AN ORDINANCE AMENDING CHAPTER 30 'FEES ",
SECTION 30 -28 'LIBRARY ", OF THE CODE OF
ORDINANCES, CITY OF EULESS, TEXAS; PROVIDING
A SEVERABILITY CLAUSE; PROVIDING A SAVING
CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a meeting room in the new library has been opened for use; and
WHEREAS, the City Council deems it necessary to establish fees for use of the
room;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF EULESS, TEXAS, THAT:
SECTION I
Chapter 30, "Fees ", Section 30 -28 "Library", of the Code of Ordinances, City
of Euless, Texas, be hereby amended as follows:
Sec. 30-28. Library.
Delete: (6) Fuller Room Rental ...........................No Charge
Add: (6) Library Meeting Room
(a) Library Daily Room Charge - $300 with no audio /visual
equipment; $400 with audio/visual equipment; if audiovisual
equipment is used, the $400 fee will be in effect.
(b) Payment Policy - 50% of room rate ($150 or $200 depending
on use of audiovisual equipment) must be paid to secure
room reservation. This security deposit is refundable with
cancellation up to 60 days prior to the event. If reservation
is cancelled less than 60 days prior to the event, the security
deposit is non - refundable. The balance of the room charge
must be paid 14 days in advance of the event. The room
charge balance is non - refundable.

(c) Refundable Damage Deposit - $500
Will serve as security for any additional cleanup of the facility
and will be applied toward any damage to the facility. This
deposit is to be paid at the time the room balance is paid 14
days prior to the event. The damage deposit will be refunded to
the patron within 10 business days after the date of the
reservation after a thorough inspection of the meeting facility.
The damage deposit will also be refundable in case of
cancellation of event.
(d) Charge for Building Attendant - $10 per hour; 3 hour
minimum
The attendant will be on duty at the room during the entire
reservation to monitor the facility. The attendant is not
responsible for cleanup for the reservation. The fee will be paid
at the time of damage deposit and room balance 14 days prior
to the event. The attendant is not to accept payment or tips from
the renter. The attendant fee refund follows the same 60 day
guidelines as the room rental.
(e) Charge for Media Consultant- $18 per hour, 3 hour minimum
The media consultant will need to be in attendance to operate
any audio visual equipment that is owned by the City of Euless.
If the media consultant is utilized, there will be no additional
charge for a building attendant.
(f) Security Officer - $20 per hour, 3 hour minimum
Any event with over 100 persons in attendance will be reviewed
to see if a security officer should be present. Any event with
over 150 persons in attendance will be required to employ an
officer. The officer will be paid by the renter at the end of the
evening.
(g) Catering - 6% of adjusted gross safes (gross less sales tax
and tip)
An approved caterers' list will be available to those wishing to
have an event catered. Approval of a caterer involves providing
a Certificate of Insurance with the City of Euless named as an
additional insured on said Certificate, copy of a Certificate of
Health, and having signed a catering agreement with the City.

SECTION II
Severabilily Clause. It is hereby declared to be the intention of the City
Council that the sections, paragraphs, sentences, clauses and phrases of this
ordinance are severable, and if any phrase, clause, sentence, paragraph or section
of this ordinance shall be declared invalid or unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such invalidity or unconstitutionality shall
not affect any of the remaining phrases, clauses, sentences, paragraphs and sections
of this ordinance, since the same would have been enacted by the City Council without
the incorporation in this ordinance of any such invalid or unconstitutional phrase,
clause, sentence, paragraph or section.
SECTION III
Savi g_Clause. Chapter 30 of the Code of Ordinances, City of Euless,
Texas, as amended, shall remain in full force and effect, save and except as amended
by this ordinance.
SECTION IV
Effective Date. This ordinance shall be in full force and effect from and after
its passage and publication as provided by the Euless City Charter and the laws of the
State of Texas.

Euless City Council on the 24th day of September, 1996, by a vote of L ayes, -Q—
