HomeMy WebLinkAbout1960-01-2691 Regular Meeting Euless City Council January 26, 196Q The regular meeting of the Euless City Council was held on January 26, 1960. Present were Mayor Ernest Millican, Jr., Councilmen Paul Horton, Bobby Fuller, Ross Ferris, and 3. S. Anderson. The council meeting was opened with a prayer by Rev. Glen Hilburn. Minutes of the council meetings of January 12, 1960, and January 15, 1960, were read by the City Secretary and approved by the City Council. 1. Me Bob Fix, of the firm of Wisenbaker, Fix and Associates, and Nt Bob Caldwell, of the firm of Caldwell & Caldwell, Planning Consultants, appeared before the City Council to explain the progress that had been made in projecting the future growth planning in the Master Plan for the City of Euless. They submitted a proposed Subdivision Rules and Regulations sample ordinance similar to the one they prepared for the City of Hurst. They discussed this sample ordinance page by page and emphasized that it was desirable for cities in this area to have the same type of subdivision ordinances so that this entire area can benefit from coordinated planning, and the developers will find about the same requirements in each City. They left several copies of this ordinance for the Councilmen to study. They furnished the City with one map showing recommended land usage, and a map showing comprehensive city planning use for land within the Euless city limits. Pi 1*-A Douglas, of the Municipal Service Company, submitted a plat of Oakwood Terrace East to the City Council, A motion ,was made by Councilman Anderson, and seconded by Councilman Ferris, that this plat be approved. All Councilmen present voted in favor of this motion. 3. Mr. W. E. Smith of the Hurst - Euless Independent School Tax Office appeared before the City Council to discuss furnishing the City of Euless with the necessary information for us to prepare our 1960 tax rolls. fb submitted a schedule showing a cost of 88 cents per account for this information on the approximately 3000 accounts vie will have and this would amount to $2640.00, and for this amount they would prepare our tax rolls, turn them over to us except for mailing out the tax statements. W would do the collecting. The City Council asked for time to study this matter, and ve will advise bin of their decision. (Page Two, Regular Meeting Euless City Council, January 26, 1960) 9 A motion was made by Councilman Fuller, and seconded by Councilman Ferris, that City Attorney W. L. Bondurant be authorized to prepare an Election Order to elect three new Councilmen i n the place of the three Councilmen whose terms expire this year. A I I Councilmen present voted i n favor of this motion. 5. The City Council discussed the selection of an Election Judge and three clerks. The names submitted were: For Judge - Mrs. Laverne Horton and Mr. Horace Booher. For clerks - Mrs. Jerry Mecaskey, Mrs. Dunn, Mrs. Joe Harrison, Mrs. Thos. A. Kennard, and Mrs. Horace Booher. V The City Council discussed the best method of taking a census of the people living within the city limits of Euless. Councilman Anderson i s going to take the part west of Highway 157. Councilman Ferris i s to have charge of the part south of Highway 183 and west of South Main Street to Highway 157. Chief of Police W. M, Sustaire w i I I have charge of getting Midway Park Addition. Councilmen Fuller w i I I ge the north side of Huffman Drive and down Euless Boulevard to Main Street and up to and including Fuller Drive. 7. A motion was made by Councilman Anderson, and seconded by Councilman Horten, that the dog pound be located on a tract of wooded land off the east side of Highway 157, selected by Councilman Anderson and the Dog Warden. All Councilmen persent voted in favor of this motion. 0 A motion was made by Councilman Fuller, and seconded by Councilman Ferris, that Councilman Anderson be authorized to have charge of supervising the building and getting materials to build the dog pound. It was suggested that we build it big enough to hold five dogs and the pens to be 30 inches by 18 inches by three feet high, with concrete mesh wire on the bottom, sides and top, and that they be placed on four by four's to keep them up off of the ground and sanitary. He w i I I get some one to dig a trench so that the dogs can be disposed of. All Councilmen present voted in favor of this motion. A motion was made by Councilman Ferris, and seconded by Councilman Anderson, that the Mayor be authorized to appoint a Citizens Study Committee. They would recommend to the City Council the most pertinent needs of the City and its citizens, both now and i n the future with the idea i n mind of making the City of Euless the most attractive, healthful , friendly and safe place to I i ve i n the State of Texas. A motion was made by Councilman Fuller, and seconded by Councilman Horton, to approve Texas Highway Department Permit No. 220 -D7 -60 for two 45' concrete and asphalt driveways with 48' of 24" reinforced concrete pipe under each driveway. This i s located at the new Mobil 011 Company f i l l i n g station at the intersection of Martha Street and Euless Boulevard. Al l Councilmen present voted i n favor of this motion. 11. A motion was made by Councilman Horton, and seconded by Councilman Fuller, that the Police Department be authorized t o purchase three stop signs. One o f these i s t o be placed a t the i n t e r - s e c t i o n o f Hollywood and Vine Streets. A l l Councilmen present voted in favor of this motion.
