It will be the first program in Texas to include multi- family apartments. The City of Euless is unique because 8,500 of the 17,000 residences in the city are multi-family apartments. Without multi-family apartments, half of the city would not have been involved in the recycling program. The program is designed to offer apartment dwellers a simple, user-friendly method to recycle. Euless recognizes it is the first municipality in Texas to include multi-family apartments in its program. The materials accepted by the Euless Recycling Program are among the most extensive in the country: newspaper: all slicks & glossy inserts plastics : numbers 1-7 except for #6 aluminum : all food & beverage cans tin all food & beverage cans glass all green, brown & clear bottles & jars I. Program Objectives A. Design and distribute educational materials toward realizing participation rate of 55% among apartment dwellers by January 199 TASK Prepare, print and distribute new educational newsletters/brochures on the Euless Recycling Program and its progress for all apartment dwellers for each quarter of the year B. Implement an educational awareness program to reach the estimated 27% Euless public school students who are apartment dwellers TASK Create and distribute a recycling pamphlet designed specifically for children living in apartments (to be distributed at the schools) TASK Design, film and distribute an educational video on recycling to Euless junior highs and high schools C. As the turnover rate in Euless Apartments averages above 95% annually, create a special "Welcome Packet" for new apartment dwellers TASK Prepare, print and distribute a "welcome packet" to insure new tenants understand the Euless Recycling Program and how to participate D. Meet recent native language translation requests by ethnic groups in Euless to enable them the opportunity to 1 1 participate fully in Euless Recycling Program • TASK Provide apartment complexes in Euless with educational brochures in five different languages: a. Vietnamese b. Tongan c. Spanish d. Laotian e. Arabic E. Initiate reward incentive program among apartment complexes offering recognition to the complexes with highest participation levels TASK Involve children by holding contests/programs designed for different age groups i.e. poster contest, offering prizes for most motivated participants, etc. TASK Award complex with highest participation level modest funding to be applied toward improving on-site recycling facility and provide recognition in local newspaper and congratulatory public service ads on local cable channels II. Anticipated Program Results A. By 1994, Euless shall realize a consistent participation rate in its recycling program of 55% for all multi-family apartments and single-family residences B. By 1994 the Euless Recycling Program, including all multi- family apartments, shall reach and maintain a 40% diversion from the total waste stream thereby meeting the goals of Senate Bill 1340 C. Examples of apartment educational brochures/pamphlets including translations, will be available to serve as models for other cities D. Euless, by 1994, will demonstrate that recycling in multi-family apartments is possible which, in turn, will encourage cities throughout the state to include apartments in their recycling programs S
