Regular Meeting
Euless City Council
October 27, 1959
The regular meeting of the Euless City
Council was held on October 27, 1959. Present were Mayor Ernest Millican, Jr.,
Councilmen Paul Horton, Bobby Fuller, Ross Ferris, Lee Roy Nix, and J. S.
Anderson.

The Council meeting was opened with a

Xt Lutz, Sr. and Nk Lutz, Jr. of the Lutz
Realty Company appeared before the City Council with reference to constructing
and operating a filling station on Lot A, Block 3, Cresthaven Addition to the
City of Euless. They were informed by the City Council that the type of self -
service filling station with overground gasoline storage was not permissable
in Euless as this is a violation of Ordinance No. 119, but if they wished to
submit an application to put in a conventional type filling station, complying
with all of the provisions of the city ordinance, that it would be considered
by the City Council.

Nt H. C. Williams, 2201 Daisy Lane, Fort
Worth, Texas, who had previosuly submitted a request to be allowed to put in
a filling station at the intersection of Highway 183 and Pipeline Road on
the north side of a lot 180 feet by 80 feet deep. I+ is to construct a
masonery building 12 feet by 12 feet with rest rooms. His request stated that
he would have three gasoline tanks of three thousand gallons each, they would
be underground tanks and that he would have three service pumps. The driveway
consisting of 580 square yards is to be of gravel base with two inches of
hot -mix asphalt on it. ft is to install water, lights, and gas. I+
submitted a letter from the company that has the lease on this property
stating that they would not operate a self- service filling station on this
Iscation.
A motion was made by Councilman Ferris, and
seconded by Councilman Nix, that this request be approved. The vote in favor
was unanimous.

Mr. W. D. Parker, representing the Mosier
Valley Improvement Association, requested information as to why they were
charged $100.00 per water tap while other citizens of Euless were charged
only $50.00. Nk Parker stated that to get the Municipal Service Company
to being water into the Mosier Valley Community that twenty -six residents
signed a contract to pay $100.00 per tap, but that only nineteen actually paid
the $100.00, and that the Municipal Service Company installed a six inch water
line to Mosier Valley, and a three inch water line on south to the school.
The City Council told N t Parker that they would get a copy of their contract

with the Municipal Service Company and investigate this matter to see what
can be done about it.

A motion was made by Councilman Horton, and
seconded by Councilman Nix, to approve the State Highway Departments permit
to asphalt valley driveways, Permit No. 220- $127 -59 for the Mid -Tex Development
Company, filling station at the intersection of Highway 183 and Pipp ell ne Road,
and to approve the State Highway Departments Permit No. 220- D129 -59 to asphalt
two thirty foot driveways at their filling station approximately 1000 feet
west of the entrance to Amon Carter Airport. The vote in favor was unanimous.

A motion was made by Councilman Horton, and
seconded by Councilman Fuller, that the City of Euless pay off the note and
interest in the amount of $5062.50 to the Hurst State Bank. The vote i n favor
was unanimous.

A motion was made by Councilman Horton, and
seconded by Councilman Fuller, that the city sign a release on the street
bond on streets in the Cedar Hill Estates Addition put up by Ralph H. Henslee
and the Houston Fire and Casualty Company. The vote in favor was unanimous.

A motion was made by Councilman Anderson,
and seconded by Councilman Fuller, that the City Secretary be instructed to
write to the Uvalde Construction Company informing them that the repairs they made
-in the Oak Crest Estates Addition at the intersection of Martin Lane and
Dunaway Drive are not- satisfacotry. It is against regulations of street
construction in our street ordinances to permit asphalt paving to cover the
gutters, and this was done at this intersection. The intersection of Martin
Lane and Dunaway Drive should have valleys across Dunaway to assure proper
drainage. On Martin Lane opposite 502 Martin Lane there is a low place that
was not repaired. The vote in favor was unanimous.

A motion was made by Councilman Nix, and
seconded by Councilman Horton, that the City Council approve for payment to
Branch - Smith, Inc., in the amount of $128,50 for 1959 tax forms. The vote in
favor was unanmous.

A motion was made by Councilman Nix, and
seconded by Councilman Ferris, to pay Sinclair Refining Company a statement in
the amount of $218.40 for gasol ire and oil for patrol cars and fire trucks.
The vote in favor was unanimous.

A motion was made by Councilman Fuller, and
seconded by Councilman Horton, to table the request of the Greater Fort Worth
Surburban Committee for the City of Euless to participate in making a survey
of the overall penal institutional needs of Tarrant County. The vote in
favor was unanimous.
