Colleyville council approves agreement with
Euless for Heritage Avenue construction project

Colleyville City Council approved an interlocal agreement with the city of Euless for a
road project on Heritage Avenue at the March 10 regular meeting.
The overview
The project consists of extending the southbound right-turn lane on Heritage Avenue
and Cheek-Sparger Road, addressing issues caused by erosion at the existing culvert
bridge crossing and replacing and extending the culvert under the road, Colleyville
Public Works Director Lisa Escobedo said. A 7-foot concrete sidewalk, curb ramps and
a pedestrian handrail will also be added to the east side of the road to connect the
apartment complex with H-E-B, she said.
The city of Euless will contribute $50,000 toward construction costs and pay for the
sidewalk construction, curb ramps, handrails and the waterline adjustment, according to
city documents.
The city of Colleyville will pay $119,788 for designs and any remaining costs associated
with the project, per city documents.
According to Colleyville's Capital Improvement Plan, the project is anticipated to cost
$640,000, but that total is subject to change.
Council approved a contract with CSRS LLC, a project planning company, to design the
improvements in November 2024, according to city documents.
Looking ahead
Once the city of Euless and CSRS LLC approve the interlocal agreement, then CSRS
LLC will finish the designs and bring them to Colleyville City Council for approval,
according to city documents.
After that, the cities of Euless and Colleyville will gain the necessary rights of way for
the project, and Colleyville officials will coordinate with a utility company to relocate any
necessary utilities, per city documents.
No date has been set for when construction will begin for this project, Assistant City
Manager Adrienne Lothery said.
Also on the agenda
Council also approved a construction services agreement with La Banda LLC to replace
the waterline in the Pecan Park Estates neighborhood, according to city documents.

“This area had some drainage issues,” City Engineer Larry Wright said. “It was a
neighborhood that started way back in the 1970s when the city of Colleyville didn’t have
a lot of drainage requirements.”
The current 6-inch water line will be replaced with an 8-inch water line, and new gate
valves and fire hydrants will be installed, per city documents.
Additionally, a new storm drainage system will be installed and connected to the
recently completed drainage system from Ponderosa Street to SH 26, Wright said.
The contract includes construction services not to exceed $1.4 million, a project
contingency not to exceed $145,000 and a materials testing budget not to exceed
$55,930, according to city documents. The city will use its capital projects, utility and
drainage funds to pay for these improvements.
The project is expected to begin as soon as the city of Colleyville issues a written notice
that La Banda LLC may proceed. Once the project starts, it is expected to take 270
days to complete, per city documents.

and small animals, along with amenities such as a full-service grooming salon, self-pet
wash stations, a knowledgeable pet care team, and carry-out service.

11th and 12th, 2026.
The new store will be open Monday through Saturday, from 9 a.m. – 9 p.m. and
Sunday, 10 a.m. – 7 p.m.
