AN ORDINANCE OF THE CITY OF EULESS, TEXAS, ESTABLISHING A
TEMPORARY USE PERMITTING PROCESS FOR EVENTS RELATED
TO THE FIFA WORLD CUP 2026; PROVIDING THIS ORDINANCE
SHALL BE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING A PENALTY FOR VIOLATION; PROVIDING A SAVINGS
CLAUSE; PROVIDING FOR PUBLICATION IN THE OFFICIAL
NEWSPAPER; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Euless, Texas (the "City"), is a home rule city acting under
its charter adopted by the electorate pursuant to Article XI, Section 5 of the Texas
Constitution and Chapter 9 of the Local Government Code; and
WHEREAS, in accordance with Chapter 84, Article IV, Division I, Section 84-84(6)
of the Code of Ordinances, City of Euless, Texas, the City Council has the authority to
approve the operation of temporary uses on any property for a specific period of time; and
WHEREAS, such temporary uses are typically associated with an already existing
use and are subject to review to ensure adequate facilities exist or will be provided to
serve the public and employees of the temporary use; and
WHEREAS, such temporary uses are subject to additional restrictions and
requirements including permits, effective periods, and any other requirement deemed
necessary to protect the general welfare of the community and minimize negative impacts
on adjacent properties; and
WHEREAS, in preparation for the upcoming FIFA World Cup 2026 and related
events throughout our region, the City is expecting an increase in the number of temporary
uses requests; and
WHEREAS, due to a consideration for timeliness, constraints related to City
Council meeting schedules, the expected volume of requests, and in order to provide
efficient customer service, the City Council of the City of Euless, Texas, desires to
establish an alternate temporary use approval process for events related to the FIFA
World Cup 2026 which authorizes the City Manager or his designee to issue Temporary
Use Permits for temporary uses related to the upcoming FIFA World Cup 2026.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS, THAT:
SECTION 1.
The findings above are found to be true and correct and are incorporated herein.
SECTION 2.
The City Council hereby establishes the following process for consideration and
approval of temporary uses related to the FIFA World Cup 2026:
1. Application for temporary uses. A person desiring to temporarily use property
for reasons related to the FIFA World Cup 2026 may seek a City Manager
approved Temporary Use Permit. For purposes of this Section, a temporary
use means a use established for a fixed period of time with the intent to
discontinue such use upon the expiration of such time. Such uses do not
involve the construction or alteration of any permanent structure.
2. Approval of temporary uses. The City Manager or his designee ("City
Manager") may approve permits for temporary uses on any property for a
specific period of time as long as such uses:
a. Are related to the FIFA World Cup 2026;
b. Do not involve the proposed closing of a public street; and
c. Will not involve more than one thousand (1,000) attendees in the course
of a single 24-hour period.
Such temporary uses must be associated with an already existing use and may
only be approved after a review determines that adequate facilities exist or will
be provided to serve the attendees and employees of the temporary use(s).
3. Effective period. FIFA World Cup 2026 temporary uses may only be approved
during the period beginning May 1, 2026, and ending July 31, 2026.
4. Restrictions and requirements. The City Manager may place such restrictions,
requirements, or safeguards deemed necessary on any temporary use,
including but not limited to, hours of operation, duration of the use, parking,
setbacks, signage, and any other requirement deemed necessary to protect
the general welfare of the community and minimize negative impacts on
adjacent properties.
5. Authority to require City Council approval. The City Manager shall maintain the
ability to require an applicant for the Temporary Use Permit authorized herein
to follow the process for obtaining a temporary use permit outlined in Chapter
84, Article IV, Division I, Section 84-84(6) of the Code of Ordinances, City of
Euless, Texas.

SECTION 3.
The City Council hereby establishes a fee of $100.00 for applications for City
Manager approved Temporary Use Permits authorized herein.
SECTION 4.
CUMULATIVE CLAUSE. This Ordinance shall be cumulative of all provisions of
ordinances and of the Code of Ordinances, City of Euless, Texas, as amended, except
when the provisions of this Ordinance are in direct conflict with the provisions of such
ordinances and such Code, in which event the conflicting provisions of such ordinances
and such Code are hereby repealed.
SECTION 5.
SEVERABILITY CLAUSE. It is hereby declared to be the intention of the City
Council that the sections, paragraphs, sentences, clauses, and phrases of this Ordinance
are severable, and if any section, paragraph, sentence, clause, or phrase of this
Ordinance shall be declared unconstitutional by the valid judgment or decree of any court
of competent jurisdiction, such unconstitutionality shall not affect any of the remaining
sections, paragraphs, sentences, clauses, and phrases of this Ordinance, since the same
would have been enacted by the City Council without the incorporation in this Ordinance
of any such unconstitutional section, paragraph, sentence, clause, or phrase.
SECTION 6.
PENALTY FOR VIOLATION. Any person, firm, or corporation who conducts a
temporary use without obtaining City Manager approval or who otherwise violates any
provision of this Ordinance shall be deemed guilty of a misdemeanor and, upon conviction
thereof, shall be punished by a fine as provided in Section 1-12 of the Code of
Ordinances, City of Euless, Texas. Each day any such violation or violations exist shall
constitute a separate offense and shall be punishable as such.
SECTION 7.
SAVINGS CLAUSE. All rights and remedies of the City are expressly saved as to
any and all violations of the provisions of the Code of Ordinances, City of Euless, Texas,
as amended or revised herein, or any other ordinances affecting the matters regulated
herein which have accrued at the time of the effective date of this Ordinance; and, as to
such accrued violations and all pending litigation, both civil and criminal, whether pending
in court or not, under such ordinances, same shall not be affected by this Ordinance but
may be prosecuted until final disposition by the courts.

SECTION 8.
PUBLICATION CLAUSE. The City Secretary is hereby directed to publish the
caption and penalty clause of this Ordinance in the official newspaper of the City as
required by Section 12 of Article II of the Charter of the City of Euless.
SECTION 9.
EFFECTIVE DATE. This Ordinance shall be in full force and effect from and after
its passage, as provided by the Charter of the City of Euless and the laws of the State of
Texas.

thereof, shall be punished by
a fine as provided in Section
1-12 of the Code of Ordinanc-
es, City of Euless, Texas. Each
day any such violation or vio-
lations exist shall constitute a
separate offense and shall be
punishable as such.
EFFECTIVE DATE. This Or-

Any person, firm, or corpo-
ration who conducts a tem-
porary use without obtaining
City Manager approval or who
otherwise violates any provi-
sion of this Ordinance shall
be deemed guilty of a misde-
meanor and, upon conviction
thereof, shall be punished by
a fine as provided in Section
1-12 of the Code of Ordinanc-
es, City of Euless, Texas. Each
day any such violation or vio-
lations exist shall constitute a
separate offense and shall be
punishable as such.

for Proposals (RFQ/RFP) for
Design -Build services for the
City Hall Expansion and Re-
model project.
Sealed responses will be re-
ceived by the City of Everman,
c/o Craig Spencer, City Manag-

The project includes design
and construction services of

is anticipated to include a

administrative office space,
public service areas, and re-
strooms. In addition to the
new construction, the proj-
ect includes the interior ren-
ovation of the existing City
Hall to improve functionality,
efficiency, and public acces-
sibility. This work includes,
but is not limited to, expan-
sion and enhancement of the
public lobby and customer
service areas, reconfiguration
of interior walls and office
layouts, installation of new
flooring, finishes, and fixtures,
upgrades to interior lighting
systems, and modernization
of building systems as needed.
