111 Fuller,an assistant Euless city managerand
recent refugee from the Police Department,
will retire April 15 after 25 years with the
city.Fuller was the city's police chief for six
years before requesting reassignment in Oc-
tober. He asked for the new job in the wake
of the district attorney's investigation into
complaints accusing city officials — in-
cluding Fuller — of improperly handling
open records requests by the Euless Peace
Officers Association. Fuller had also been
1411 involved in a dispute with the association
over whether his treatment of officers was
evenhanded. The association got its
records and a new chief.

EULESS—After an informal investiga-
tion into allegations by former Euless Po-
lice Chief K.B. Fuller that he was fired un-
fairly, the City Council announced last•
pight that it considers the matter closed.
• , Last month, Fuller read a statement at a
City Council meeting,contending that City
Manager Tom Hart used him as a scapegoat
• in a controversy involving an open records
• request. Fuller had said that it was Hart
who neglected the request for information,
made by the Euless Peace Officers Associa-
tion.
In a statement read by Mayor Mary Lib
Saleh last night, the council said it does not
believe that there is evidence suggesting
that Hart or Fuller did anything illegal or
improper. According to the statement,
however, some council members do not
believe that the former police chiefs re-
moval was"handled in a manner befitting
an I8-year employee of the city."
Fuller was reassigned to a new post in
October after the city was rebuked'by the
Texas attorney general's office, over its•
delay in handling the association's opeii
records request.Last month,Fuller was ter-
minated after his new job with the city.
expired.
Fuller,49,did not attend the meeting last
night. He declined to comment on the issue,
saying "enough statements have been
made." But,he said,"There's nothing you
•
can say that can make a bad situation bet-
ter.1 just intend to get on with my life."
' Hart deferred comment earlier
yesterday, referring a reporter to the state-
ment to be read later at the council meeting.

Dear Tom:
On September 30, 1993, I reached a milestone in my career. Twenty-five years of
public service. Much of this time was spent in law enforcement, part in municipal
service. All enjoyable, all rewarding. The last six years were spent providing
leadership to the police department, a period of time of which I am proud.
I now feel it is time to seek greater challenges within our organization. With your
assistance, I feel such an assignment exists. As always, I look forward to providing
many more years of unselfish service to our City.
Respectfully submitted,
CITY OF EULESS
