2026 CITY CHARTER ELECTION
VOTER INFORMATION
The purpose of the Charter Amendment Election is to bring the City of Euless’s Charter into alignment with current
state law and to update provisions that have not been revised since 1995. Over time, changes in state law have
created conflicts with sections of the existing Charter. The recommended changes also include reorganizing
certain provisions to ensure they are more appropriately structured within the document. Because the
City Charter can only be amended by the voters, these proposed changes are being presented for consideration at
a Charter Amendment Election on a uniform election date. Listed below are Propositions A through T. If approved
by voters, these propositions will amend the City Charter.
Proposition A
Non-substantive Language Revisions
Shall the Euless Home Rule Charter be amended to provide
non-substantive reorganization and language revisions and to
provide consistent language references for purposes of clarity
and grammatical uniformity?
Summary
This proposition would update the Euless
Home Rule Charter by reorganizing sections
and making small wording changes to
improve clarity and consistency. These
changes do not affect the meaning or
policies of the Charter.

Proposition B
City Streets and Public Property
Shall Article I, Sections 4 and 5 of the Euless Home Rule
Charter be amended to include public parks and rights of way
with the listed types of property for which the City has
jurisdiction and control?
Summary
Adds public parks and public rights-of-way
to the list of properties the City oversees
and maintains.
Proposition C - Boundaries
Shall Article I, Sections 6 and 7 of the Euless Home Rule
Charter be amended to provide that the existing boundaries
of the City may be altered only through the annexation,
disannexation, and boundary adjustment provisions provided
in state law?
Summary
Clarifies that changes to city boundaries can
only happen through methods allowed by
state law, such as annexation or boundary
adjustments.
Proposition D - City Council Qualifications
Shall Article II, Section 2 of the Euless Home Rule Charter be
amended to provide minimum qualifications for City Council
that are consistent with or authorized by state law including
requiring the minimum age to run for City Council be 21?
Summary
Sets minimum qualifications for City Council
members to match state law and increasing
the minimum age to serve on City Council
from 18 to 21.

Proposition E - City Council Qualifications
Shall Article II, Section 2 of the Euless Home Rule Charter be
amended to prohibit members of the City Council from holding
any public office that is incompatible with the office of City
Council under state law?
Summary
Current Home Rule Charter language
prohibits the Mayor and City
Councilmembers from holding any other
public office except that of notary public or
member of the armed forces of the United
States or of the National Guard or naval or
military reserve or as a retired member of
the armed forces of the United States. This
language does not allow for other positions
that would be allowed to be held under state
law. This proposition provides that neither
the Mayor nor any City Councilmember shall
hold any other public office, paid or unpaid,
that is incompatible under state law and
would require forfeiture of their place on the
Council should they violate this provision.
Proposition F
Removal of Mayor or City Councilmember
Shall Article II, Section 4 and Article XII, Section 5 of the
Euless Home Rule Charter be amended to define
incompetency and official misconduct for which the Mayor or
a City Council member may be removed from office?
Summary
Current Home Rule Charter language allows
for removal of the Mayor or a City
Councilmember for incompetency or official
misconduct; but it does not define these
terms. This amendment defines what
qualifies as incompetency or official
misconduct that could lead to removal from
office.
Proposition G - City Council Vacancies
Shall Article II, Section 5 of the Euless Home Rule Charter be
amended to provide that vacancies on the City Council for a
remaining term less than 12 months may be filled by
appointment or by a special election, as allowed by state law,
and provide procedures for City Council appointment?
Summary
Currently, any City Council vacancy with
less than 12 months left in the term must be
filled by election. This measure would allow
City Council, as permitted by state law, to
instead fill these short-term vacancies either
by appointment or special election and
outlines the process for making such
appointments.

Proposition H
Duties and Meetings of the City Council
Shall Article II, Sections 6, 7, 8, 9, 10, 11, and 13 of the Euless
Home Rule Charter be amended to provide for powers and
procedures for the City Council; clarify the duties of the Mayor
and Mayor Pro-Tem; require that five members of the City
Council shall constitute a quorum for the transaction of
business; outline when City Council meetings will be held and
allow the City Council to declare a vacancy if a
Councilmember is absent from three consecutive regular
meetings; amend the minimum procedures and requirements
for adoption of ordinances and resolutions; and provide for the
Charter to be made available in electronic format accessible
from the City's website?
Summary
Clarifies City Council powers and
procedures, defines the roles of Mayor and
Mayor Pro-Tem, sets a quorum of five
members, establishes meeting rules, allows
removal for repeated absences, updates
ordinance adoption procedures, and makes
the Charter available online.
Proposition I - City Boards
Shall Article II, Section 6 of the Euless Home Rule Charter be
amended to provide for the creation and appointment of
members of the Planning and Zoning Commission, the Parks
and Leisure Services Board, and the Library Board by the City
Council, and to delete Article X, Sections 1 and 2, Article XIII,
and Article XIV containing specific requirements for such
boards?
Summary
This proposition reorganizes the City
Charter for clarity and consistency. It affirms
that City Council already has the authority to
create boards and commissions and appoint
their members, while removing outdated,
board-specific rules from the Charter.
Proposition J - Elections
Shall Article III of the Euless Home Rule Charter be amended
to provide that elections shall be held in accordance with the
requirements of state law, and to delete inconsistent
provisions regarding recounts, drawing of lots, and a
candidate application form?
Summary
Update election rules to fully follow state law
and removes outdated or conflicting
provisions.
Proposition K - City Manager
Shall Article V, Sections 1 and 2 of the Euless Home Rule
Charter be amended to allow for the engagement of the City
Manager pursuant to an employment agreement, which is not
in conflict with state law, that may include a residency
requirement for the City Manager, and shall include the duties
of the City Manager; and to delete all conflicting provisions?
Summary
Current Home Rule Charter language
provides for the appointment of a City
Manager and provides for the City Manager
to reside in the city during their tenure. This
proposition recognizes that the City
Manager will be engaged pursuant to an
employment agreement which will contain
any provisions regarding residency or other
terms of employment.

Proposition L - City Secretary
Shall Article II, Section 7 and Article V of the Euless Home
Rule Charter be amended to allow for the engagement of the
City Secretary pursuant to an employment agreement that is
not in conflict with state law and that outlines the duties of the
City Secretary?
Summary
Allows the City Secretary to be hired under
an employment agreement that outlines
duties and complies with state law.
Proposition M - City Attorney
Shall Article II, Section 8 and Article V of the Euless Home
Rule Charter be amended to provide for the appointment and
duties of attorneys to represent the City?
Summary
Clarifies how City Attorneys are appointed
and defines their duties.
Proposition N - Municipal Court
Shall Article II, Section 6 and Article VI, Sections 2 and
3 of the Euless Home Rule Charter be amended to provide for
the appointment of municipal court judges by the City
Council, the appointment of a municipal court clerk by the
City Manager, and to delete processes for filling vacancies
that are in conflict with state law?
Summary
Updates how municipal judges and court
staff are appointed to match state law and
current city procedures.
Proposition O - Finance
Shall Article VII of the Euless Home Rule Charter be amended
to provide that the budget adoption and amendment process
and annual audit process comply with state law by deleting
inconsistent requirements for publication, public hearings, and
approval; provide that the budget shall be a public record;
prohibit expenditures that exceed proposed revenue plus
cash on hand; and provide that the adopted budget be
published on the City’s website in accordance with state law?
Summary
State law contains very detailed procedures
for notices, public hearings, and voting on
annual budgets and requirements for annual
audits. The current budget adoption and
audit provisions do not align with state law.
This proposition would align the City’s
budget and audit processes with state law.
Proposition P - Bonds and Indebtedness
Shall Article VIII of the Euless Home Rule Charter be amend-
ed to provide that the City may issue bonds or indebtedness
as allowed by state law, provide the bonds or indebtedness
be approved in accordance with state law, and to delete
inconsistent provisions?
Summary
The current Home Rule Charter provisions
regarding the issuance of bonds and other
indebtedness do not align with current state
law. This amendment clarifies that the City
may issue bonds and incur debt only as
allowed and approved under state law.

Proposition Q
Franchises and Public Utilities
Shall Article XI of the Euless Home Rule Charter be amended
to revise the requirements for approval of franchises and
adopt specific requirements for the utilization of public right of
way in the City by public utilities and by licensees and
permittees approved by the City Council, and confirm that the
right of the City to control the use of streets, highways,
sidewalks, alleys, parks, public squares, and public places of
the City is inalienable and subject only to valid limitations
imposed by the Constitution and laws of the State of Texas?

Updates rules for utility franchises and
confirms the City’s authority to control the
use of streets, parks, and public spaces, as
allowed by state law.
Proposition R - City Contracts
Shall Article XII, Section 2 of the Euless Home Rule Charter
be amended to revise limitations on officers and employees
having a personal interest in contracts with the City and
prohibit the purchase by or sale to the City of property,
goods, or services by officers and employees of the City
except for specific listed purposes?
Summary
Revises rules limiting City officials and
employees from having personal financial
interests in City contracts, with limited
exceptions.
Proposition S - Nepotism
Shall Article XII, Section 3 of the Euless Home Rule Charter
be amended to exclude previously employed officers and
employees from the nepotism prohibition in a similar manner
as state law?
Summary
Updates nepotism rules to match state law
by allowing continued employment for
certain previously hired employees.
Proposition T - Miscellaneous Provisions
Shall Article VII, Section 12 and Article XII, Sections 6, 9, 10,
11, and 12 of the Euless Home Rule Charter be amended to
remove specific provisions relating to purchase procedures,
mechanic, material or labor claims, bonds of contractors,
condemnation of dangerous structures, building permits, and
pools, ponds and lakes, to instead be governed by state law
or City ordinance?
Summary
Removes outdated rules from the City
Charter and allows everyday procedures like
purchasing, permits, and property safety to
be handled under state law or local City
ordinances instead.
Early voting is April 20 - 28 and Election Day is May 2.
