As requested, here is my email correspondence with the Secretary of State sent this
morning to include the newly adopted Form 25-10 Request for Review of a Home-Rule City
Ballot Proposition. This also includes my prior email to the Secretary of State sent this past

In accordance with Election Advisory No. 2026-06 issued on January 26, 2026, I am
including with my below request a scanned copy of the Request for Review of a Home-Rule
City Ballot Proposition. This is the same request submitted below, but now includes the
new Form 25-10 adopted this week by the Secretary of State. Please let me know if any
additional information is needed to complete this review.

Subject: Request for Review of Ballot Propositions - City of Euless Charter Amendments
Elections Division:
Pursuant to Section 273.101 of the Elections Code, we are submitting this request for
review of ballot propositions pertaining to the upcoming May 2, 2026 City Charter
amendment election ordered by the Euless City Council on January 27, 2026. Please see
the attached documents provided to assist with this review:
Letter from City Manager, Chris Barker, requesting Secretary of State review of ballot
propositions.
Ordinance No. 2445 ordering the charter election, approving specific ballot language
for the election, and authorizing the City Manager to seek Secretary of State review of
the propositions.
Exhibit A Euless Charter Chart 2026 reflecting current charter language, redlined
changes being proposed, and a final version of the revised charter.
Exhibit B Ballot Propositions approved by the City Council
The City Council adopted these ballot propositions with the belief that they properly and
efficiently explain the revisions being decided by the voters, and that they are not
misleading, inaccurate, or prejudicial. The Euless Charter Chart 2026 (Exhibit A referenced
above) has been posted on the City’s website to provide registered voters details of the
charter amendments that are being considered. In addition, a substantial copy of the
proposed amendments will be published in the newspaper in accordance with Section
9.004 of the Local Government Code.
