HomeMy WebLinkAbout2026-04-14 Worksession (TRA) CITY OF EULESS CITY COUNCIL WORKSESSION April 14, 2026 Mayor Pro Tem Tim Stinneford called the worksession to order at 7:25 p.m. on Tuesday, April 14, 2026, in the Precouncil Conference Room at City Hall, 201 North Ector Drive, Euless, Texas. Those present included: Mayor Pro Tern Tim Stinneford Council Member Jeremy Tompkins Council Member Eddie Price Council Member Perry Bynum Council Member Annabel Eads Council Member Tika Paudel Council Member-elect Zariyan Stark City Manager Chris Barker Assistant City Manager Lawrence Bryant Assistant City Manager Steven Viera City Attorney Cara Leahy-White City Secretary/Chief Governance Officer Kim Sutter Director of Finance Janina Jewell Jason Hughes, Managing Director, Hilltop Securities, Inc. Representing the Trinity River Authority of Texas: Christine Epps, Chief Financial Officer Matt Jalbert, Executive Manager, Northern Region Kevin Ward, Chief Executive Officer and General Manager Mary Williams, Managing Director, Hilltop Securities, Inc. Absent: Mayor Linda Martin City Manager Chris Barker welcomed everyone and introduced the Trinity River Authority representatives. Trinity River Authority Tarrant County Water Supply Project Matt Jalbert, Executive Manager, TRA Northern Region, addressed the City Council regarding the Tarrant Couty Water Supply Project proposed capital improvements plan, financing options, estimated rate impact, regulatory driven needs (PFAS), and the proposed timeline to meet the full compliance deadline of April 2029. He advised that the financial outlay for the 2027-2031 CIP totals $860 million. Christine Epps, TRA Chief Financial Officer, addressed the City Council regarding the creation of an Extendable Commercial Paper (ECP) Program to fund the capital needs of the system (proposed at $400 million). She reviewed the benefits of the ECP Program and compared the estimated cost of service of ECP versus Long Term Debt Project City Council Worksession Minutes Page 2 of 2 April 14, 2026 Funding. TRA outlined the following next steps to proceed with the ECP Program: 1) Euless and Bedford to approve amendment to contract relating to bond issuance. 2) TRA Board of Directors approve the establishment of ECP program by resolution. - Annual authorization by resolution required. 3) TRA to execute ECP agreements on behalf of the System. - ECP program established with a $400 million authorization level. 4) TRA to execute the CIP projects. - Continue customer meetings to review and approve the CIP and annual budget. TRA advised that they are scheduled to meet with the City of Bedford City Council May 26, 2026. Jason Hughes, Managing Director, Hilltop Securities, Inc., and the City's Bonds Counsel, stated that he feels the ECP Program is a cost-effective financing tool that would offer flexibility to TRA when issuing debt. Republic Services City Manager Barker provided an update related to Republic Services and performance penalties for missed solid waste collections. Mr. Barker advised that Republic Services has agreed to conduct a Household Hazardous Waste Collection Day in the fall of 2026 in lieu of the performance penalty. This event would take the place of the Household Hazardous Waste event (CRUD Day) hosted by the City.
