Euless City Council
September 8, 1959
The regular meeting of the Euless City
Council was held on September 8, 1959. Present were Mayor Ernest Millican, Jr.,
Councilmen Paull Horton, Bobby Fuller, Ross Ferris, Lee Ray Nix, and J. S.
Anderson.

The Council meeting was opened w i t h a

Mc John Looney, with the Mid -Tex Develop-
ment Company, Box 14236, Dallas, Texas, appeared before the City Council
requesting permission to put in a filling station on Highway 183 at the inter-
section of Highway 183 and Pipeline Road on a tract of land 250 feet on
Highway 183 by 238 feet on Pipeline Road, the filling station to front on
Highway 183. This property is owned by N& George R. Oxford. This 'filling
station is to have a small metal building and to have over ground gasoline
storage tank. 1V4 Looney was advised that the City Council would take this
matter under consideration and advise him of their decision.

Ni Dan Peters appeared before the City
Council requesting that 3.84 acres of his land be rezoned from "A" Residential
to "C" Commercial. This having been previously approved by the Planning and
Zoning Commission. This 3.84 acres is adjacent and contiguous to the tract
of 6.16 acres already zoned commercial. The legal description is as follows:
Situated in Tarrant County, Texas, and being a part of the A. J. Huitt
Survey, Tarrant County, Texas, and being a part of the same tract of
land deeded to Almon C. Brown and wife Eula Grace Brown by Dan Beasley
and wife Tiraah Louise Beasley of record in Volume 1721, page 552,
Deed Records of Tarrant County, Texas, described as follows:

A motion was made by Councilman Fuller, and
seconded lay Councilman Ferris, to approve the calling of a public hearing on
this request. The vote in favor was unanimous.

The City Council interviewed several applicants
for the position of patrolman in the Police Department, and upon the recommenda-
tion of Police Chief Sustaire, approved the hiring of James B. Guinn as
patrolman. He has had seven years in the Fort Worth Police Department.
A motion was made by Councilman Horton, and
seconded by Councilman Ferris, that he be hired as patrolman to start to work
immediately. He is to start at $325.00 per month and to be raised to $350.00
per month after his six months probation period is up. The vote in favor was
unanimous.
4.
A motion was made Icy Councilman Ferris, and
seconded by Councilman Fuller, that the salary of James B. Guinn shall start
immediately. The vote in favor was unanimous.

A motion was made by Councilman Ferris, and
seconded by Councilman Anderson, that the services of Earl Stapleton as a
night dispatcher, paid fireman and Fire Marshal be terminated as of September
7, 1959. The vote in favor was unanimous.

A motion was made by Councilman Horton, and
seconded by Councilman Ferris, that A. B. Gill be hired as dispatcher and paid
fireman on the shift from 4 :30 p.m. to 12:30 a.m. The vote in favor was unanimous.

A motion was made by Councilman Horton, and
seconded by Councilman Nix, that A. B. Gill be paid a salary of $300.00 per
month. The vote in favor was unanimous.
A motion was made lay Councilman Nix, and
seconded by Councilman Ferris, that the Trendex Construction Company be
notified lay letter that they are violating City Ordinance Numbers 28 and 33
by building car ports too close to the property lines in the Oakwood Terrace
West Addition, and that these violations must be corrected before any more
building permits can be issued to them, and that future violations must cease.
Their building permits plainly show that no building or structure can be
closer than five feet to the proeprty line. The vote in favor was unanimous.

Attorney W. L. Bondurant is going to change
some of the wording in the Hurst Electrical and Plumbing Ordinances so that
they Will fit the needs of Euless, and have stencils cut so that vie can
mimeograph them or if possible he will have them completed to expedite getting
them passed and published.

The City Council discussed the street width
at the south end of Ridgecrest Drive in the Park Crestmoor Addition where it
narrows down to twenty -four feet of paving which is three feet under the
minimum set in Ordinance No. 82, which authorizes a minimum of twenty -seven feet.
Johnson- Campbell Lumber Company i s to be notified by letter that this must be
corrected before any more building permits can be issued in this section.

A motion was made by Councilman Ferris, and
seconded by Councilman Horton, that the following letter t o the fire department
be approved:
1. Every man should pass a test to the Fire Chief's satisfaction
that they are capable of operating fire truck number 52, other-
wise they should not take said fire truck from the station.
At the completion of satisfactory test you will be presented a
billfold from the City.
2. At no time should both fire units leave this fire district to
help some other -City unless extreme emergency, then Carter
Field is told, and they can bring one of the field units to the
Station for a stand -by, or if Euless units are called to Carter
Field notify Hurst to cone to Euless station for stand -by.
The Vote in favor of this motion was unanimous.
12.
A motion was made by Councilman Horton, and
seconded by Councilman Ferris, to approve for payment Fuller & Payton Insurance
Agency bill for $108.60 covering Public Liability and Property Damage
insurance on the new patrol car, and to add to this Policy Comprehensive
and $100.00 deductible Collision coverage. The vote in favor was unanimous.

A motion was made by Councilman Horton, and
seconded by Councilman Ferris, to p a y Fuller & Payton Insurance A g e n c y b i l l
for $211.00, this being the prerruum for Public Liability, Property Damage,
Comprehensive and $100.00 deductible Collission coverage on the old patrol car.
The vote in favor was unanimous.

14.
A motion was made by Councilman Anderson,
and seconded by Councilman Fuller, to approve and adopt Ordinance No. 117.
Ordinance No. 117 is an ordinance closing and abandoning a certain utility
easement lying along the north line of Lot 4, Block 2, Euless Gardens No. 1
Addition to the City of Euless, Tarrant County, Texas. The vote in favor was
unanimous.
15.
A motion was made by Councilman Horton,
and seconded by Councilman Ferris, that discussion of motion number 15 in
the minutes of the council meeting of August 25, '1959, about police patrol
cars being parked at the city hall when not in use be tabled until the
next council meeting. Councilmen Ferris, Fuller, and Horton voted in favor
of this motion. Councilmen Anderson and Nix did not vote.
