WORKSESSION OF THE
EULESS CITY COUNCIL
December 15, 2025
A worksession of the Euless City Council was called to order at 5:32 p.m. on Monday,
December 15, 2025, at Euless City Hall in the Precouncil Conference Room, 201 North
Ector Drive, Euless, Texas, for the purpose of discussing proposed amendments to the
City Charter, the 2026 Town Hall meeting format, and to convene into closed session
related to 2105 Rio Grande Boulevard.

After calling the worksession to order, Mayor Martin convened into closed session at 5:33
p.m. for deliberation as authorized by Section 551.071 of the Texas Government to seek
legal advice and consult with its attorney regarding the interlocal agreement for property
at 2105 Rio Grande Boulevard.
Mayor Martin recessed the closed session at 6:04 p.m.
Town Hall Format
City Manager Chris Barker advised the City Council of a change in format to the January
Town Hall meeting to include booths to allow citizens to engage with staff.
Charter Amendments
City Manager Barker advised the City Council that the City Charter was last amended in
1995, and the current City Charter contains many items that are in conflict with state law.
Staff, in consultation with the City Attorney, has reviewed the City Charter for the purpose
of identifying amendments to resolve the conflicts. Any proposed changes will need to
be approved by the voters in a Charter Amendment Election that can be ordered for the
May 2026 uniform election date.

City Attorney Wayne Olson and Attorney Alicia Kreh presented and reviewed the current
City Charter, highlighting sections that conflict with state law and recommended the
reorganization of certain provisions to more appropriate sections.
Following City Council input, the City Attorney will work with the City Manager and the
City Secretary to prepare ballot proposition language for presentation to the City Council
at a worksession to be held on Monday, January 12, 2026.
The worksession was adjourned at 8:15 p.m.
