J (Metropolitan Planning Organization for the Dallas Fort Worth Regio ) CITY MANAGER'S OFFICE TO: Selected Mayors and City Managers DATE: June 9, 2017 FROM: Michael Morris, P.E. Director of Transportation SUBJECT: Discussion of the Interlocal Cooperation Agreement for the Operation of Commuter Rail Services —Trinity Railway Express Since 2002, the North Central Texas Council of Governments (NCTCOG) has partnered with the Cities of Arlington, Bedford, Colleyville, Euless, Grand Prairie, Grapevine, Haltom City, Hurst, and North Richland Hills in support of commuter rail service on the Trinity Railway Express (TRE). In 2014, NCTCOG and partner agencies executed Agreements for Fiscal Year (FY) 2014 through FY2016. Since these agreements have expired, NCTCOG would like to take this opportunity to meet with city representatives to discuss a recommitment to the TRE funding partnership and annual contributions for the coming fiscal years. In 2014, NCTCOG conducted a license plate survey to determine the annual contributions for each partner agency. The previous annual contribution amounts, based on the 2014 license plate survey, are included in Attachment 1. In the coming weeks, NCTCOG staff will complete an updated license plate survey to identify partner agencies and calculate annual contributions for the next three-year period: FY2018 through FY2020. Given the delay in initiating the process this year, NCTCOG is proposing a contribution "holiday"for FY2017, and therefore, does not plan to request contributions from partner agencies for FY2017. The financial contribution under these Agreements is in lieu of the transit authorities seeking direct contributions from the cities for their impact to the Trinity Railway Express. NCTCOG in turn works with the transit authorities to allocate federal funds to projects along the TRE. NCTCOG retains the financial contributions from the cities and uses those funds for regional air quality, sustainable development projects, and/or as local matching funds for federal grants. Please join NCTCOG staff on Tuesday, July 11, 2017 at 10:00 a.m. in the Transportation Council Room for a discussion of this program and upcoming activities. If you have any questions, please contact Christie Gotti or me at (817) 695-9240. M' ael Morris, P.E.
