EULESS CITY COUNCIL
Tuesday, December 9, 2025
The precouncil meeting of the Euless City Council was called to order by Mayor Pro Tem
Tim Stinneford at 4:30 p.m. on Tuesday, December 9, 2025, in the Precouncil
Conference Room at City Hall, 201 North Ector Drive. Those present included Mayor
Pro Tem Tim Stinneford, Council Members Jeremy Tompkins, Perry Bynum, Annabel
Eads, and Tika Paudel. Council Member Eddie Price was absent due to illness. Mayor
Linda Martin was not present due to a scheduled absence.
During the Precouncil meeting:
➢ Council Member Tompkins advised that the Parade of Lights was a great event and
a good time for all who attended.
➢ Council Member Paudel recognized the Parks and Community Services staff as well
as other City staff who assisted with the Parade of Lights. Additionally, he advised
that he attended the 6Stones Dashing for Hope event and the Top Leaders ATA
Martial Arts ribbon cutting.
➢ City Manager Chris Barker reported that the Texas Star Golf Course was featured in
the November 2025 edition of AvidGolfer, and was ranked number one in the Best
Overall: West category. Additionally, he noted that the January 2026 edition of Euless
Today will be distributed digitally to residents this week, with a limited number of hard
copies available at City buildings.
➢ City Manager Barker reviewed the regular agenda.
➢ Assistant City Manager Lawrence Bryant presented a Household Hazardous Waste
Collection (Crud Day) and Shred Day update and stated that the event was well
attended. He reported that 196 vehicles were served with approximately 3,000
pounds of electronics collected, 15,645 pounds of recyclable and non -recycle waste
collected, and 6,060 pounds of paper shredded.
Council Member Tompkins expressed appreciation to the volunteers and
acknowledged the Public Works staff for their assistance.
➢ interim Library Director Angela Jones provided a Library update, highlighting several
new programs launched in 2025, including the Noon Year's Eve Party, Book an
Expert: Talk to Me, Mess Fest, and Destination Lock -ins. She also outlined the
Library's partnerships with the Euless Garden Club, Euless Animal Shelter, Carter
BloodCare, Tarrant 9-1-1 District, and The Cliburn. Additionally, she advised that the
Library is partnering with Education Potential Verified (EPV) and their partners to

implement a program that will offer junior high and high school students a healthy and
nutritious snack twice a week.
Council Member Tompkins shared that he recently attended a Library Board meeting
and recognized the Board for their engagement and effective collaboration.
➢ Director of Finance Janina Jewell presented a Financial report and advised that car
rental tax collection was up three percent for the month of October and is up three
percent year-to-date.
➢ Police Chief Gary Landers introduced Emergency Management Coordinator Suzanne
Hendrickson to present the Texas Division of Emergency Management/CodeRED
update.
Ms. Hendrickson advised that the CodeRED emergency notification system is
currently down due to a nationwide cybersecurity breach and as a result, a new system
has been implemented and will offer additional features. Staff is in the process of
training and configuring the new software, and once it is ready, a message will be sent
to residents requesting that they re -register for alerts. She also noted that the Texas
Division of Emergency Management will be combining all existing Emergency
Management Memorandums of Understanding (MOUs) from the various Emergency
Management Response Teams into a single MOU. The new MOU will require City
Council approval and will be presented for consideration at a future meeting.
➢ Director of Public Works and Engineering Major Jones presented a Capital Projects
update including an update on the Trailwood subdivision roadway resurfacing project.
CLOSED SESSION
Although posted, no closed session was held.
Mayor Pro Tem Stinneford recessed the precouncil meeting at 5:35 p.m.

Mayor Pro Tem Stinneford led the pledges of allegiance to the flags of the United States
and Texas.
ITEM NO. I. PRESENTATION OF EMPOYEE OF THE MONTH FOR JANUARY
2026
Police Chief Gary Landers introduced Senior Police Officer Shawn Bushee. Shawn was
accompanied by family and members of the Police Department. Mayor Pro Tern
Stinneford presented Shawn with a plaque commemorating his selection as Employee of
the Month for January 2026.
ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PIN
Interim Library Director Angela Jones introduced Librarian Assistant Whitney Hamlin.
Whitney was accompanied by family and members of the Library staff. Mayor Pro Tem
Stinneford presented Whitney with a service pin commemorating her five years of service
with the City.

ITEM NO. 3. AUTHORIZED PURCHASE OF AN AMBULANCE CHASSIS AND
MODULE
Authorized the purchase of a new ambulance chassis and ambulance module through
the Houston -Galveston Area Cooperative Purchasing Program (H-GAC). The purchase
order will be issued through the chassis supply vendor MacHaik Dodge Chrysler Jeep,
11000 North Freeway, Houston, Texas, and the assigned module vendor will be Frazer,
Ltd, 7227 Rampart Street, Houston, Texas. The estimated expenditure is $331,225,
which includes a $35,000 trade-in amount.
ITEM NO. 4. AUTHORIZED THE PURCHASE OF A FIRE STATION ALERTING
SYSTEM FOR FIRE STATION NUMBER THREE
Authorized the purchase of a fire station alerting system from US Digital Designs, Inc,
1835 East Sixth Street, Suite #27, Tempe, Arizona, for Fire Station No. 3 through the
National Purchasing Partners (NPPGov) contract. The estimated expenditure is
$181, 867.02 .
ITEM NO. 5. AUTHORIZED THE CITY MANAGER TO EXECUTE A CONTRACT
Authorized the City Manager to execute a contract with CML Security, LLC, 10521
Gulfdale Street, San Antonio, Texas, for the building control system at the Police and
Municipal Court building. The estimated expenditure is $675,750.
ITEM NO. 6. AUTHORIZED THE CITY MANAGER TO EXECUTE A CONTRACT
Authorized the City Manager to execute a contract with McKinney Security Systems, LLC,
333 E Bethany Drive, Building E-100, Allen, Texas, for a security camera system at the
Police and Municipal Court building through the Interlocal Purchasing System (TIPS)
program. The estimated expenditure is $149,683.98.
ITEM NO. 7. AUTHORIZED THE CITY MANAGER TO EXECUTE A CONTRACT
Authorized the City Manager to execute a contract with Secured Access Systems, LLC,
2300 Valley View Lane, Suite 105, Dallas, Texas, for access control systems hardware,
software, supplies, installation, integration, and maintenance services for the Police and
Municipal Court building. The estimated expenditure is $269,894.17.

ITEM NO. 8. ACCEPTED THE CAPITAL IMPROVEMENTS ADVISORY
COMMITTEE SEMI ANNUAL REPORT
Accepted the Capital Improvements Advisory Committee (CIAC) Semi -Annual Report for
the period of April 1, 2025, through September 30, 2025.

HELD A PUBLIC HEARING REGARDING SPECIFIC USE PERMIT
CASE NO. 25-11-SUP AND APPROVED FIRST AND FINAL
READING OF ORDINANCE NO. 2444
Mayor Pro Tem Stinneford opened the public hearing at 7:12 p.m.
Interim Director of Planning and Economic Development Lisa Payne presented the case
to the City Council and advised that the applicant is seeking a Specific Use Permit (SUP)
for a music instruction business to be located at Villa West Addition, Lot 2, 1010 Villa
Drive, Suite 104. The Planning and Zoning Commission held a public hearing on
November 18, 2025, and voted 7-0-0 to recommend approval of the SUP with the
following conditions:
1. The Specific Use Permit is tied to the business name, Joe's Piano Lessons;
2. The Specific Use Permit is tied to the business owner, Joe's Piano Lessons LLC;
and
3. The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Whitney J. Naquin III, representing Joe's Piano Lessons, was present to address any
question regarding the case.
Mayor Pro Tem Stinneford asked to hear from any proponents followed by opponents of
the case.
There being none, Mayor Pro Tem Stinneford closed the public hearing at 7:16 p.m.
Council Member Paudel motioned to approve Ordinance No. 2444, authorizing issuance
of a Specific Use Permit for a music instruction business to be located at Villa West
Addition, Lot 2, 1010 Villa Drive, Suite 104, in the Community Business (C-2) zoning
district with the conditions presented and recommended by the Planning and Zoning
Commission.
Council Member Eads seconded the motion.

Council Member Paudel, on behalf of the Nepalese Society of Texas, presented the Mary
Lib Saleh Euless Public Library with a hard -copy edition of the NST Sovenier 2024
publication, which includes a letter from Mayor Martin and highlights the Euless Nepalese
community.
Mayor Pro Tem Stinneford and Council Member Paudel wished everyone a happy holiday
season.
