Regular Meeting
Euless City Council
November 10, 1959
The regular meeting of the Euless City Council
was held on November 10, 1959. Present were Mayor Ernest Millican, Jr.,
Councilmen Paul Horton, Bobby Fuller, Ross Ferris, Lee Roy Nix, and J. S.
Anderson.

The Council meeting was opened with a

A motion was made by Councilman Anderson, and
seconded by Councilman Horton, that the City Secretary write to the Southwest
Manufacturing Company, Aurora, Missouri, explaining to them that the combination
heating and air conditioning unit that we purchased from the Mid - Cities
Service Company representative 3. M. Long and manufactured and guaranteed by
them has not given satisfactory performance, and ask them to see that it i s
properly repaired or replaced to give us the service that we are entitled
to from this unit. The vote in favor was unanimous.

A motion was made by Councilman Horton, and
seconded by Councilman Nix, to have the City Secretary write to the Mid -Tex
Development Company, Dallas, Texas, that the driveways at their filling
station on the John R. Oxford property at the intersection of Highway 183 and
Pipeline Road should be graveled and hard - surfaced within the next thirty days.
The vote in favor was unanimous.

Mr. Powell of the Uvalde Construction Company
and Mr. Paul Koen of the Great Southwest Investment Company appeared before
the City Council in connection with low places and drainage of the streets in
the Oak Crest Estates Addition. The low places are i n front of Lots 19R, 20R,
and 21R. City Engineer W. A. E I I i ott, Jr., discussed this drainage with the
Councilmen, particularly at the intersection of Martin Lane and Dunaway Drive.
The Councilmen decided t h a t City Engineer W. A. E l l i o t t , Jr., and a represent-
ative of the Uvalde Construction Company should examine these places and i f
they were repaired according to the City Engineer's recommendations, they would
be acceptable to the City. The vote i n favor was unanimous.
Mr. W. D. Parker and two other memebers of
the Mosier Valley Improvement Association, together with Mr. W. A. Elliott, Jr.
and Mr. E. J. Coward of the Municipal Service Company, appeared before the
City Council to discuss the water tap charges for connections as made at the
present time. Mr. E. J. Cowart explained that originally fifty people signed
a contract to pay $100.00 each to get the water lines brought to Mosier Valley,

but very few paid this and that it had cost the Municipal Service Company
$11,000 to put in this water line, and that they had continued to charge
the $100 per tap as the houses were so far apart that the charge of $100
was cheaper than it would be for them to charge $50.00 for the water tap
and then charge $1.00 per foot for all footage over fifty feet. I was
decided by all those present that the present charge of $100 per tap was
more acceptable to the people in Mosier Valley, and that the charge should
be left as it is and that their complaint was due to a misunderstanding.

Nk Harlan Joyce of the Trendex Construction
Company, appeared before the City Council requesting permission to build a
house on the corner of Mills Drive and Faun Drive in violation of City Ordinance
No. 33, which requires that thirty percent of the depth of a lot be left as
a back yard, but that this need not be over thirty feet. Due to three large
trees on this l o t the house would be set on the lot leaving only approximately
twelve feet in the back yard.
A motion was nude by Councilman Fuller, and
seconded by Councilman Horton, that the requirements of Ordinance No. 33 be
waived to permit them to construct this house leaving a back yard of only
twelve feet. The vote in favor was unanimous.
A motion was made by Councilman Horton, and
seconded by Councilman Fuller, that the City Secretary write to S.R.O. Asphalt,
Inc., Arlington, Texas, stating what the City will require them to do to the
streets in the Park Crestmoor Addition before they will be acceptable to the
City. These requirements are as follows. They will have to fill in and hard
top the washes at the Sheppard Drive approach to Huffman Drive on the north
side, and along the north side of Huffman Drive immediately east of Sheppard
Drive to prevent further wash outs. The vote in favor was unanimous.

A motion was made by Councilman Fuller, and
seconded by Councilman Nix, that the City Secretary write to the Texas
Bitulithic Company and send a copy of the letter to Ni Bob Brady that the
City has not received any notice from them that the streets in Mdway Park
No. 2, second dedication, have been completed. They cannot be accepted by the
City until vie are notified that they have been completed, so that Ve can
inspect them and if found to be satisfacotry send them a letter of acceptance
by the City. They of course must be accepted by the City before the
maintenance period can start. The vote in favor was unanimous.
A motion was made by Councilman Anderson,
and seconded by Councilman Fuller to install two mercury vapor lights at the
intersection of Hiway 183 and FM157. One to be installed in the north -east
median and one t o installed in the south -west median. The vote in favor
was unanimous.

A motion was made by Councilman Horton, and
secanded by Councilman Anderson, to install one mercury vapor light at the
intersection of Euless Blvd. and Ridgecrest Drive and a regular type
incandescent street light installed at the following locations. Ridgecrest
Drive and Huffman Drive; Alexander Lane and Cullum Drive; Industrial Bfvd.
and Pipeline Road The vote in favor was unanimous.
10.
A motion was made by Councilman Fuller,
and seconded by councilman Ferris, to authorize the City Attorney, W. L.
Bondurant, to prepare an ordinance necessary as a preliminary step in the
City of Euless going Fhm Rule. The vote in favor was unanimous.
The Council meeting adjourned at 11:00 p.m.
