HomeMy WebLinkAbout2025-11-25MINUTES OF THE PRECOUNCIL AND REGULAR MEETING OF THE EULESS CITY COUNCIL Tuesday, November 25, 2025 The precouncil meeting of the Euless City Council was called to order by Mayor Pro Tem Tim Stinneford at 4:30 p.m. on Tuesday, November 25, 2025, in the Precouncil Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor Pro Tem Tim Stinneford, Council Members Jeremy Tompkins, Eddie Price, Perry Bynum, Annabel Eads, and Tika Paudel. Mayor Linda Martin was not present due to a scheduled absence. During the Precouncil meeting: > Council Member Bynum advised that he attended the Senior Holiday Luncheon and that this will be Donnie Green's final year preparing and serving the meals after a 24- year run that was started by his dad, Hubert Green. He added that the Holiday in the Park event was a great success and also recognized and expressed his appreciation to the Public Works staff for their efforts with the Trailwood subdivision project. > Director of Public Works and Engineering Major Jones introduced Kelli Brodhagen who recently joined the City staff as the Public Works Administrative Assistant. > City Manager Barker reviewed the regular agenda. > Director of Parks and Community Services Duane Strawn introduced Assistant Director of Parks and Community Services Liz Johnson to present the Parks and Community Services update. Assistant Director of Parks and Community Services Johnson reviewed the 2025 events and activities, including Arbor Daze, Trunk or Treat, the Annual Senior Holiday Luncheon, Holiday in the Park, the Annual Christmas Parade of Lights, Swim with Santa, and the Heritage Park Christmas Celebration. She also highlighted the new special events trailer and Christmas decorations, new playground equipment and shade structures, improvements at the Parks at Texas Star North and South, including the addition of the arch, landscaping, and a new restroom facility, and the progress of improvements at South Euless Park and Kiddie Carr Park. Council Member Bynum applauded staff for the partnership with the Hurst -Euless - Bedford Independent School District Culinary Arts program by providing the opportunity to have the students participate in the Senior Holiday Luncheon. > Interim Director of Planning and Economic Development Lisa Payne presented a Development update, including commercial and residential construction. Council Minutes Page 2 of 5 November 25, 2025 ➢ Director of Finance Janina Jewell presented a Financial report (preaudit) for Fiscal Year ending September 30, 2025. ➢ Director of Public Works and Engineering Major Jones provided a status update for the Trailwood Subdivision roadway resurfacing project and the West Pipeline Road project. CLOSED SESSION Although posted, no closed session was held. Mayor Pro Tem Stinneford recessed the precouncil meeting at 6:03 p.m. COUNCIL CONSIDERATION OF SCHEDULED ITEMS — COUNCIL CHAMBERS The regular meeting of the Euless City Council was called to order by Mayor Pro Tem Stinneford at 7:00 p.m. for consideration of scheduled items. ANNOUNCEMENT OF EMPLOYEE OF THE MONTH FOR DECEMBER 2025 Mayor Pro Tem Stinneford announced Public Works Crew Leader Brandon McAdams as Employee of the Month for December 2025. ITEM NO. 2. FINANCIAL REPORT FOR FISCAL YEAR ENDING SEPTEMBER 30, 2025 Finance Director Janina Jewell presented the financial report (preaudit) for the Fiscal Year ending September 30, 2025. CONSENT AGENDA (items 3 through 6) Mayor Pro Tem Stinneford asked Assistant City Manager Steven Viera to read each item into the record. Council Member Tompkins motioned to approve the consent agenda items number 3 through 6. Council Member Price seconded the motion. Ayes: Mayor Pro Tem Stinneford, Council Members Tompkins, Price, Bynum, Eads, and Paudel Nays: None Mayor Pro Tem Stinneford declared the motion carried. ITEM NO. 3. APPROVED AWARD OF BID NO. 024-25 Approved award of Bid No. 024-25 for professional employee leasing services at Texas Star Golf Course and Conference Centre to LL Roberts Group/Key2Cash LLC, 12225 Greenville Avenue, Suite 300, Dallas, Texas, for a one-year term period with the option to renew for up to three additional one-year terms. The estimated expenditure is $1,599,635. ITEM NO. 4. APPROVED AWARD OF BID NO. 025-25 Approved award of Bid No. 025-25 for the renovation of the Euless Family Life Aquatic Park and Natatorium to Deep End Pool Solutions, LLC, 8528 Davis Boulevard #190, North Richland Hills, Texas. AUTHORIZED THE CITY MANAGER TO NEGOTIATE AND EXECUTE A CHANGE ORDER Authorized the City Manager to negotiate and execute a Change Order to the existing contract with Modern Contractors, 4149 Bedford Road, Bedford, Texas, for the Police and Municipal Court Building renovations to provide for jail facility improvements. ITEM NO. 6. APPROVED CITY COUNCIL MINUTES Approved City Council minutes of the precouncil and regular meeting of November 11, 2025. REGULAR AGENDA ITEM NO. 7. APPROVED RESOLUTION NO. 25-1686 Mayor Pro Tem Stinneford introduced the Resolution. The following nominees for the Tarrant Appraisal District Board of Directors addressed the City Council and requested consideration of support of their nominations: • Saeyda Syed, 6705 Sapphire Court, Colleyville, Texas • Eric Crile, 11325 Gale Ridge Terrace, Fort Worth, Texas Council Member Price motioned to approve Resolution No. 25-1686, casting six (6) votes for Mike Alfred and six (6) votes for Eric Crile, to serve as a Director on the Tarrant County Appraisal District Board of Directors for a term beginning January 1, 2026. Council Member Bynum seconded the motion. Ayes: Mayor Pro Tem Stinneford, Council Members Tompkins, Price, Bynum, Eads, and Paudel Nays: None Mayor Pro Tem Stinneford declared the motion carried. ITEM NO. 8. ACKNOWLEDGED AND APPROVED APPOINTMENT OF BOARD OF DIRECTORS FOR TAX INCREMENT REINVESTMENT ZONE NUMBER FOUR Council Member Tompkins motioned to appoint the following members to serve on the Board of Directors of the Tax Increment Reinvestment Zone (TIRZ) Number Four for terms expiring January 1, 2028.
