MINUTES
The pre -session meeting of the Planning and Zoning Commission was called to order by
Chairman Owens at 6:00 p.m. in the Pre -Council Conference Room of City Hall, 201 North
Ector Drive. Those present included Chairman Eric Owens, Vice Chair LuAnn Portugal, and
Commissioners Curtis Brown, RubyAnne Crites, Katherine Flannery and Zariyan Stark.
Commissioner Magen Brown was absent.

The regular meeting of the Euless Planning and Zoning Commission was called to order by
Chairman Owens at 6:41 p.m. in the Council Chambers at City Hall, 201 North Ector Drive.

ITEM 1. APPROVED PLANNING AND ZONING COMMISSION MINUTES
Commissioner Crites made a motion to approve the minutes of the regular meeting August

Commissioner Flannery seconded the motion. The vote was as follows.

Chairman Owens declared the motion carried. (6-0-0)
ITEM 2. HELD A PUBLIC HEARING FOR PLANNED DEVELOPMENT CASE NO. 25-01-
PD AND RECOMMENDED AN ORDINANCE
Chairman Owens opened the public hearing at 6:45 p,m.
Interim Director of Planning and Economic Development Lisa Payne presented the case to
the Planning and Zoning Commission and advised that the applicant, Ali Khoshkar,
representing Harwood Property Investment, Inc., is requesting a rezoning from
Neighborhood Business (C-1) to Planned Development (PD) in order to allow the
development of an amusement use of an indoor and outdoor sports courts facility with
restaurant and bar for. the public. In order to operate, the property must be rezoned to a
Planned Development (PD) district, as amusement uses are not permitted under the current
C-1 zoning.
The applicant provided a concept plan, conceptual elevations, and development standards
regarding the proposed uses, setbacks, building materials, landscaping, lighting, parking,
and fencing.
Public bearing notification letters were mailed to all property owners within 200 feet of the
subject property.;'ro date, staff tied received eight (8) responses in opposition of the case.
Ali Khoshkar, applicant, gave a brief presentation and was available for questions.
Terry Huecker, resident who lives in the Timber Ridge neighborhood, appeared and is in
opposition of this project. He is concerned of the wildlife displacement, existing drainage
issues, and increased lighting in the area.
Vincent Basset, resident who lives In the Covington.Hll neighborhood, appeared and is.in
opposition of this project. He cited concerns about increased traffic and disruption to the
neighborhood's quiet character.
David and Patricia Mischkot, residents who live in the Timber. Ridge neighborhood, appeared
and are in opposition of this project. They are concerned about added traffic, potential
security issues, and the impact of a vacant building if the establishment closes.
Teresa Schaffer, resident who lives in the Covington Hill neighborhood, appeared and is in

opposition of this project. She is concerned noise, lighting, pollution, safety issues, and
increased traffic would negatively impact the neighborhood's quality of life.
Ted Shannon, resident who lives in the Timber Ridge neighborhood, appeared and is in
opposition of this project. He is concerned about noise from the sports complex, traffic flow
going in and out of the business, and the impact of a vacant building if the establishment
closes. He requests that the existing zoning district remain, as it currently fits the area.
Don Ottensman, resident who lives in the 'Timber Ridge neighborhood, appeared and is in
opposition of this project. His concerns were about potential increased drainage flowing
down to his and his neighbors' properties and added traffic.
Richard Venetoff, resident who lives in the Covington Hill neighborhood, appeared and is in
opposition of this project..He expressed concern that safety issues in the area are already
increasing due to the Harwood extension to the airport and this project would add more
commuter traffic, further impacting the safety of the neighborhood.
Bret Parker, resident who lives in the Timber Ridge neighborhood, appeared -and is in
opposition of this project. He submitted a petition with 43 signatures from.residents of Timber
Ridge and Covington Hill opposing the project. His concerns include drainage, increased
noise, and traffic in ano out of the business. He believes the current zoning is appropriate.
Carol Dufinotz, resident who lives in the Timber Ridge neighborhood, appeared and is in
opposition of this project. She is concerned about noise from the outdoor patio, especially
late -night music, and worries adding an alcohol establishment could increase the risk of
drunk driving incidents, noting a crash into her neighbor's home.
Laura Brewster, resident who lives in the Timber Ridge neighborhood, appeared and is in
opposition of this project. She is concerned about the displacement of the wildlife, traffic
issues, and neighborhood safety. .
Kristine Farkhoutdinov, resident who lives in the Covington Hill neighborhood, appeared and
is in opposition of this project. She is:concerned about traffic, noting that the area already
experiences a high number of accidents.
Penelope Metwick, resident who lives.in the Covington Hill neighborhood, appeared and is
in opposition of this project. She is concerned about noise and lighting, and requests that
measures be taken to protect the neighborhood's privacy and minimize disturbances.
Vicki Ottensman, resident who lives in the Timber Ridge neighborhood, appeared and is in
opposition of this project. She noted that a traffic accident occurred in the past two years in
which a vehicle crashed through the neighbor's kitchen and she expressed concern that
traffic will increase in this already congested area.
Fred Dickinson, resident who lives in the Timber Ridge neighborhood, appeared and is in
opposition of this project. He is concerned about water displacement from the subject
property onto the residential properties, noise, and he wants to keep the neighborhood quiet
and safe.
Yi Liao, resident who lives in the Covington Hill neighborhood, appeared is In opposition of

this project. She expressed frustration about not receiving notice- of the public hearing, as
her property is located beyond the 200-foot notification range.
Sharon Huecker, resident who lives in the Timber Ridge neighborhood, appeared and is in
opposition of this project. She is concerned about safety and .privacy with an alcohol
establishment nearby, and the increase of traffic and noise.
Yamilette Rondinella, resident who lives in the Covington Hill neighborhood, appeared and
is in opposition of this project. He is concerned about drunk drivers, increase of traffic in the
already congested area, and noise until midnight.
Sherif Ahmed, resident who lives in the Covington Hill neighborhood, appeared and is in
opposition of this project. He is concerned about traffic, safety, and noise.
There being no further proponents or opponents, Chairman Owens closed the public hearing
at 7:37 p.m.
Commissioner Flannery asked the applicant about their experience running a sports
complex business and whether they had reached out to the neighbors. Rana Ritesh,
developer; answered that he would be the operator and is a Euless resident. He stated he
operated a sports complex in the military, but this will be the first sports complex he operates
that is open to the public. He also stated they, went through the neighborhood and spoke
with some neighbors Monday, but did not receive any feedback.
Commissioner Stark asked staff to explain the requirements of public hearing notifications
for the audience of residents, and asked the applicant if he had any experience with
competition of similar businesses like Chicken N Pickle. Mrs. Payne explained that state law
requires public hearing notices to be mailed to those that own property within 200 feet of the
subject property at least 10 days before the public hearing, and as of September 1, meeting
agendas are required to be distributed 3 working days before the public hearing. Additionally,
public hearing notices must now be posted on the City website and a zoning sign is now
required. to be placed on.the subject property of future proposals. She noted that City staff
has only met the state notice requirements. Mrs. Payne also explained that staff reviews
requests. for placement on the Planning and Zoning Commission agenda based on
compliance with the City's Code of Ordinances, and P&Z hears cases and makes
recommendations to the City Council. She stated that nothing has been approved at this
time. She emphasized that this process is strictly for the proposed zoning change, and that
the plans presented are conceptual; if the zoning proposal is approved, the project will still
be required to return to P&Z and Council for site plan approval. The developer stated that
he does not have experience competing with similar businesses, but emphasized that this
will be a family -friendly establishment rather than a bar. He lives in Euless and aims to
provide a safe space for students, young adults, and families to enjoy sports, food, and
drinks.
Commissioner Crites thanked the neighbors and developers for attending and providing
F input, and wanted to clarify that the Commissioners are appointed volunteers and are not
elected officials.
Vice Chair Portugal made a statement that she is pleased -to see the neighbors coming to
the meeting to voice their opinions.

Commissioner C. Brown thanked all citizens for attending and providing their input.
Chairman Owens also thanked everyone for attending and voicing their concerns.
There were no further questions or comments presented by the Commission.
Commissioner C. Brown made a motion to recommend denial regarding Case No. 25-01-
PD on a request for a rezoning from Neighborhood Business (C-1) district to Planned
Development (PD) district at QuikTrip Addition, Block A, Lot 3 and Timber Ridge Addition,
Block 1,. Lot A located at 1010 West Harwood Road.
Commissioner Stark seconded the motion.
The vote was as follows.
Ayes: Chairman Owens, Vice Chair Portugal, and Commissioners C. Brown, Crites,
Flannery; and Stark
Nays:... None,
Abstention: None
Chairman Owens declared the motion to recommend denial carried. (6-0-0)

There being no further business, the meeting was adjourned at 8:10 p.m.
Chairman Owens
