OF THE EULESS CITY COUNCIL
June 22, 2026
A budget work session of the Euless City Council was called to order at 5:30 p.m.
by Mayor Tim Stinneford on Monday, June 22, 2026, in the Precouncil Conference
Room at Euless City Hall, 201 North Ector Drive, Euless, Texas.

City Manager Barker outlined the purpose of the work session and reviewed the
10-year property tax rate history. He advised that the Tarrant Appraisal District
(TAD) is not reappraising properties for the second year in a row.
City Manager Barker reviewed the preliminary Capital Improvements Program
(CIP) for FY2027, and reviewed the proposed funded projects, including:
- Drainage, streets, wastewater, and water projects
- Parks at Texas Star Phase VII
- Entry Monument Sign Program
- Redevelopment Projects
- Municipal Plaza Improvements Phase II
- EDC Incentive Funds, annual transfer
- Midtown Development
- ADA/TAS Facility Improvements
- Miscellaneous Roof Repairs
- Police and Court Remodel additional funding for equipment replacement

- Facility renovations at 1400 South Pipeline Road — Stars Center
- Miscellaneous Park Improvements
- Parks at Texas Star South Improvements
City Manager Barker reviewed the proposed unfunded projects recommended for
funding consideration, including:
- FY27 Drainage curb and gutter improvements
- FY27 Street Improvements
- Traffic Signal Intersection Improvements (Mid Cities Blvd & N. Main Street)
- FY27 53rd CDBG (Skyway Drive/Ridgecrest Drive, S. Ector Drive)
- Oakwood Terrace North Phase III — Construction
- Vine Street Construction
- Line Replacement Bell Hi Addition Phases I & II Engineering
- Line Replacement West Euless Boulevard Engineering
- Euless Family Life Center Expansion Schematic Design
- J.A. Carr Park Expansion Phase I
- Parks at Texas Star South Turf Replacement
City Manager Barker addressed questions from the City Council related to the
topics discussed.
There being no further discussion, Mayor Stinneford adjourned the work session
at 8:17 p.m.
