CALL TO ORDER
A special called meeting of the Euless City Council was called to order by Mayor Tim
Stinneford at 7:00 p.m. on Monday, August 3, 2026, in the Council Chambers of City Hall,
201 North Ector Drive.
Those present included Mayor Tim Stinneford, Mayor Pro Tem Perry Bynum, Council
Members Zariyan Stark, Jeremy Tompkins, Eddie Price (arrived at 7:02 p.m.), Annabel
Eads, and Tika Paudel.

Council Member Tika Paudel gave the Invocation.
PLEDGES OF ALLEGIANCE
Council Member Zariyan Stark led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. SET PUBLIC HEARING ON FY 2026-2027 PROPOSED CITY OF
EULESS BUDGET FOR AUGUST 11, 2026
Mayor Stinneford introduced the item.

Mayor Pro Tem Bynum motioned to set a public hearing for August 11, 2026, at 7 p.m. in
the Euless City Council Chambers regarding the proposed City of Euless Budget for
Fiscal Year 2026-2027.
Council Member Paudel seconded the motion.
Ayes: Mayor Stinneford, Mayor Pro Tem Bynum, Council Members Stark,
Tompkins, Eads, and Paudel
Nays: None
Mayor Stinneford declared the motion carried.
ITEM NO. 2. PLACED A PROPOSAL TO ADOPT CITY OF EULESS AD
VALOREM TAX RATE ON THE AUGUST 17, 2026 AGENDA
Mayor Stinneford introduced the item.
Council Member Stark motioned to place a proposal to adopt the City of Euless proposed
Ad Valorem Tax Rate of 47.0080 cents per $100 of valuation on the August 17, 2026 City
Council agenda.
Mayor Pro Tem Bynum seconded the motion.
Ayes: Mayor Stinneford, Mayor Pro Tem Bynum, Council Members Stark,
Tompkins, Price, Eads, and Paudel
Nays: None
Mayor Stinneford declared the motion carried.
ITEM NO. 3. SET PUBLIC HEARING ON PROPOSED CITY OF EULESS AD
VALOREM TAX RATE, IF REQUIRED
Mayor Stinneford introduced the item.
Council Member Tompkins motioned to set a public hearing on the proposed City of
Euless Ad Valorem Tax Rate for the August 17, 2026 City Council Agenda.
Council Member Eads seconded the motion.
Ayes: Mayor Stinneford, Mayor Pro Tem Bynum, Council Members Stark,
Tompkins, Price, Eads, and Paudel
Nays: None
Mayor Stinneford declared the motion carried.
