Euless City Council
September 22, 1959
The regular meeting of the Euless City
Council was held on September 22, 1959. Membets present were Mayor Ernest
Millican, Jr., Councilmen Paul Horton, Bobby Fuller, Ross Ferris, and J. S.
Anderson.
1.
NIA Dick Bell, representing the Uvalde
Construction Company, appeared at the request of the City Council to explain
why some of the asphalt paving in the Oak Crest Estates Addition did not harden
properly. I+ stated that they would have this checked and find out what was
wrong with it and then take the necessary action to correct this condition so
that it would be acceptable to the City.
Nk W. P. Martin and Nk Paul Koen appeared
before the City Council to discuss curbs, gutters, and drainage in the Oak
Crest Estates Addition where some of the curbs and gutters are cracking badly
and some of them are so constructed so that water will not drain off properly.
They stated that they would check these out, replacing them where necessary
so that they would be acceptable to the City.

Xt Humphrey, Engineer for the Johnson
Campbell Lumber Company, appeared before the City Council regarding the part
of Ridgecrest Drive that is too narrow, being only twenty -four feet. Nt
Hunphrey stated that they set the stakes properly and that he did not know
why the width of the street had been reduced from twenty -seven feet to twenty -
four feet.
A motion was made by Councilman Horton, and
seconded by Councilman Ferris, that the Johnson- Campbell Lumber Company,
developers of the Park Crestmoor Addition, be notified by letter that the
width of this street must be corrected to meet the minimum of twenty -seven feet
as required in Ordinance No. 82. All Councilmen present voted in favor of this
motion.

Mr. W. E. Smith, Tax Collector for the Hurst -
Euless School District appeared before the City Council with reference to his
statement to the City for $381.50 whereas the City had an agreement with him
that the work he did in helping us with our 1959 tax rolls would be only
$300.00. Nt Smith explained that vie had many more accounts than he anticipated
when this price was made. I+ said he thought this statement for $381.50 was
fair and reasonable and cheaper than me could have done it. It stated that his
cards would be available for us to copy any time vie could do so.
A motion was made by Councilman Fuller, and
seconded by Councilman Ferris, to approve for payment his bill for $381.50. All
Councilmen present voted in favor of this motion.

The Tax Equalization Board, composed of
Chairman J. T. Mecaskey, members Carl E. Hall and Luther Anders, approved
the 1959 tax rolls as correct and in accordance with the values as approved by
the Board of Equalization and passed them on to the City Council. The City
Council, after examiniation of the tax rolls and assessments as approved by
the Board of Equalization, certified that the said tax rolls of the City of
Euless, Tarrant County, Texas, for the year 1959, are correct and therefore
approved this 22nd day of September, 1959.
A motion that the tax rolls, as submitted
by the Assessor and Collector and approved by the Equalization Board, be adopted
and approved, was made by Councilman Fuller and seconded by Councilman Horton.
All Councilmen present voted in favor of this motion, and all Councilmen
present signed the statement of adoption and approval. Total assessment as
listed on the tax rolls was $6,261,870.00.
A motion was made by Councilman Horton,and
seconded by Councilman Ferris, that Ordinance No. 118 be approved and adopted.
Ordinance No. 118 sets the tax rate as follows:
a. That 15¢ per hundred dollar valuation is to go into the
Sinking Fund to the extent of $8,383.55.
b. That 35¢ per hundred dollar valuation is to go into the
General Fund.
c. All funds in excess of $8,383.55 to go into the General Fund.
All Councilmen present voted in favor of this motion.
A motion was made by Councilman Fuller, and
seconded by Councilman Horton, to approve the policy of the police department.
All Councilmen present voted in favor of this motion. This policy is as follows:
A. Recommnended use of patrol cars for official and City business only,
except in the following cases:
B. A patrol car should be available to the Police Chief at all times
when an extra car is available.
C. In circumstances where an officer or officers has after hour duties
to perform, special duty, etc.
In both B and C, the patrol cars shall be used for City business only.
Regular duty hours of Police Department, when a full complement of four police
officers are employed, shall be twenty -four hours coverage per day.

Salaries - Patrolmen:
Rookies to start - $300.00 per month.
Six months probation, then advance to $325.00
After one year advance to $350.00 per month.
Qualified experienced patrolmen to start - $325.00
After six months probation advance to $350.00.
Sergeant to start - $400.00
Advances from there to be given upon performance and discretion of
the City Council, when funds are available.

A motion was made by Councilman Fuller, and
seconded by Councilman Horton, that the City write to Mc R. A. Bossy,
District Engineer of the Texas Highway Department with reference to the
eight accidents me have had recently at the intersection of Main Street and
Highway 183 and the intersection of Highway 183 and FM157. All Councilmen
present voted in favor of this motion.

A motion was made by Councilman Ferris, and
seconded by Councilman Anderson, that Grover Howard and John T. Davis, Jr.,
be hired as night dispatchers in the Police Department on the late night
shift from 12:30 a.m. to 8:30 a.m., alternating each night, each to receive
a salary of $125.00 per month. All Councilmen present voted in favor of
this motion.

A motion was made by Councilman Horton, and
seconded by Councilman Ferris, that Grover Howard be appointed Fire Marshal
he is to receive a salary of $15.00 per month and to get twenty gallons of
gasoline for trips on City business. All Councilmen present voted in favor
of this motion.

A motion was made by Councilman Ferris, and
seconded by Councilman Horton, that street signs be ordered for streets west
of Highway 157 that have not been ordered. All Councilmen present voted in
favor of this motion.
11.
Mayor Millican appointed Councilman Paul
Horton to serve as Police Commissioner.

12.
Mayor Millican appointed Councilman Ross
Ferris as Building and Planning Commissioner.
