HomeMy WebLinkAbout2026-02-21 Worksession (mid-winter) CITY OF EULESS CITY COUNCIL MID-WINTER WORKSESSION FEBRUARY 21, 2026 TEXAS STAR CONFERENCE CENTER EULESS, TEXAS Mayor Pro Tem Stinneford called the worksession to order at 8:33 a.m. at the Texas Star Golf Course and Conference Centre, 1400 Texas Star Parkway, Euless, Texas. Those present included: Mayor Pro Tern Tim Stinneford Council Member Jeremy Tompkins Council Member Eddie Price Council Member Perry Bynum Council Member Annabel Eads Council Member Tika Paudel City Manager Chris Barker Assistant City Manager Steven Viera Director of Finance Janina Jewell City Secretary/ Chief Governance Officer Kim Sutter Visitor: Zariyan Stark Welcome City Manager Chris Barker welcomed everyone to the mid-winter worksession. FY2025 Budget Year End Report City Manager Barker advised that the annual audit is complete, and staff has been advised that a "clean" opinion has been issued and will be presented to the City Council at the March 10, 2026, regular meeting. City Manager Barker compared the budgeted and audited fund balances and explained the variances between the two. Additionally, he advised that the Tarrant Appraisal District (TAD) has advised that residential property will not be reappraised this year for the second consecutive year. City Manager Barker reviewed sales tax collections, tax rate history, average home value, tax rates for all entities, and car rental tax collections for fiscal year 2025-2026. Additionally, City Manager Barker presented a water rate comparison with neighboring cities, and projected cost out to the year 2030. He advised that the member cities are emphasizing the need for further evaluation as it relates to the projected cost and the impact of PFAS testing, and the possibility of renegotiating the exchange control points for bond issuance approval. He further advised that the Trinity River Authority is applying for funding through the Texas Water Development Board. Council Mid-Winter Worksession Minutes Page 2 of 4 February 21, 2026 Council Member Bynum stated that he supports getting all cities involved and asking for staff recommendations, and requested staff to present ideas on how to reduce water usage, including measurable action items (rebates). FY2026 Budget Review To-Date City Manager Barker presented the first quarter revenue collections, and reviewed revenue considerations for FY2027 FY2027 Budget Considerations City Manager Barker presented and reviewed the FY2027 budget considerations, including employee pay plan, staffing, utility costs, Trinity River Authority capital improvement programs, regulatory and water rates, and capital projects, tax supported general obligation debt, and sales tax revenue. Capital Improvements Plan Project Updates City Manager Barker reviewed the current capital projects and the status of each: - Police and Court Facility - Drone Program - Joint Dispatch - Renovation and expansion of Animal Services Center opening in April 2026 - City of Bedford Lease for use of animal services center at current temporary location - Lease agreement to be presented to the City Council for consideration o March 10, 2026, regular meeting. - Parks Capital Improvement Projects o Wilshire Park o The Parks at Texas Star • Restrooms estimated completion of April 1 • Council Member Tompkins inquired about plans for lighting the soccer fields. o Pickleball Courts - South Euless Park Master Plan o Four lighted sports courts o Restroom o Additional parking o New play area o Old Iron Bridge Renovations - Kiddie Carr Park o Preliminary Master Plan o One lighted sports court o Nature play area o Trail connections - Family Life Center Expansion Design Council Mid-Winter Worksession Minutes Page 3 of 4 February 21, 2026 o October 2028 design/development phase - Street Projects o West Pipeline Road progress update o Planned mill and overlay projects o Planned Asphalt rehab projects o Planned surface treatment projects - Pavement Condition Assessment - Traffic signal at State Highway 10 (SH 10) at Dickey Drive - Traffic signal at Farm to Market 157 (FM 157) at Signet Drive - Heritage Avenue o Interlocal agreement with City of Colleyville to be presented for consideration o Additional funding needed o Water/Wastewater Line Replacements Development Update City Manager Barker reviewed the status of current developments: - Waterbend - Founders Parc - Glade Parks - Tonti zoning request - Murphy USA at State Highway 121 (SH 121) at Glade Road - State Highway 360 and Mid Cities Boulevard development - Comprehensive Land Use Plan update - Unified Development Code update - 901 Clinic Drive update Elections City Secretary/Chief Governance Officer Kim Sutter advised the City Council of upcoming changes to the election process as they relate to the passage of Senate Bill 2753 (SB 2753). She advised of the following changes: - Elimination of the period between the last day of early voting and election day and adjusting the first day of early voting to occur nine days prior to the election day for elections held on the May uniform election date. - Early voting and election day results will be reported as one single category and no longer broken down between early voting and election day in-person votes: - Texas Secretary of State's office required to submit a report outlining the processes and procedures to implement the changes: o No later than September 1, 2026; o At this time, not clear when the changes will be put into practice. Charter Amendment Public Education Plan City Council was provided a final draft of the voter education information related to the Charter Amendment election to be held May 2, 2026. Council Mid-Winter Worksession Minutes Page 4 of 4 February 21, 2026 Other topics discussed with the City Council: City Manager Barker advised the City Council of the requirement of a Taxpayer Impact Statement on agendas if discussing or adopting a budget (HB 1522). Mayor Pro Tern Stinneford requested that the Art Fund be considered for the addition of artwork or decorative decals to the junction boxes located throughout the City. Council Member Bynum stated that he is interested in the following: - A process identified for the selection of inductees into the Walk of Champions; - More landmarks (statues) in and around Veteran's field; - Uplighting the gates at the Parks at Texas Star; and - Continue vision of the pavilion at the Parks at Texas Star.
