PLANNING AND ZONING COMMISSION
DECEMBER 16, 2025
MINUTES
The pre-session meeting of the Planning and Zoning Commission was called to order by
Chairman Owens in the-pre-Council Conference Room of City Hall, 201 North Ector Drive.
Those present included Chairman Eric Owens, Vice Chair LuAnn Portugal, and
commissioners curtis Brown, Magen Brown, RubyAnne Crites, and zariyan stark'
Commissioner Katherine Flannery was absent'

Commissioner Crites made a motion to approve the minutes of the regular meeting
November 18,2025. Commissioner stark seconded the motion.

Chairman Owens:opened the public hearing at6:39 p.m
lnterim Director of Planning and Economic Development Lisa Payne presenGd the case to
tne itanning and zoning commission and advised that the applicant, Richard Smith,
,"pr.r"nting-ni.nard Smiih Architect, lnc., is requesting a Specific Use Permit for a place of
w6rsnip anJeducational senrices located at O.L. Pitts Addition, Block A, Lot A at 301 Clinic
Drive, buite 300 in the Community Business (C-2) :cning district'
Fublic hearing notification ietters were mailed to all Fropcrty ovrners within 200 feet of tlte
subject property. To date, staff recei'red two (2) responses in support'
Per the City of Euless Code of Ordinances, an SUP shali not be recommended for approval
by the Planning and Zoning Commission unless all criteria listed in Sec. 84-153 are found
to exist.
Staff recommends approval of the specific Use Permit, with the following conditions:
a. The Specific Use Perr.nit is tied to the business name, HEB lslamic.Center;
b. The Specific Use Permit is tied to the businqss owner. Heena Shaikh;
c. Applicable building permits and fire permits must be issued and the work must be
approved at final inspections before a Certificate olOccupancy is issuod; -d. The parking lot expansion must be completed ind bity"accepted before a Certificate
of Occupancy is issued; and
e. The specific use Permit may be revoked it one or more of the conditions imposed by
this permit has not been met or has been violated.
Richard Smith, applicant, was present and available for questions'
chairman owens asked to hear from anyone who wished to speak on this case.
Robert Ashley, resiclent, lives adjacent to the subject property and is in gpposition due to the
proposed exfansion of the parkirrg lot creating a lack of privacy next to his backyard.
Frances Allen, business owner of Super Value Pharmacy, is in opposition because she is
concerned about the maintenance requited of clinic Drive, which is an access easement
over her property, due to the increased traftic. During the applicant's senuice times' parking
overflows inio her parking lot, negatively impacting parking access for her customers.

sadie Ellis, a resident whose backyard borders the parking lot, is in opposition sh.e has
;il;;;J;;";rns regarding increased noise levels, loss of privacy, and the infestation of
rats following the placement of a dumpster on the property
Mo Percha, on behalf of HEB lslamic center, addressed an earlier comment from a resident
i"g"rJi.gir*"r. He stated that although the property owner is exempt from paying property
taies. thiy still pay taxes on lease income received from tenants
Mohammad Sharif, resident, supports the request for a place to worship'
There being no further persons to be heard. chairman ovrens clcsed the public hearing at
6:58 p.m.
Commissioner Stark asked if an SJoot fence would be helpful for neighbors' privacy' Mr'
smitir reprieo that the applicant would screefl the whole parking lot if needed.
Commissioner C. Brown asked to confirm if Clinic Drive was public or private' Mrs' Payne
stated that is an access easement over private property and the property o\rJner is required
to provide access.
Commissioner 1,,4. Brown asked if rapid growth of the HEB lslamic Center is anticipated and

There were no further questions or comments presented by the commission.
Commissloner C. Brown made a motion to table consideration of the recommendation of an
ordinanrie and hold another public hearing at the January-20, 2026 regu,lar meeting to allow
the applicant time to resolve issues with ihe neighbors. Commissioner Stark seconded the
motion.

ITEM 3. RECOMMENDED APPROVAL OF SITE PLAN CASE NO. 25'07'SP
lnterim Di!-ector of Planning and Economic Development !-isa Payne presented the case to
ir'u pru.ning and Zoningi Commission and advised that the applicant' Victor Castro,
i"pr"runtirg AfR Constr-uction Group, is seeking approvai of a Site Plan to construct a

4,050 square foot building on a 0.572-aue property for a ner,'r automotive repai!' business'
The Development Services Group has reviewed the Site Plan and has certified that it meets
City standards. Staff recommends approval.'
Victor castor, representative of BTR Construction Group, appeared and was available for
queslions.
There were no questions or comments presented by the Commission'

Plan for Diesel D'oc in the John A. Groves Survey, Abstract 599, Tract 3C1, located on the
northeast corner of s. Pipeline Road and Raider Drive at 3030 s., Pipeline Road.
Commissioner M. Brown seconded the motion.

ITEM 4. APPROVAL OF REPLAT CASE NO.25.07-RP

Brown, Crites, and Stark.
lnterim Director of Plannlng and Economic Development Lisa Payne presented the. case to
the Planning and Zoning commission and advised that the applicant, osama Nashed,
representing-A.N.A. Coniultants, has requested approval of a replat of Trinity Park Addition,
B6ck A, Lois 1 -.1 1 , A, & B being 2.818 acres located approximately 375 feet south of ihe
interseciion of Fuller-Wiser Road and State Highway 360 at 2760 Fuller-Wiser Road. This
replat is utilized to record subdiviced property, dedicate right-of-way (Row), and establish
easements. on october 8,2024, City council approved the requested rezoning of the
property from community Business (c-2) to Single Family Limited Dwelling (R-11) with the
ownefs intent to develofi this residential subdivision. This plat contains eleven residential
lots and two open space lots that are all compliant with the Euless code of ordinances.
The Development Services Group has reviewed the Replat and certified that it meets all City
standards. Staff recommends approval.
Osama Nashed appeared and was available for questions.
There were no qttestions or comments presented by the Commission'
Commissioner Stark made a motion to approve Case No. 25-07-RP for a Replat of Trinity
Park Addition, Block A, Lots I -1 1 , A, & B being 2.818 acres located approximately 375 feet
south of the intersection of Fuller-Wiser Road ancj State ['tighway 360 at 2760 Fuiler-Wiser
Road. Commissioner Crites seconded the motion.

ITEM 5. APPROVAL OF REPLATCASE NO.25.O9.RP
lnterim Director of Planning and Economic Development Lisa Payne presented the case to
tte ptanning and Zoning comrnission and advised that the applicant, colson stovall,
i"p*r"nting- gowman Colsulting Group, has requested approval of a replat of Southwest
LlnJ;ng Aiaitiort, Block 2, Lois 1-25, A, B, C, D, & E being 3'147 acres located
approximatefy 870 feet north of the intersection of E. Mid-Cities Boulevard and State
i]gn*r1, 36d at 2301 State Highway 360. This replat is utilized to record subdivided
prip"rty, establish private streets, establish easements, and abandon easements. On June
iq,'Zaii, City Council approved the requested rezoning of the property from Community
Un,t C"r"toprent (CUDj io Planned Development (PD) with the owner's intent to develop
this resideniial subdivision. This plat contains twenty-five residential lots and five open space
lots that are all compliant with the PD Development Standards'
The Development Services Group has reviewed the Replat and certified that it meets all City
standards. Staff recommends approval.
