AN ORDINANCE AMENDING CHAPTER 84 "UNIFIED DEVELOPMENT
CODE," ARTICLE V "OFF- STREET PARKING, LOADING AND DRIVEWAY
STANDARDS," SECTION 84 -201 "OFF- STREET PARKING," TO MODIFY
PAVING STANDARDS, AND AMENDING CHAPTER 84, ARTICLE VII
"LANDSCAPING, FENCES, WALLS, SCREENING AND OUTDOOR STORAGE
REQUIREMENTS," SECTION 84 -336 "SCREENING REQUIREMENTS" TO
MODIFY PAVEMENT AND REINFORCING STANDARDS FOR TRASH
COLLECTION AREAS; PROVIDING A SEVERABILITY CLAUSE; PROVIDING
A SAVINGS CLP "FUSE; PROVIDING A PENALTY FOR VIOLATION; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Euless desires to establish specific minimum design standards
for all vehicle parking, storage, maneuvering, staging, loading, unloading and mutual access
pavement surfaces and subgrades, for all alleys, sidewalks, driveways, emergency access
pavement surfaces and subgrades, and for all trash collection area pavement surfaces and
subgrades to protect the health, safety and well -being of its citizens;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
EULESS, TARRANT COUNTY, TEXAS: that Chapter 84 "Unified Development Code," Article
V "Off- street Parking, Loading and Driveway Standards," Section 84 -201 "Off- street Parking,"
and Article VII, "Landscaping, Fences, Walls, Screening and Outdoor Storage Requirements,"
Section 84 -336 "Screening Requirements For Trash Collection Areas," be hereby amended as
follows:
SECTION I
Amend Sec. 84 -201., paragraph (f) entitled "Parking on paved surface required." by
replacing the phrase "an all weather surface" in the first paragraph thereof with "the surface as
specified in Table 5 -A -1."
SECTION II
Amend Sec. 84 -201., sub - paragraphs (1) and (2) of paragraph (h)
entitled "Design standards." to hereafter be and read as follows:
(1) Dimensions. An off - street parking space shall include an
area of not less than 162 square feet, measured approximately 9
feet by 18 feet, and shall not be located on a public street or
alley. Maneuvering aisles shall generally measure 24 feet in
width.
(2) Surfacing. All off - street parking areas, loading and
unloading areas, access driveways, alleys and fire lanes shall be
paved as specified below in Table 5 -A -1; excepting single family
(SF1) structures that exist prior to the effective date of this
ordinance. Parking areas include parking spaces enclosed or
unenclosed, aisles, display, storage, staging, mutual access, and
maneuvering areas. All areas shall be graded to drain in such a
manner that the runoff shall be properly channeled into a storm
drain watercourse area or other appropriate facility. All sidewalks
shall be paved as specified in Table 5 -A -1.
And as so amended paragraph (h) remains in effect.
SECTDON III
Amend Sec. 84 -336., subparagraph (e) entitled "Trash collection areas other than single - family
or two family uses." By replacing the last sentence with "Said concrete pad shall be paved and
reinforced as specified in Sec. 84- 201(2), Table 5 -A -1.
SECTION IV
SEVERABILITY CLAUSE. That it is hereby declared to be the intention of the City Council that
the sections, paragraphs, sentences, clauses, and phrases of this ordinance are severable,
and if any phrase, clause, sentence, paragraph, or section of this ordinance shall be declared
invalid or unconstitutional by the valid judgment or decree of any court of competent
jurisdiction, such invalidity or unconstitutionality shall not affect any of the remaining phrases,
clauses, sentences, paragraphs, and sections of this ordinance, since the same would have
been enacted by the City Council without the incorporation in this ordinance of any such invalid
or unconstitutional phrase, clause, sentence, paragraph, or section.
SECTION V
SAVINGS CLAUSE. That Chapter 84 of the Code of Ordinances, City of Euless, Texas, as
amended, shall remain in full force and effect, save and except as amended by this ordinance.
SECTION VI
PENALTY CLAUSE. That any person, firm, or corporation violating any of the provisions of this
ordinance shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be
liable to a fine in an amount not to exceed $2,000 for each offense, and each and every day
such offense is continued shall constitute a new and separate offense.
SECTION VII
EFFECTIVE DATE. This ordinance shall be in full force and effect from and after its passage
and publication as provided by the Euless City Charter and the laws of the State of Texas.

Euless City Council on the 23 day of March, 1999; by a vote of 7 ayes, 0 nays, and 0
abstentions.

GENERAL NOTES
A. All subgrades for Class 3 and higher shall be stabilized with a minimum 6%
hydrated lime slurry or cement slurry to a minimum depth of 6 "_ Soils testing and
analysis is required for Class 3 pavement and higher and Class 2 pavement in
commercial, industrial and multi - family uses. Class 2 motor vehicle parking,
maneuvering, storage, display and staging areas shall require a minimum of 6"
scarified and compacted subgrade. Lime or cement stabilization are
recommended.
B. Alternate designs may be required or permitted by the City Engineer based upon
proposed use and soil reports & analysis of a Texas Registered Professional
Engineer
C. Reinforcing steel shall be supported by chairs.
D. Two inch extra depth concrete may be permitted in lieu of lime or cement
stabilization in unique situations upon approval of the City Engineer.
E. Temporary fire lanes shall only be permitted with the approval of the Fire
Marshal's Office and shall conform to the design and layout criteria established
by the Fire Marshal's Office.
