SIGNALS; PEPESTRIANS IRIGHTS AND DUTIES
PARKING REGULLTIONS; SPECIAL STOPS REQUIRED; MIS -
CELLANEOUS DRIVING RULES; PENALTY- -PROVIDING THAT
ANY PERSON WHO SHALL VIOLATE ANY PROVISION OF THIS
ORDINANCE SHALL UPON CONVICTION THEREOF BE FINED
NOT LESS THAN ONE DOLLAR ($1.00) NOR MORE THAN TWO
HUNDRED DOLLARS ($200.00); PROVIDING A SAVINGS
CLAUSE, REPEALING CLAUSE AND PROVIDING AN EFFECTIVE
DATE.

Section 1:

LUTEORITY OF POLICE
Section 15:
Police to Direct Traffic: - -It shall be the duty of the Police
Department of this city to enforce the provisions of this ordinance.
Officers of the Police Depnrtmcnt are hereby authorized to direct
all traffic, either in person or by means of visible and /or sudiblc
signals in conformance with the provisions of this ordinance,
providing that in th- went of n. fire or other cmergcnoy or to
expedite traffic or s f,g: - rd pedestrians, officers cf the Police

subdivision of this Str.te, subject to such specific exceptions as
arc sot forth in this ordinance with reference to n.uthorizcd

Section 21:

Section 23:

Section 26:
Wren Overtaking on the Right is Permit. ed: - -(r.) The driver of
a vehicla may nvertnke and p,ss upon the riglit of another vehicle
only under the following conditions:
(1) Vihcn the vehicle overtaken is n--.king or abcut to make a
left turn;
(2) U pon r. strc:tt or highway with unobstructed pavement not
occupisd by prrked vehicles of sufficient width for two (2) or
more lines of ri.cving vehicles in each dir-.etinn.
(3) Upon a nne -way , or upon ariy roadway :n which traffic is
restricted to one direction of movement, whether the roadway is free
frog, obstruction r.nd of sufficient width for two (2) or more lines
of moving vehicles.
(b) The driver of a vehicle may overtake -.-id pass another
vehicle upon the right only under conditions permitting such movement
In safety. In no event shall such movement be made by driving off
the pavement or main traveled portion of the roadway.
Section 27:
Limitc,ti;ns on Overtaking on the Loft - -No vehicle shall be
driven to the left side of the center of the roadway in overtaking
and passing another vehicle proceeding in the same directi -n un-
less such left side is clearly visible, and is free of oncoming traffi
for sufficient distcnce ,head to permit such overtaking c.nd passing
to be completely made with:ut interferring with the safe operation
of any vehicle approaching from the opposite direction or any
vehicle overtaken. In Lvcrj event the overtaking vehicle must return
to the right -hand side of the roadway before doming within one
hundred (100) feet of any vehicle approaching from the opposite
direction.
Section 28:
Further Limitations on Driving to Left of Center of Rordway --
(A) No vehicle shall at any time be driven to the left side of the
roadway under the following conditions.:
1. Where sig;tt restriction is sucht hat the section of high-
way being trversed lies within a no- passing z•lne rs determined and
marked in fccordance tyith Section 29
2. When approaching within one hundred (100) fact of any
bridge, viaduct or tunnel.
3. Within one hundred (100) feet of an intcrsectinn.

Section. 30:
Ono -way Roadways and Rotary Traffic Islands - - -(a) The City
Council of the City of Euless mry designcte any highway or any
separate roadway under its jurisdiction for one -way trcffic and
shall erect approprir.to signs giving notice thereof.
(b) Upon a roadwav designated and signpostod for one -way traffic
the driver of a vehicle shall drive only in the direction designated.
(c) The driver of a vehicle passing around a rotary trcffic
isl+:nd shall drive only to the right of such islr.nd.
Section 31:
Driving on Roadways Lnnod for Traffic: -- Whonever any roadway
has been divided into two (2) nr more clec.rly marked lanes for

(n) The driver of a vehicle shall drive as nearly rs practical

driver of a vehicle shall not drive in the center lane, except

Section 35:

Section 36:
Turning Movements and Required Signals - -(a) No person shall
turn a vehicle at an interscctirn unless the vehicle is in proper

nesses if accidents to render reports to slid department.
(d) Every law enforcement officer, other than members of the
Euless Police Dep- rtment and Texas Department cf Public Ssfety,
who in the regul -r course cif duty investigages o motor -- vehicle
accident of which rep,.rt must be mode as rcquirei in this Section,
either nt the time of and et the scene of the uccident or thereafter
by interviewing pertieipants or witnesses shall, within twenty -
four (24) hours after completing such investigrtinn, forward a
written report of such accident to the Traffic Divisi -in cf the
Police Department of this city. Every such accident report shall
be made cn the appropriate form provided by the Trc:fPic Division and
shall contain all of the information required therein unless not
available. Such reports shall be without prejudice tothe officer
so reporting and shall be for the confidential use of the Police
Department and the City Traffic Engineer.

When Driver Unable to Report: -- Whenever the driver of a vehicle
is physically incf:pable of making a required accident report and

Lccident Involving Dam^ge to Vehicle: - -The driver �f any vehicle
involved in on accident resulting -nly in damage to a vehicle which

Crossing Fire Hose: - -No driver of any vehicle shall drive
over an unprotected hose of a fire de; ^rtnent when laid dawn on any
street or private drivewn'I to be used at any fire or alarm of fire,
without the consent of the fire department official in command.
Section 72:
Putting Glass, Etc., on Highway Prohibited: - -No person shall
throw or deposit upon any highway any glass bottle, glass, nails,
tacks, wire, cans, or any other substnnc,� likely to injure any
person, animal, or vehicle upon such highway.
Sectioh 73:
Removing Materials from Highway: - -(a) l.ny perscn who drops,
or permits to be dropped or thr -wn, upon any highway any destructive
or injurious material shall immediately remove the sa.mo or cause
it to be removed.
(b) 1,NY person remrvin €; a wrecked or damaged vehlcle from n
highway shall remove any glass or other injurious substance dropped
upon the highway from such vehicle.
Section 74:
Overtaking and Passin;- School Bus: - -(a) The driver .�f n_
vehicle upon a highway outsi(Ir of a business ��r residence district
upon meeting or overtak'ng fr m either direction any school bus
which has stopped on the higi- t for the purpose of receiving -+r
discharging any school children shall st)p the vechicic immediately
before passing the school bus but may then proceed past such school
bus at a speed which is prudont, not exce.Ain, ten (10) miles per
hour, and due caution for the safety of such children.
(b) 1.11 vehicles used for the trnnspnrtatir)n of nunils to
and /or from any ehhool or college shall have a sign on the fr;,nt
and rear and on each side of said vehicle, showing the words
"School Bus" and said words shall be plainly rendnble in letters
not less than eight (8) inches in height and the wards "School
Bus" shall be removed or covered when the vehicle is not in use
as a school bus.

Section 75:
Mufflers, Preventinn cif i+, ' -- (, ) Every m,t.,r vehicle shall
at all times be equipped wit a muffi.(.r in g :)�d w,,rking order and
in eenstant operatics to prevent excessive or unusual noise and
annoying smoke and no person shall use a muffler, cut -out, by -pass,
or similer device upon a motor vehicle ona hi -hway.
(b) The engine and power mechanism of Every motor vehicle
shall be so equipped and adjusted as to prevent the escape -)f excessive
fumes or smoke.
Section 76:
Driving Through Funeral or Other Proccssion:--No driver of a
Vehicle shall drive between the vehicles cnmprisin, a funeral ar
other authorized procession while they are in motion and when such
vehicles tire conspicuously design,, -ted as required in this ordinance.
This provision shall not npnly to at intersections where traffic
is controlled by traffic - control siEnals or police officers.
Section 77:
Drivers in a Procession:- -Each driver in a funeral or other
procession shall drive rs near to the ribht hand edge cf the
roadway as practical and shall follow the vehicle ahead as close as
is practical and safe.
Section 78:
Funeral Processions to be Identified: - -L funeral composed of
a procession of vehicles shall be identified as such by the dis-
play upon the outside of ecch vehicle of a pennant of other
identifying insignia or by such other method as may be determined
and designated by the traffic division.
Section 79:
Shen Permits Required f.,r Parades and Pr.,6(.ssions: - -No funeral,
procession or parade containing 200 or more persons or 50 or more
vehicles, excepting the forces cf the United States Lrmy or Navy,
the military forties of this State, and forces of the Police and
Fire Dopprtment, shall necupy, march, or prncccd al ng any street
except in accordance with a permit issued by the Chief �f Police
and such other regul ^tians as Pre set forth herein which may anply.
Section 80:
Limitations on Backing--The driver of a vehicle shall not
back the sane unless such movement can be made with reasonable
safety and without interferring with Other traffic.
Section 81:
Riding on Motorcy3les: - -l. person operating a motorcycle shall

Clinging to Moving Vehicle: - -kny perszn riling upon any

vehicle shall not attach the same or himself to my moving vehicle
upon any roadway.
Section 83:
Pedestrians Soliciting Rides: - -It shall be unlawful for ar,y
person to stand in a roadway for the ourpose :',f soliciting_ a. rile
fr ,-m the operator of ^ny private vehicle.
Section 84:
Blind Pedestrians: - -(n) For the purpose of preventing
traffic accidents on the public streets of the City �f Euless,
it shall be unlawful for anyperson except ners-ns wh -;lly or
partially blind tc carry or use r,n the public str(cts of the City
of Pulcss any cane or walking stick which is white in color, or
white with red end. !, cane or walking stick may be used n the
streets and other public places of the Citv f Euless by a pers-In
wholly or partially blind, as a renns of protectyng him or her
from traffic accidents and fcr the purpose of idcntifyinC him or
her by drivers of vehicles and operators of motor driven vehicles
and poelestririns, with whom sucn pers, ns mry c.;me in contact (n

Driving Thr ^ugh Gasoline Station: - -It shall be unlawful for

station in the City of Eulea= without c mink to a fully stop
while in such garage or gasoline station.
Section 86:
Displaying Advertising : - -It shall be unlawful for anyone to
operate any vehicle on any street within the corporate limits of
the City of Euless for the primary purpose of displaying• advertis-
ing.
Section 87:
Opening of Vehicle Doors: - -It shall be unlawful for the wwner
operator or any other person to open the door of a vehicle or to
step from a parked vehicle into a roadway or sidewalk in such a
manner as to interfere with or impede the progress of any vehicle
or pedestrian.
ARTICLE XLL.
PENALTY, SAVINGS CLAUSE:, REPEL' LING CLAUSE, DECL.RING LN EMERGENCY.
Section 88:
Any person who shall violate any of the provisions of this
ordinance shall be deemed guilty cf a misdemeanor and upon conviction
shall be fined not less than one 0$1.00) Dollar nor more than
Two H undred ($200.00) Dollars.
Section 89:
Payment of fine at Traffic Violations Bureau: - -W) Any person
who has received any notice t- appear in answer to a traffic charge
under this chapter may, within the time specified in the notice,
appear at the traffic violati °ns bureau and answer the charge
set forth in such notice by 147ing a prescribed fine, and, in
writing pleading guilty to the charge, wriving a herring in curt
and giving power of attorney to the person in charge of the bureau
to make such a Plea and nay such fine in court.
(b) Any person who has been guilt* of three or more traffic
violrtions, except as otherwise provided znthis title, within the
preceding twelve months shall not be permitted to Day a fine at
the traffic violations bureau, and he must make statutory bail for
appearance in epurt.
Section 90:
Disposition of Fines and Forfeitures: - -hll fines or forfeitures
collected upon conviction or upon the forfeiture of bail of any
person charged with a violation cf any of the provisions of this
title shall be paid into the City Secretary and deposited in the
